Notice is hereby given that the San Diego Unified School District, acting by and through its governing board, will receive sealed bids for the furnishing of all labor, materials, transportation, equipment, and services for:

STADIUM AND ATHLETIC FACILITIES IMPROVEMENTS AT CRAWFORD HIGH SCHOOL

A mandatory site visit is scheduled for 9:00 a.m. on SEPTEMBER 18, 2014 in front of the main office of Crawford High School, 4191 Colts Way, San Diego, CA 92115. PLEASE SEE BID FOR DETAILS. (No.CZ-15-0288-29)

All bids must be received at or before 1:00 p.m. on OCTOBER 9, 2014, at the Strategic Sourcing and Contracts Department, 2351 Cardinal Lane, Bldg. M, San Diego, CA 92123, at which time bids will be publicly opened and read aloud.

Under Public Contract Code 3400, the District has made a finding that the following particular materials, products, things, or services are designated by specific brand or trade name in order to match other products in use on the particular public improvement either completed or in the course of completion:

— Specification Section 096819 Sheet Carpeting

— Specification Section 283111 Digital Addressable Fire Alarm and Voice Evacuation System

— Specification Section 321813 Synthetic Turf Surfacing

— Specification Section 328400 Irrigation

— Specification Section 328401 Irrigation – Stadium Package

The project estimate is between $16 million and $17 million. This project is a PSA project and requires prequalification. The District requires that Bidders possess any of the following classification(s) of California State Contractors License(s), valid and in good standing, at the time of bid opening and contract award: A or B.

All late bids shall be deemed non-responsive and not opened. Each bid shall be in accordance with all terms, conditions, plans, specifications and any other documents that comprise the bid package. The Bid and Contract Documents are available in three formats, hard copy, CD, or online from Plan Well. Hard copy bid documents are available at American Reprographics Company (ARC), 1200 4th Avenue (4th and B Street), San Diego, CA 92101, phone number 619-232-8440, for a refundable payment of Five Hundred Dollars ($500) per set; CD’s are available for a non-refundable charge of $50. Payments shall be made by check payable to SAN DIEGO UNIFIED SCHOOL DISTRICT. If the payment for Bid and Contract Documents is refundable, refunds will be processed by the District only if the Bid and Contract Documents, including all addendums, are returned intact and in good order to ARC within ten (10) days of the issuance of the Final Bid Tabulation. All bids shall be submitted on bid forms furnished by the District in the bid package beginning September 9, 2014. Bid packages will not be faxed.

As of January 1, 2012, the San Diego Unified School District no longer administers the in-house Labor Compliance Program for all new construction projects. Prevailing wage requirements will still apply to all public works projects and must be followed per Article 18 of the General Conditions of this bid.

WAGES: The Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this public work is to be performed for each craft, classification, or type of worker needed to execute the contract. Copies of that determination are available at the District’s Labor Compliance Office for interested parties upon request; or may be found on the internet at: http://www.dir.ca.gov/DLSR/PW. It shall be mandatory upon the contractor to whom this contract is awarded and upon any subcontractor under him to pay not less than the said specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract.

PROJECT STABILIZATION AGREEMENT (PSA): This project is subject to the Project Stabilization Agreement (PSA) adopted by the Board of Education on July 28, 2009. The complete agreement is available for viewing and downloading at www.sandi.net – Proposition S & Z.

DISABLED VETERAN BUSINESS ENTERPRISE PARTICIPATION PROGRAM: Pursuant to Resolution In Support of Service Disabled Veterans Owned Businesses (SDVOB) and Disabled Veteran Business Enterprises (DVBE) approved on May 10, 2011 by the Board of Education, the Bidder is required to satisfy a minimum DVBE participation percentage of at least three percent (3%) for this project. In compliance with this Program, the Bidder shall satisfy all requirements enumerated in the bid package.

Each bid must be submitted on the Bid Form provided in the bid package and shall be accompanied by a satisfactory bid security in the form of either a bid bond executed by the bidder and Surety Company, or a certified or cashier’s check in favor of the San Diego Unified School District, in an amount equal to ten percent (10%) of their bid value. Said bid security shall be given to guarantee that the Bidder will execute the contract as specified, within five (5) working days of notification by the District.

The District reserves the right to reject any and all bids and to waive any irregularities or informalities in any bids or in the bidding. Pre-Qualification of Bidders: Pursuant to Public Contract Code 20111.6, ALL PRIME CONTRACTORS (A or B license) AND ALL MECHANICAL, ELECTRICAL, AND PLUMBING (MEP) SUBCONTRACTORS HOLDING ANY OF THE CLASSIFICATIONS LISTED BELOW MUST BE PRE-QUALIFIED TO BID ON THIS PROJECT: A, B, C4, C7, C10, C16, C20, C34, C36, C38, C42, C43, and/or C46. If you are not already pre-qualified please begin the process now. Completed questionnaires must be submitted to the District no later than 10 business days before the bid opening due date. The District encourages all general contractors bidding as a prime contractor, and all MEP subcontractors to request a questionnaire, complete it and submit it as soon as possible.

Host Services for the Imperial Valley Small Business Development Center

Notice is hereby given by the Southwestern Community College District (SCCD) of San Diego County, California, hereinafter referred to as the District, acting by and through its Governing Board, will receive up to, but not later than 2:00PM on Friday, October 10, 2014 to this Request for Proposal (RFP) for Host Services for the Imperial Valley Small Business Development Center for the Southwestern Community College District.

The SCCD, regional host for the San Diego and Imperial Small Business Development Center Network (Network), is seeking proposals from qualified applicant organizations to be a host of the Imperial Valley Small Business Development Center (IVSBDC), serving Imperial County. The IVSBDC delivers defined business development support services to established and emerging businesses.

Responses shall be received in the Office of Procurement, Central Services & Risk Management, Room 1651 located at 900 Otay Lakes Road, Chula Vista, CA 91910, on the date and at the time stated above.

CONSORCIO DEL CONDADO DE SAN DIEGO 2014-15 ENMIENDA AL PLAN ANUAL DE CONCESIONES

Se da aviso por este medio que el Consejo de Supervisores llevará a cabo una audiencia pública el día 23 de septiembre de 2014 a las 9:00 de la mañana en el salón 310 del Centro Administrativo del Condado, 1600 Pacific Highway, San Diego, California, con respecto a una enmienda al Plan Anual de Concesiones 2014-15.

La enmienda a Plan Anual de Concesiones del Año Fiscal 2014-15 es para la reasignación de hasta $1,121,071 en fondos CDBG para cuatro nuevos proyectos de CDBG para el Año Fiscal 2014-15. A continuación los detalles de las reasignaciones propuestas:

La ciudad de Del Mar solicita hasta $30,901 en fondos CDBG cancelados para un nuevo Proyecto de Mejoras ADA en el año fiscal 2014-15. La Autoridad de Bomberos del Condado de San Diego solicita hasta $993,000 en fondos CDBG cancelados y no comprometidos para la compra de nuevos aparatos que benefician a las estaciones de bomberos en De Luz, Potrero, Shelter Valley, y Sunshine Summit. El Departamento de Obras Públicas del Condado de San Diego solicita hasta $28,156 en fondos CDBG de proyectos terminados para suplementar fondos de un Proyecto de Construcción de Aceras en las calles Ammunition y Alturas en Fallbrook del año fiscal 2014-15 y hasta $69,014 en fondos CDBG de proyectos terminados para suplementar fondos de un Proyecto de Construcción en Lincoln Acres de una Rampa Peatonal del año fiscal 2014-15. Estas reasignaciones propuestas modifican el Plan Anual de Concesiones del Consorcio del Condado de San Diego del año fiscal 2014-15 previamente aprobado, debido a que no estaban previamente descritos en el Plan Anual de Concesiones.
