REQUEST FOR SANCTIONING OF DTC BUS ROUTE FROM SHIVAJI STADIUM, CONNAUGHT PLACE, NEW DELHI / NEW DELHI RAILWAY STATION TO MEHRAULI RAILWAY STATION, NH-24, GHAZIABAD (UTTAR PRADESH) & BACK; UPSRTC BUS ROUTE FROM MEHRAULI RAILWAY STATION, NH-24, GHAZIABAD (UTTAR PRADESH) TO SHIVAJI STADIUM, CONNAUGHT PLACE, NEW DELHI / NEW DELHI RAILWAY STATION & BACK AND BUS STANDS (BUS STOPS) AT VARIOUS PLACES ALONG NH-24, GHAZIABAD.
1. Kindly refer to my requests dated 10th April, 2013; 15th April, 2013; 21st April, 2013; 27th April, 2013; 3rd June, 2013; 24th June, 2013; 20th July, 2013; 18th August, 2013; 29th September, 2013; 2nd November, 2013; 23rd November, 2013; 19th December, 2013; 11th January, 2014; 1st February, 2014; 25th February, 2014; 22nd March, 2014; 4th April, 2014; 16th April, 2014 and 5th May, 2014 (SPEED POST LETTER ALSO) on the above subject. I am, once again, requesting for the same.
2. Also, kindly refer to five interim replies dated 18th January, 2014; 11th January, 2014; 2nd August, 2013; 14th June, 2013 and 27th April, 2013 received from DTC (Dtc Scindia House <dtc_trdeptt@yahoo.in>) on the above subject. No timeframe has been given by DTC for starting the above Bus Route and also making of Bus Stands at various places along NH-24, Ghaziabad, Uttar Pradesh. Kindly give timeframe for that, for which we all will be highly grateful to you.
3. Also, a bench of Chief Justice N V Ramana and Justice Pradeep Nandrajog of the Delhi High Court in September, 2013 on a PIL filed by a resident of Vaishali, Ghaziabad (Shri Mohan Singh) regarding allowing Public Transport on NH-24 between Delhi and Uttar Pradesh [News article published in The Time of India dated 20th September, 2013 : "PIL SEEKS CITY BUSSES ON NH-24 : Link – http://timesofindia.indiatimes.com/city/delhi/PIL-seeks-city-buses-on-NH-24/articleshow/22774932.cms] directed in their interim order as under :-
"Direct the Respondents (State Governments of Delhi and Uttar Pradesh) to undertake the process of reviewing the list of routes under the Reciprocal Common Transport Agreement, 2008 keeping in view the development of residential colonies in Ghaziabad".
4. In addition to above, kindly also refer to two letters dated 8th May, 2014 (copies attached for information, perusal and necessary action please) written by Shri J.N. Barman, Director (Tech.), National Capital Region Planning Board [Ministry of Urban Development], First Floor, Core – IV B, India Habitat Centre, Lodhi Road, New Delhi – 110003 to the concerned Officers of Government of NCT – Delhi/DTC, New Delhi and Government of Uttar Pradesh/UPSRTC, Lucknow forwarding therewith my above requests, regarding sanctioning of DTC Bus Route from Shivaji Stadium, Connaught Place, New Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad (Uttar Pradesh) and Back; UPSRTC Bus Route from Mehrauli Railway Station, NH-24, Ghaziabad (Uttar Pradesh) to Shivaji Stadium, Connaught Place, New Delhi/New Delhi Railway Station and Back and Bus Stands (Bus Stops) at various places along NH-24 Ghaziabad (Uttar Pradesh) for examination and appropriate action, as under :-
(a) Letter No K-14011/33/2006 (Vol-IV) dated 8th May 2014 (copy attached) : Shri J.N. Barman, Director (Tech.), National Capital Region Planning Board [Ministry of Urban Development], First Floor, Core – IV B, India Habitat Centre, Lodhi Road, New Delhi – 110003 had forwarded my above requests on the above subject to Shri Arun Baroka, Principal Secretary (PWD), Government of NCT – Delhi, 5th Level, Delhi Secretariat, PWD Secretariat, I.P. Estate, New Delhi - 110002 for examination and appropriate action with copy of it to the Commissioner, Uttar Pradesh State Road Transport Corporation (UPSRTC), UPSRTC HQ, Tehri Kothi, M.G. Marg, Lucknow – 226001, Uttar Pradesh for information and necessary action.
(b) Letter No K-14011/33/2006 (Vol-IV) dated 8th May 2014 (copy attached) : Shri J.N. Barman, Director (Tech.), National Capital Region Planning Board (NCRPB) [Ministry of Urban Development], First Floor, Core – IV B, India Habitat Centre, Lodhi Road, New Delhi – 110003 had forwarded my above requests on the above subject to Shri Sada Kant, Principal Secretary (Housing & Urban Planning Department), Government of Uttar Pradesh, Bapu Bhawan, Vidhan Sabha Marg, Lucknow – 226001, Uttar Pradesh for examination and appropriate action with copy of it to the Commissioner, Delhi Transport Corporation (DTC), DTC HQ, Indraprastha Estate, New Delhi – 110002 for information and necessary action.
5. In the past many years, scores of major Housing Projects have been completed along NH-24 corridor starting from UP Gate, NH-24, Ghaziabad, Uttar Pradesh to Mehrauli Railway Station, NH-24, Ghaziabad, Uttar Pradesh. Millions and millions of residents have also started residing in these housing projects. Some of the Areas are "Indirapuram, NH-24, Ghaziabad; Sector 62 and 63, NOIDA along NH-24; Siddhartha Vihar Yojana, NH-24, Ghaziabad; Crossing Republic, NH-24, Ghaziabad; ABES Engineering College, NH-24, Ghaziabad; Columbia Asia Hospital, NH-24, Ghaziabad; Ashiana's 'Golf Link', NH-24, Ghaziabad; Mahagun's 'Mahagunpuram, NH-24', Ghaziabad; Ansal's 'Tanushree, NH-24', Ghaziabad; ongoing Wave City, NH-24 (4500 acres project), Ghaziabad etc.
6. To overcome the transport needs of millions and millions of residents along NH-24 Corridor, you are requested to start negotiations afresh between DTC and U.P. Roadways to the proposed DTC Bus Route from Shivaji Stadium, Connaught Place, New Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad, Uttar Pradesh and Back along NH-24 (so that this route could also be compromised between the DTC & U.P. Roadways) which will benefit millions and millions of residents along NH-24 (DTC will also be benefited in revenue terms) for which millions and millions of residents would be highly obliged to you.
7. BUS STANDS (BUS STOPS) IN FRONT and OPPOSITE SIDE OF NH-24 OF MAHAGUN PURAM, NH-24 MEHRAULI, GHAZIABAD, UTTAR PRADESH. At present, there are many Busses plying from Delhi to Hapur, Nainital, Kanpur, Lucknow, etc and Back along NH-24, Ghaziabad in front of Mahagunpuram Gate, NH-24, Ghaziabad, Uttar Pradesh. Concerned authorities may please be instructed for making Bus Stands on both sides of NH-24, Ghaziabad in front of Mahagunpuram Gate, NH-24, Mehrauli, Ghaziabad for the benefit of the residents of Mahagunpuram Housing Project (Mahagun Group's Housing Project), NH-24, Ghaziabad; Tanushree Housing Project (Ansal Group's Housing Project), NH-24, Ghaziabad and Entrance Gate of Wave City (Hi-Tech City : 4500 acres project), NH-24, Ghaziabad because all the three Housing Projects are adjacent to each other.
8. AT LEAST FOR THE TIME BEING TILL THE REQUESTED BUS ROUTE IS STARTED/BUS STAND IS MADE, INSTRUCTIONS TO THE CONCERNED AUTHORITIES MAY PLEASE BE ISSUED TO STOP THE BUSSES WHICH ARE ALREADY PLYING FROM DELHI TO HAPUR, NAINITAL, KANPUR, LUCKNOW, ETC AND BACK ALONG NH-24 AT THE MAHAGUNPURAM GATE, NH-24, MEHRAULI, GHAZIABAD.
9. In view of the above, it is requested that instructions to the concerned may please be issued for making Bus Stands (Bus Stops) on both sides of NH-24, Ghaziabad, Uttar Pradesh so that the Busses already plying on NH-24 from Delhi to Hapur, etc. and Back (till the above requested Bus Route is started) can also stop at the following places :-
(a) Mahagunpuram Gate, NH-24, Mehrauli, Ghaziabad;
(b) Columbia Asia Hospital, NH-24, Ghaziabad;
(c) Lal Kuan, NH-24, Ghaziabad;
(d) ABES Engineering College/Crossing Republic, NH-24;
(e) Vijay Nagar Bypass, NH-24, Ghaziabad;
(f) Siddhartha Vihar, NH-24, Ghaziabad;
(g) Sector 63, NOIDA Crossing, NH-24, Ghaziabad;
(h) Sector 62, NOIDA Crossing, NH-24, Ghaziabad;
(j) CISF Crossing, Indirapuram, NH-24, Ghaziabad;
(k) Sarojini Naidu Marg, NH-24, Ghaziabad;
(l) Gaur Green City, Indirapuram, NH-24, Ghaziabad; and
(m) UP Gate Police Station, NH-24, Ghaziabad.
10. There are Bus Stands already there made by the concerned authorities on the side of Delhi along the Bus Route requested from Shivaji Stadium, Connaught Place, Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad and Back.
11. In view of the above, you are, once again, requested to start negotiations afresh between DTC and U.P. Roadways for the proposed DTC Bus Route from Shivaji Stadium, Connaught Place, Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad and Back so that this route could also be compromised between DTC & U.P. Roadways. Bus Stands (Bus Stops) may also please be got made at the twelve places as mentioned at Para 9 (a) to (m) above. By sanctioning this Route/Bus Stands, you will help millions and millions of residents residing along NH-24 Corridor for which they all would be highly obliged to you.
