Greetings, citizens of Los Santos! With summer coming to a close, we present you with another edition of our monthly newsletter The Government Eagle. August has been an eventful month for the Los Santos government, full of various promotions/resignations, press releases, and of course the licensing bureau's newly created Los Santos Lottery! Mayoral Statement
Dear employees,
First of all, I'd like to thank the bureau of public relations for writing this newsletter and presenting it to their colleagues. This act is completely selfless and solely for the good of all the employees of the government.
August has been a rather productive month. We, as an agency, have made so much progress and gained so much influence during the recent 30 days. There have been several changes, so let's list some of them together.
To start off with, we've had most of our executives changed. The new assistant chief of staff is miss Valentina Richardson, the new executive director of administration is mister Samuel Birch and the new executive director of public services is miss Molniya Dyatlova. With the most recent changes, it relieves me to say that our executive team is like no other. When I look at the state of our team, I can turn my head without any regrets. Every single bureau and office now operates more closely than ever. This is the success of our new executive directors and our new assistant chief of staff. Once again, I'd like to congratulate them on making it so far in their careers. The city government certainly would not be in it's current shape, if not for these dedicated individuals.
This month, the two biggest things that we accomplished were the implementation of the marriage license, and the lottery that we held just last week. I'd like to congratulate the bureau of licensing on their initiative and efforts, and their genuinity. It is safe to say that the creativity of one bureau will pave the way for new financial improvements, as a result of the funds they have gathered in the name of the government. This, of course, equals better working standards, structural changes and higher payments! The marriage license is now completely active, and there will be more lotteries held from now on, on larger scales. We're giving every effort to increase our financial state, and the bureau of licensing is our greatest asset. I'd like to offer my gratitude to the bureau, it's managers and employees.
Moving on, I'd like to point out that we've left two months of the current administration behind us. That leaves us with two more months to go. As the summer comes to an end, so do our long-term projects appear from the mists. In the upcoming months, there will be several additions and improvements to the government. So much has been done, and yet, so much more remains to be done.
Seeing all these promising improvements truly impresses me, and it is what keeps me going to work everyday. I'm glad to be working alongside all of you. I ask everybody to continue what they are doing with utmost enthusiasm and professionalism. We're good, we can become even better.

Bureau of the Month - Bureau of Licensing
For the month of August, 2016, we have chosen the Bureau of Licensing as the bureau of the month for multiple reasons, but most of them is the hard work that has been made during the month.
Not only did they issue licenses, but they also introduced many new systems, such as the marriage license system, along with the introduction of the news lottery. Officials from within the bureau have put in countless hours of work during this month just to implement new features for the public to be offered by the Bureau of Licensing.
Despite the multiple management changes within the bureau throughout the month, the officials continued on working to serve multiple citizens with issuing aviation licenses, licensing business and licensing marriages throughout the month. Other than that, the bureau also did inspections on certain businesses to maintain and up-keep their standards and not to break certain guidelines for their licenses.
The bureau is currently being managed by Harold Bravura.
We congratulate everyone within the bureau for their magnificent work this month! Keep up the good work!

Meet the Employee
Joe Warner
Licensing Official
Born on September 6th, 1985, with a father as a politician and a mother as a journalist, it's almost as if Joe Warner was destined for his current position as a licensing official. As Joe grew up, he had a pretty nice childhood, hanging out and enjoying the outdoors with his friends. During his teenage years Joe was set upon joining the military, and that's exactly what he did.
Joe joined the U.S. Army and was deployed in various locations throughout the world, but he was yearning for something more in life. After completing his service, Joe decided to finally make strives at his lifelong goal: becoming an entrepreneur. He enrolled himself in college and worked very hard, eventually earning a Master's degree in Business Administration from the MIT School of Business in Cambridge, MA.
After Joe earned his degree, he created his own business, WarnerLabs, which functions as a marketing and graphics design agency. Creating/designing websites for big names such as Alhambra, Obsidian, TitusENT, and Capitol Tower, it's safe to say business has been a success. WarnerLabs also focuses upon offering businesses what they lack in terms of marketing, proper branding.
As Joe always had an interest in politics, even being a former member of the San Andreas Constitutional Party, he decided to join the Los Santos Government. Here Joe explains further, "I joined the government to make an impact as it gives me a wider scope of change. The resources and influence of the government is higher. I've always wanted to help businesses in the city and drive growth towards better employment opportunities. Right now you need to be at either Roux Enterprises or the government to work a decent job. I want to change that. My answer to that is, 'support small businesses!' Thus, my choice for licensing."
After the successful and very innovative implementation of the Los Santos Lottery, created and designed by Warner, it's no surprise we featured him in this month's 'Meet the Employee' section. Thank you for your service and keep up the great work!

Deputy Mayor Collin Nash held a press conference today alongside the Director of the Bureau of Welfare Bradley Oscar, as well as the Executive Director of Administration Valentina Richardson to discuss various issues currently facing the city.
Firstly, the Deputy Mayor announced the Bureau of Welfare is looking forward to integrating both an Alcoholics Anonymous and Narcotics Anonymous (AA/NA) program in the near future. This free program will offer a second chance to those who may have wound up in a cycle of addiction. Upon this, a new bigger and better homeless shelter will be built to accommodate the less fortunate. More information will be available through the Bureau of Public Relations website soon.
Furthermore, we at the Los Santos Government would like to announce the resignation of Public Works Executive Director Clarence Cooper, as well as the Director of Transportation Matt Pegg. We thank them for their service and wish them the best with their future endeavors.
Most importantly, Deputy Mayor Nash announced the newly passed Landlord and Tenant Act of 2016. This act carries a number of different changes to the current law, including that landlords may not use civilian employees to evict tenants whom refuse to leave, they must call law enforcement. More can be learned about this act through the State Legislature public domain.

A public meeting for the 8th district was held in Palomino Creek late Saturday evening by State Representative Barney Groener and his Chief of Staff and Chairman of the Independent American Party, Tommy J. Bear. A variety of topics were discussed throughout the evening at the peaceful event, including gun rights and current protesting laws.
State Representative Barney Groener spoke passionately about gun laws, claiming, "The LSPD has monopolized the right to distribute gun permits for years. We want to redistribute the powers and privatize the gun stores. They shouldn't be state owned." Many of the local residents in attendance agreed, clapping and beaming with support. Furthermore, Barney and Tommy attempted to garner support for their newly introduced bill in the State Legislature, 'The Protest and Assembly Act.' The Protest and Assembly Act aims to provide citizens with more rights when holding assemblies, protests, and rallies.
Similar events will be held in the future and are open to the public.

Deputy Mayor Collin Nash alongside Executive Director of Administration Valentina Richardson and Director of Welfare Bradley Oscar revealed a new social housing complex to the public late Wednesday evening. The new complex is apart of the Bureau of Welfare's effort to provide housing for all of Los Santos, and more specifically the less fortunate.
In a passionate speech delivered at the unveiling, Deputy Mayor Collin Nash was quoted saying, "This place here is not just a place for the less fortunate to start over, but a mark of what our city aims towards. A way to help our equals: the people of our city, our state, and our country." Executive Director of Administration Valentina Richardson elaborated further and told the crowd how long this project has been in the works, "Today marks a day of what Vaughn tried to achieve. During the summer of 2015, he set out to create the social housing program. Through months of hard work, we managed to perfect his vision."
The complex aims to assist the less fortunate within the city of Los Santos, those who do not have much income and are struggling to find a roof over their head. Located on Saints Boulevard in East Beach, the complex is currently ready to move in. To learn more and apply, visit the Bureau of Welfare's website at lsgov.us. It has been slightly over a month since the Katherine Summers Administration has taken over the Government, and with the new administration, new systems came. There has been multiple changes that have been announced within the government, but in this rlease, we will highlight the most important of them all; Executive Directions, ACoS and CoS.
The introduction of the new position, the Executive Director, has brought many changes to how certain offices operate. The new rank now supervises a certain office and acts like a director, but has authority over all the bureaus in his office. There has been certain promotions to Executive Directors from regular Directors positions within the Office of Administration, Office of The Mayor and the Office of Public Works.
As seen after the promotion, the structure of the offices have changed thanks to the introduction of this new rank, thus making the job easier for the administration to manage the offices.
Moreover; the new administration has also revamped the positions of the Chief of Staff and its assistant. The CoS and ACoS positions now posses more authority over the government to help run the government, and also make the job of the Mayor and the Deputy Mayor's a lot easier. All of the front end administration issues now redirect to the office of the CoS instead of directly to the mayor, thus making the process of administrative work a lot faster.
Thanks to the said introductions of ranks, and the revamps of certain ones, there has been a huge wave of administrative promotions to Directors and Assistant Directors to help run the bureaus and offices, and make the process of administrative work even easier and faster.
With these changes, another change came, which took place within the Office of Administration; the introduction of the new Bureau of Finance. This bureau will now handle all financial issues within the Los Santos City Government, and will control all the funds coming in and out of the government, in order to make things much tidier and help making the efficiency of the use of financial funds much better within the government.

Good evening citizens of Los Santos! Are you wanting to make money in an easy way? Well, its time that you do!
Today, the Los Santos Government Bureau of Licensing has finally introduced a new program; Los Santos Lottery!
In this said feature, you are able to win a lot of money by participating in the lottery, and the lottery has already started! Everyone is excited for this, and we have had multiple people joining already, and we wish to see more people join in, the more the people, the bigger the prize!
Not only will YOU profit, but the Government does too! Through this feature, the Government is also able to raise funds for future projects for the citizens of Los Santos and multiple other programs by different bureaus!
How can you participate in the lottery, you might wonder... Well... dont be afraid, the process is simple, and it goes like this: You first call the landline to make sure you are able to meet with the licensing official! After that, you need to get ten thousand dollars and head over to the City Hall, and there, you will be met by a licensing official and you will be given your ticket for the lottery!
You may be wondering, when do we get the results: Dont worry! Results for the first lottery are going to be released on Friday!

On Sunday, the twenty first (21st) of August, 2016, the LGBT annual pride parade was held, starting from outside the Mayoral Estate in Rodeo, finishing with a party at the Empty Pier in Verona Beach.
As a starting point, the parade began with multiple issues among the crowd, with multiple counts of trespassing onto the estate, but that wasnt a major issue. The parade began shortly, and Deputy Mayor Collin A. Nash decided to take a visit towards the parade.
After around 30 minutes of the start of the parade, Mayor Nash, along with Chief of Staff Charlotte Edevane and Executive Director Valentina Richardson decided to attend the parade party to meet a few people and have attendance in the event. The Mayor and the executives were first off impressed by the effort put into the said parade, as the place was neatly organized. Other than that, Mayor Nash and the executives met with many people; those who work with the Sheriffs Office, Police Department, Fire Department and citizens of the city. Through this, the Mayor and the executives were able to communicate receive feedback about the event, even though it was not organized by the Government.
In conclusion, the parade was neatly organized but there were issues to tackle for the future, such as the issue of trespassing into the Mayoral Estate, and the trouble that happened at the beginning of the parade. Other than that, the parade was quite fine, and the executives were impressed.
We, at the Los Santos City Government, hope to see more future projects by the citizens, but remember, are you planning a public event? Make sure to license it!

This feature has been out for the last few weeks, but it didn't gain a reasonable amount of attention from people, therefore, we have decided to finally announce it over a press release.

Good evening, citizens of Los Santos! As we promised a few press releases ago, the results of the lottery were announced on this Friday, and we noticed that not many people got to know about this, so we have decided to feature it!
During the first round of the lottery, we had a whopping number of 97 participators in the lottery! We broke our expectations for the number of participators and we hope that the next round will be even better, and we hope that we surpass 100 people!
As for the prize, this round's winner was Wayne Lecter, and he won the amount of seven hundred sixty six thousand (766,000$) US Dollars! We congratulate you for winning this round of the lottery. To get your prize, head over to the City Hall this Sunday!

Recently, The Licensing Bureau opened up new lease-able businesses around the Market Mall! There are numerous amounts of business which you can lease from prices ranging from $3,000 to $10,000. After applying for the lease, you will receive one month with the business from the time the lease began.
