Notice is hereby given that the San Diego Unified School District, acting by and through its governing board, will receive sealed bids for the furnishing of all labor, materials, transportation, equipment, and services to:

FURNISH AND INSTALL BURN ASH RETAINING WALL AT CORREIA MIDDLE SCHOOL

A mandatory site visit is scheduled for 9:00 a.m. on MARCH 19, 2015 in front of the main office of Correia Middle School, 4302 Valeta Street, San Diego, CA 92107. PLEASE SEE BID FOR DETAILS. (No.CZ-15-0935-29)

All bids must be received at or before 1:00 p.m. on April 3, 2015, at the Strategic Sourcing and Contracts Department, 2351 Cardinal Lane, Bldg. M, San Diego, CA 92123, at which time bids will be publicly opened and read aloud.

Under Public Contract Code 3400, the District has made a finding that the following particular materials, products, things, or services are designated by specific brand or trade name in order to match other products in use on the particular public improvement either completed or in the course of completion:

The project estimate is between $3.4 million and $3.8 million. This project is a PSA project and requires prequalification. SENATE BILL (SB) 854 REQUIREMENTS: Effective July 1, 2014, no contractor or subcontractor may be listed on a bid proposal, or awarded a contract for a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code §1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code §1771.1(a)]. This project is subject to compliance monitoring and enforcement by the DIR.

Prime contractors must add the DIR Registration Number for each of their listed subcontractors to the Subcontractors List AND submit a certificate of registration for their own firm and those of their listed subcontractors upon request by the District. Failure of the bidding prime contractor to list their subcontractors DIR Registration Number on the Subcontractors List at time of bid will result in rejection of their bid as non-responsive.

DISABLED VETERAN BUSINESS ENTERPRISE PARTICIPATION PROGRAM: Pursuant to Resolution In Support of Service Disabled Veterans Owned Businesses (SDVOB) and Disabled Veteran Business Enterprises (DVBE) approved on May 10, 2011 by the Board of Education, the Bidder is required to satisfy a minimum DVBE participation percentage of at least three percent (3%) for this project. In compliance with this Program, the Bidder shall satisfy all requirements enumerated in the bid package.

SAFETY AND INDUSTRIAL HYGIENE SERVICES

Pursuant to California Government Code section 53060, the San Diego Unified School District (District) is soliciting proposals from qualified firms, individuals, or professional organizations to provide health and safety review and inspection at District school construction sites. Specifically, the purpose of this Request for Qualifications (RFQ) is to furnish the District with a provider that specializes in public school safety and industrial hygiene to ensure requirements mandated by governmental agencies and Board of Education policies are met. This includes, but is not limited to, health and safety inspections, accident investigations, identification of existing and predictable hazards that may affect students and staff at District construction sites, and review and evaluation of site safety programs and health plans provided by general contractors and subcontractors working on District projects.

The services will support the District’s Propositions S & Z programs comprising an average of 1,667 hours per year. The District is planning to award contract(s) for a period of three (3) years. Projects will be authorized by individual task order.

Proposals from small businesses, minority-owned businesses, women-owned businesses, disabled veteran-owned businesses, and local firms are encouraged. The District also seeks to promote employment and business opportunities for local residents and firms on all contracts as such opportunities may occur and to the extent legally possible. Interested responders are encouraged to solicit applications for subcontracts for work associated with this document from qualified residents and firms located within District boundaries.

Submitting firms must have a minimum of three (3) years’ project experience California public K-12 school districts. (Firms submitting as a Joint Venture must meet this three (3) year experience requirement with the Joint Venture’s federal tax identification number as the Joint Venture and must include a true, correct copy of the executed joint venture agreement. If not already in existence, the District requires a statement in the joint venture agreement that each individual joint venturer shall be jointly and severally liable for the obligations and liabilities of the joint venture.)

NOTICE REQUESTING PROPOSALS

Project Name: Design-Build Services for the Carlsbad Water Recycling Facility (CWRF) Phase III Expansion

Description of Work: The Carlsbad Water Recycling Facility (CWRF) currently produces up to 4.0 MGD of tertiary recycled water using 2 treatment trains that consist of microfiltration and granular media filtration. This Project generally involves design and construction of treatment facilities to expand the capacity of the CWRF with an additional 3.0 MGD of tertiary recycled water. The main elements of the project include the supply and installation of 3.0 MGD of pressurized MMF units, 3 MMF feed pumps, a chlorine contact basin, buried piping and enhancements to the existing GMF system to improve filtration.

Proposals will be reviewed and evaluated using the single-step, best value selection process.

Until the submittal deadline, the District shall accept sealed proposals, clearly marked as such, at the Faraday Center, 1635 Faraday Avenue, Carlsbad, CA 92008-7314, Attn: Public Works Contract Administration, by mail, delivery service or by deposit in the Bid Box located in the first floor lobby, at which time they will be opened and read, for performing the work as described above.

INSTRUCTIONS TO BIDDERS AND BID REQUIREMENTS

This proposal and the terms of the Contract Documents and General Provisions constitute an irrevocable offer that shall remain valid and in full force for a period of 90 days and such additional time as may be mutually agreed upon by the District and the Bidder.

The District may disqualify a contractor or subcontractor from participating in bidding when a contractor or subcontractor has been debarred by the City of Carlsbad or another jurisdiction in the State of California as an irresponsible bidder.

The work shall be performed in strict conformity with the plans, provisions, and specifications as approved by the Board of the Carlsbad Municipal Water District on file with the agency.

The District encourages the participation of minority and women-owned businesses.

The District encourages all bidders, suppliers, manufacturers, fabricators and contractors to utilize recycled and recyclable materials when available, appropriate and approved by the Engineer.

No bid will be received unless it is made on a proposal form furnished by this agency.

BID SECURITY

Each proposal must be accompanied by security in a form and amount required in the specifications. The security of the second and third next lowest responsive proposers may be withheld until the Contract has been fully executed. The security submitted by all other unsuccessful bidders shall be returned to them, or deemed void, within ten (10) days after the Contract is awarded..

THE PAYMENT OF PREVAILING WAGES IS REQUIRED

PUBLIC NOTICE

City of San Marcos: Notice of Public Hearing: City of San Marcos FY 2015/16 CDBG Funding and Proposed Substantial Amendment

The City of San Marcos will hold a public hearing on April 14, 2015 at 6:00 p.m. in the City Council Chambers, 1 Civic Center Drive, San Marcos, CA 92069, to seek public input on the proposed uses of the City’s allocation of federal Community Development Block Grant (CDBG) funds in the next fiscal year. This federal grant assists the City in implementing community development projects and/or activities that may not have been possible under the constraints of the regular City budget. The public hearing will also solicit input on a proposed Substantial Amendment to the FY 2012/13 Annual Action Plan (AAP).

Under Title I of the Housing and Community Development Act of 1974, as amended and Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, the City of San Marcos is required to prepare an AAP that describes how the City will allocate CDBG funds to improve the quality of life for low-and moderate-income residents and serves as the application for funding. The projects and activities that are funded must have been included in the City’s 2014-2018 Consolidated Plan and meet one or more CDBG National Objectives. Public input will be used to assist the City in developing its AAP for Fiscal Year 2015/16. It is estimated that the City may receive approximately $586,688 in CDBG funds in Fiscal Year 2015/16. Fiscal Year 2015/16 begins July 1, 2015 and ends June 30, 2016.

The proposed Substantial Amendment proposes to transfer $54,229 from the Montiel Park Improvements Project to the FY 2014/15 Americans With Disabilities (ADA) Improvements to Public Facilities Project. The Montiel Park Improvements Project was funded by a substantial amendment to the City’s FY 2012/13 in May 2013. The park is complete and does not require any additional funding. The ADA project was funded in the FY 2011/12 and FY 2014/15 AAPs, $261,766 and $288,458, respectively.
