The Town of Londonderry (“Londonderry”) is accepting proposals for an Emergency Medical Service (EMS) Instructor for the Londonderry Fire Department. Requests for Proposals are available in the Town Manager’s Department or at the towns website.
All proposals should be submitted in a sealed envelope and addressed to:

Proposals must be received no later than 4:00 pm on Friday, March 21, 2014. There will be a public opening of proposals . Proposals cannot be withdrawn for a period of ninety (90) days. This solicitation of Proposals is not a guarantee that an applicant will be awarded a contract. The Town reserves the right to reject any or all Proposals and take such action as may be deemed necessary in the best interests of the Town.

SECTION 1: SPECIFICATIONS
1. The vendor must be a licensed and active New Hampshire Department of Safety, Bureau of EMS Instructor/Coordinator.
2. The vendor must be able to obtain a Course Reference Number (CREF#) from the NH Department of Safety, Bureau of EMS.
3. The vendor will be expected to provide each of the four Londonderry duty shifts with EMS Education.
4. Each group shall receive at least 36 hours of EMS training annually in accordance with the National Registry of EMTs and NH Department of Safety requirements for EMT, EMT-Basic, EMT-Intermediate, Advanced EMT, EMT-Paramedic and Paramedic refreshers, transitions, and continuing education. An additional 16 hours of education will be provided yearly for EMT-Paramedic refresher requirements.
5. Class size will vary, but will usually range from 9 to 14. Certain classes may include as many as 21 students.
6. Classes will be delivered at the Londonderry Fire Department, 280 Mammoth Road, Londonderry NH 03053.
7. Vendor shall be responsible for completing and submitting all required documentation to the NH Department of Safety, Bureau of EMS, including, but not
limited to, the Course Completion Roster Form. All documentation is the property of the Town of Londonderry.
8. The vendor shall be responsible for submitting attendance rosters immediately following the completion of each day’s class to the Director of EMS (or his designee). These attendance rosters shall list the correct number of hours and course content. An annual spreadsheet for each employee listing EMS Con-education topics, hours and dates attended will be provided to the Director of EMS (or his designee) on vendor letterhead.
9. The vendor shall provide all cards and certifications to the Director of EMS.
10. The vendor shall recognize that the students are on-duty members of an active fire/EMS system. Interruptions due to emergency calls will happen. It is the vendor’s responsibility to ensure that students complete the requisite number of hours for their Refresher Training Program (RTP). This may include having to delay, reschedule, or provide additional classes due to emergency responses.
11. The vendor shall be fully insured for worker compensation, liability, and errors and omissions insurance.
12. Londonderry Fire Department will work with the vendor on class scheduling. Most classes will be scheduled on weekdays between 0800 and 1800 hours.
13. The vendor must have at least one other EMS education contract pursuant to which vendor holds classes that Londonderry Fire Department personnel will be allowed to attend in order to make up missing classes at no extra charge.
14. The vendor shall provide a list of all agencies the vendor services.
15. The vendor shall comply with any and all requirements of the State of NH.
16. Any adjunct instructors shall be approved by the Director of EMS prior to teaching and a resume or Curriculum Vitae will be provided.
SECTION 2: KNOWLEDGE AND EXPERIENCE
The vendor will provide a description of his/her/the entity’s knowledge and demonstrated experience in the industry. The vendor’s practical experience in delivering emergency medical care to patients in the field setting will be considered. The vendor must have ten years’ experience as a Paramedic and currently be a NREMT Paramedic. The vendor must have five years’ experience as an EMS educator.

SECTION 4: REFERENCES
The vendor must have at least three references from other fire departments with which the vendor has worked.
