**Position Awaiting Contract Award**

Provide the necessary support to ACC/A6 within the Air Force Nuclear Enterprise and to ensure systems are integrated and synchronized and support the nuclear strategic and extended deterrence capabilities in coordination with its Joint and inter-agency partners.  Additionally, provide in-depth expertise of NC3 system architectures to support national decision-making and providing vital Command and Control continuity necessary to execute NC3 directives and requirements for ACC/A6 and ACC/A10.

Ensure ACC/A6 leadership remains aware of nuclear enterprise activities affecting ACC’s Nuclear Command and Control (NC2) by participating in ACC’s Nuclear Surety Integration Council (NSIC) and Headquarters Air Force (HAF) NC3 working groups and councils.

Assist in the development, testing, fielding and sustainment of various ACC NC3 systems to include but not limited to:

-Strategic Automated Command and Control System (SACCS).

-Aircraft Alerting Communications Electromagnetic Pulse (AACE).

-Single-Channel Anti-Jam Man-Pack (SCAMP).

-Time Distribution Subsystem (TDS).

-Transportable Time Distribution Subsystem (TTDS).

-Air Force Milstar Command Post Terminals (AFCPT).

-High Frequency Single Side Band (HFSSB).

-Air Force Wideband Enterprise Terminals (AFWET).

Provide ACC/A6 support for NC3 acquisition and technology transition activities for Global Aircrew Strategic Nuclear Terminal (G-ASNT) by assisting in the demonstration and transition of new technologies and aiding ACC in determining command requirements and solution aspects to meet those requirements.

Provide detailed analysis of NC3 systems to include developing metrics, schedules or baselines; while establishing, defining, maintaining and monitoring milestones.  Identify, analyze and document system requirements to assure programmed requirements meet Joint Staff Nuclear Technical Performance Criteria (NTPC), Emergency Action Message (EAM) certification, joint interoperability, integration, configuration management and standardization requirements.

Provide cradle-to-grave lifecycle management of fielded systems to include monitoring of system serviceability, availability; development of life cycle strategies, review of system modernization efforts, fielding plans and resolution of fielding issues.  Identify potential solutions to shortfalls between fielded equipment and mission requirements.

Support development of Concept of Operations (CONOPS), Logistic Support Plans, Test Plans, Network Operating Commands by reviewing proposed system changes, assessing impact and priority establishment.  Reviews NC3 technical orders for changes and ensures those changes are coordinated with the technical order managers.  Provide expertise to assist in the development of command policies and standards for safe operations, survivability and sustainment of NC3 systems assigned to ACC.

Serve as the ACC/A6 and ACC/A10 High Altitude Electromagnetic Pulse (HEMP) Senior Advisor and Command Lead Manager for ACC HEMP sustainment and testing.  Participates in the ACC HEMP Working Groups, conduct reviews of system test methodology for protection in accordance with Military Standards, assess technical requirements and operational guidance, track HEMP survivability actions for ACC platforms and provide status updates to ACC senior leadership.  Prepare and present briefings for ACC nuclear forums on ACC HEMP status to include the Commander, Air Combat Command.  Review test plans, test results for all ACC HEMP testing and serve as the project lead for testing of ACC NC3 systems including coordination with applicable Air Force Agencies and Combatant Commands.

Participate in various ACC/A6 NC3 staff action activities by preparing and delivering presentations such as briefings, training sessions, consultations and strategy sessions with other staff service functions and activities including ACC’s Senior Leadership.  Coordinate with counterpart officials in the Office Secretary of Defense (OSD), Joint Staff, Combatant Commands, other Air Force MAJCOMS, contractors and field agencies in both moderately unstructured and structured settings.

Participate in the NC3 system and lifecycle working groups and Program Management Reviews (PMRs) to ensure ACC NC3 system requirements are identified and supported.  Participate in meetings, conferences and test events, to include periodic travel within the contiguous United States (CONUS) and report the outcomes of the aforementioned events in a written report or briefing to ACC leadership.

Serve as the ACC/A6 senior analyst for NC3 assessments and evaluations including Joint Staff POLO HAT and USSTRATCOM Continuing Evaluation Program (CEP) assessments.

Qualifications:

This position requires extensive knowledge and expertise on NC3 systems and ACC support of the Nuclear Enterprise.  A description of the contractor’s previous experience must relate to NC3 systems and how that experience may help support ACC in the tasks as described in this Task Order.  Personnel performing this task shall, at a minimum have:

Bachelor’s degree in IT-related field or 5 - 10 years of demonstrated practical experience and knowledge of project planning, mission needs, operational requirements, and system modernization planning in the area(s) of expertise required by this task order, as well as organize and manage multi-disciplined projects and tasks.

5 - 10 years experience with Nuclear Command and Control operations.

5 - 10 years experience with NC3 systems.

4 - 8 years of Program Management experience related specifically to NC3 systems.

4 - 8 years experience with HEMP requirements and testing as related to ACC systems.

5 - 10 years experience working with/on higher headquarters staff.  Personnel must also demonstrate ability to address/converse with Air Force General Officers and Senior Civilians.
