SECTION I: PROJECT OVERVIEW
Purpose of RFP
Lakeland Public Television (LPTV) requests proposals from emerging or established public artists or artist teams for permanent, site-specific public artwork within the new headquarters of LPTV in Bemidji, MN. Artwork will be publicly accessible, in the entryway of LPTV’s new facility located at 108 Grant Avenue NE in Bemidji, MN.
Background
LPTV serves the people of north and central Minnesota out of its headquarters in Bemidji and its satellite office in Brainerd. LPTV has been on the air since 1980, providing free, quality programming that falls back on its mission to educate, entertain, enrich and enlighten. Programming is available on multiple media platforms and works toward the LPTV vision of empowering individuals and connecting diverse communities. LPTV programming is available on the six channels the station manages and in addition to national and world programming; the station locally produces programs dedicated to the people, cultures, issues, and events of the communities in LPTV’s coverage area.
For 34 years, LPTV has been housed in multiple buildings on the Bemidji State University campus. Thanks to the support of the State of Minnesota, regional businesses and foundations and the viewers of LPTV, the station raised the necessary funds to construct a modern, easily accessible public media center as a new home for the Bemidji headquarters. The staff at LPTV is excited about this move and looks forward to serving the public more effectively from the new headquarters.
The new facility will be located near the south shore development in Bemidji, MN on the corner of First Street and Grant Avenue. It will provide the essential space for organizational and digital programming growth, allow for increased public accessibility, and address critical issues surrounding the overtaxed HVAC systems in its current facility. The building will be green and sustainable; excess heat generated by broadcast equipment during the cold weather months will be used to help heat the building and all cooling needs will be met by a geothermal HVAC system in the warmer months.
Grateful for the contributions and people who made this new facility happen, LPTV wishes to commission a public artwork that calls attention to the donor recognition wall and reflects the people, histories, cultures, and environment of the region. An 8’ x 16’ wall will be visible inside the lobby of the new facility. On this wall will be three HD monitors showcasing donor recognition and local programming. LPTV is open to a variety of proposals using varying mediums. The hope is to direct attention to the media/donor wall. That said, artists are not limited to the donor wall for art placement. Space in the foyer presents opportunities for art. The Site Selection Committee is open to proposals of murals, metal art, sculpture, kenetic art, etc. LPTV believes that a vital public art presence will help establish a welcoming environment, assist with building community and cultivating LPTV pride.
Eligibility
Emerging or established public artists or artist teams residing in the following Minnesota counties:
Aitkin, Mille Lacs, Beltrami, Cass, Clearwater, Crow Wing, Hubbard, Itasca, Koochiching, Lake of the Woods, Morrison, Pennington, Marshall, Red Lake, Todd, Wadenav Roseaun Responders should have proven experience commensurate with the project scope and budget.
Budget
An all-inclusive budget of $7,500 is available for this project. This amount represents all professional services and deliverables related to the artwork, including but not limited to the artist design fee, labor, consultants, travel, transportation, materials, site preparation, installation needs and equipment, storage, documentation, studio overhead, insurance taxes, contingency, and the artist’s participation in a LPTV local program segment(s) related to the artwork and its production process.
LPTV will provide the three HD monitors and equipment to program the monitors.
Public Art Intent & Goal
LPTV recognizes this project as a valuable opportunity to incorporate artwork into the new headquarters. The intent of the selection committee is to commission new artwork that will visually communicate the colorful history of the people and the region. The artwork for this project will be located in the foyer/entrance to the facility and will be publicly accessible on a daily basis. The goal of this project is to select an artist to provide artwork that:
Is vibrant, visually stimulating, engaging and communicates the rich history of the region;
Reinforces LPTV’s mission to educate, entertain, enrich and enlighten;
Reinforces LPTV’s vision to empower individuals and connect diverse communities;
Is delivered to combine creative artwork along with media technologies from three HD video monitors;
Contributes to the local, regional and national dialogue of contemporary art;
Compliments the architecture and reflects the use of the facility; and
Enriches and diversifies the region’s public art collection.
Opportunities for Artwork Placement
This public art opportunity is open to a range of possibilities to be proposed by artists. The site selection committee has identified the area where the project will be installed. The entry way to the building holds many opportunities for art placement. For the purposes of this RFP, LPTV requires that the artist highlight the LPTV “donor wall” showcasing those organizations and individuals who have made the new building possible. Donors will be recognized on HD monitors embedded in the donor wall for a range of 1-5 years. After that time, these screens will be used in a variety of ways including and not limited to showcasing local productions, regional images, people, donors and events.
The donor wall measures 8’ tall by 16’ wide will be home to three HD monitors. This wall, which will be primarily drywall, and the space around it is an art opportunity that will allow the artist to determine the design. Size and placement of the three wall monitors will be chosen collaboratively by the chosen artist and LPTV. Artist will not have to design what information is broadcast on the monitors, but will design the wall space around the monitors. The foyer area is open to the second floor of the facility. Artists may use any or all of the available space. LPTV hopes the chosen artist can create a design celebrating the diversity, cultures, people, and geography of the region. Proposed artwork must be durable, low maintenance, permanent, suitable for interior display with exposure to bright sunlight, safe for children and adults and be ADA compliant.
Project Outline
Phase 1: Phase 1 will consist of LPTV soliciting proposals, artists submitting initial proposals, review of proposals and selection of up to three finalists by the committee.
Phase 2: Up to three finalists will be chosen to advance to Phase two of this project. Phase two finalists will tour the new facility and prepare a more detailed proposal for the Selection Committee to assess. At the end of phase 2, a selected artist will enter into contract with LPTV and install new, public art in the foyer of LTPV’s new facility.
Projected Timeline
The following is LPTV’s anticipated timeline for the process to retain the artist for this project:
September 25, 2014: RFP release date
November 13, 2014: Phase 1 Proposal Deadline
November 21, 2014: Announcement of Finalists
December 17, 2014: Phase 2 Design Proposal Deadline
December 18, 2014: Approval of selected artist by LPTV Board of Directors
March 15, 2015: Artwork installation complete. LPTV reserves the right to extend the installation deadline.
Selection Process
Evaluation of Artists’ qualifications and proposals will be conducted by a site selection committee designated to represent the public interest during the process of artwork selection. The committee reviews and approves all design proposals prior to commission. A Selection Committee generally contains at least five members, including:
1). Two or three persons representing the residents/users of the building
2). One person representing the primary architect or design firm
3). Two or three arts or design professionals or enthusiasts

SECTION II: Proposal Requirements and Evaluation: Phase 1
Applications must be received via email by Thursday, November 13, 2014. Deliveries received after November 13, 2014 will not be considered. Incomplete proposals will not be considered. All costs incurred in responding to this RFP will be borne of the responder. Failure to provide any of the requirements will result in disqualification.

Please provide your name, mailing address, email address, phone number, and county of residence.
Letter of Interest
Briefly describe your specific interest in the LPTV Facility and your connection to public television. Explain why your qualifications are well suited for this commission. NOTE: Specific Proposals are not requested During Phase I of this project and will not be reviewed at this time. The letter of Interest should address the following questions:
What interests you about this project?
What themes/concepts will you explore?
What experience do you have that will lend itself well to the scope and budget of this project?
What is your experience collaborating with architects, design professionals or community groups?
Professional Resume (two page limit)
An outline of primary artist’s background and experience with examples of similar work created by the primary artist.
List of any personnel who will assist in completing the project with some detail of their training and relevant work experience. Contact information is not necessary for your assisting personnel, but do include their experience in the fabrication, installation, and activation of art and how they will be assisting the primary artist.
Three Professional References
Please include the names and current contact information for three individuals with whom you have worked, collaborated, or who have commissioned your work in the past. At least one of the references should be a project manager at the commissioning agency for a project presented in the work samples. Actual letters of reference are not required and will not be accepted.
Work Samples
Submit a minimum of 8 work samples demonstrating recent work that is relevant to this project. Please include at least one example of your work that is of similar size, scope, and budget to this RFP. Files must be in JPG format and not larger than 2MB per image. The work samples will be used to assess the degree to which the artist meets or exceeds the evaluation factors outlined in Section III of this RFP. Installation or 3-dimentional work should be illustrated with multiple images. Kinetic artwork or sound environments may be submitted in audio or video formats. Artists must submit complete work sample descriptions, outlined on the next page:
Work Sample Description Information:
Title of work – List the title of the work presented in sample
Completion Date – List date which artwork was completed. If sample is in progress, simply date as “work in progress”
Medium – Describe the primary medium of the artwork
Dimensions – List the dimensions of the original artwork in both numbers and units of measurement. For example: 5’ x 8’7”
Project Budget – provide total contract budget amount
Commissioning agency – provide the name of commissioning agency
Project Description – provide a brief description of the project, identify it as an exterior or interior project and if necessary, clarify the artist’s role in the project. For example: lead artist, assistant, fabricator, etc.
Viewing Order – Select the viewing order thoughtfully
Phase 1 Proposal Evaluation
All proposals received by the November 13, 2014 deadline will be evaluated by representatives of the LPTV Site Selection Committee. Proposals will first be reviewed to determine if the compulsory elements for Phase 1 have been met. Proposals that do not include the compulsory elements for Phase 1 will not advance to the next phase of the evaluation. The LPTV Site Selection Committee reserves the right, based on the scores of the proposals, to create a short-listing of artists who have received the highest scores to interview, or conduct demonstrations /presentations. The Committee reserves the right to seek best and final offers from one or more artists. A 100 point scale will be used to create the final evaluation recommendation. Complete proposals will then be assessed using a 100 point scale.
Evaluation Breakdown:
Phase 1 Mandatory Requirements (scored as Pass/Fail)
Proposals must be received on or before the due date and time specified in this solicitation.
Artist, or artist team, submits all required elements of proposal.
Artist, or artist team, provides evidence eight work samples relevant to this project, of these eight, at least one previously completed public art project of a comparable scope.
Phase 1 Evaluation Factors (scored based on points as indicated)
The LPTV Selection Committee will consider the following factors and weighting on which proposals will be judged during Phase I of this RFP.
Expressed understanding of the project objectives 20pts
Artistic quality, design and permanence 20pts
Presents variety of work appropriate to a public collection 20pts
Expressed understanding of themes/concepts in project 20pts
Past performance 20pts
Total Points 100pts
SECTION III: Proposal Requirements and Evaluation: Phase 2
Up to three finalists will be chosen to advance to Phase 2 of this RFP.
Responders must submit the following required information:
Schematic Design
Develop and submit maquette in 2D or 3D as is appropriate for individual proposal. We are aware of the quick turnaround time of Phase 2. We are aware that a model/maquette may change and morph subtly as an artist works the project toward completion in the actual space.
Create a thorough list of project objectives
Provide a timeline for integrating artwork into the LPTV headquarters
Provide an explanation of any necessary maintenance or safety concerns
Note any specifications or design elements which may require certification/inspection clarifying plan for said certifications/inspections.
Budget
Provide cost estimates for the design, fabrication, and installation in order to determine feasibility of the project within the budget of $7,500.
The following requirements may be solicited as necessary from finalists:
Presentation
Prepare and present, as necessary, the schematic design proposal, design development, and construction documents to all relevant reviewing bodies or stakeholder groups and, if applicable, for release to the press and public.
Contract
Chosen Artist or Artist Team will enter into contract with LPTV, fabricate and install the artwork in accordance with the terms and condition of the contract and the approved design development and construction documents.
The artist or artist team will work collaboratively with the LPTV site selection committee, the architect, and the construction manager to ensure the artwork is designed, fabricated, and installed properly.
Phase 2 Proposal Evaluation
Phase II Mandatory Requirements for Finalists (Scored as Pass/Fail)
Proposals that do not include the mandatory information will be rejected without further consideration:
Artist will tour facility.
Artist submits all Phase 2 compulsory elements of the proposal as outlined in this RFP,
If necessary, artist will meet with site selection committee and/or the LPTV Board of Directors.
Phase II Evaluation Factors for Finalists (scored based on points as indicated)
Artists whose proposed qualifications demonstrate in the Selection Committee’s sole opinion the qualifications that best fulfill the purposes of this RFP, will enter into Phase 2 of this RFP. The Selection Committee will consider the following factors and weighting on which artist’s proposals.
Maquette 35 points
Written narrative 10 points
Installation Plan 10 points
Maintenance and Safety 5 points
Itemized Budget 30 points
Schedule 10 points
TOTAL 100 POINTS
Keep in Mind:
Artistic quality will be demonstrated by the artist’s work samples, experience in production of public art, and evidence of ability to work within budget. Design shall be demonstrated by aesthetic compatibility with the architecture, and appropriate medium, given the function and use of the site. Permanence shall be demonstrated by use of durable materials and good construction techniques.
Secondary criteria include the acquisition of a variety of work appropriate to a public collection, which is demonstrated by artwork in different mediums and styles, and a breadth of themes or subjects; artwork which recognizes and fosters diverse social, cultural, and historical values; and artwork which is memorable, thought provoking, and enduring.
Additional criteria identified by the LPTV Selection Committee are strong conceptual skills with innovative approach to other creative projects; ability to effectively engage with LPTV staff, design professionals, community stakeholders, user groups, and contractors; and successful implementation of projects of a similar scope.
SECTION IV: Contract
From the group of finalists, one artist will be selected to complete the project. The final design is subject to approval by the Selection Committee, LPTV Board of Directors, and may be subject to review by other relevant stakeholder groups. LPTV reserves the right to seek best and final offers from one or more artist.
Contract Term
The Selection Committee desires to enter into a contract with the successful artist in late December of 2014. The contract will begin on the date stated in the contract or upon full execution of the contract, whichever is later, and will be completed by March 15, 2015. LPTV reserves the right to extend the installation deadline.
This RFP does not obligate LPTV to award a contract or complete the project, and LPTV reserves the right to cancel the solicitation if it is considered to be in its best interest. LPTV also reserves the right to waive minor informalities and, notwithstanding anything herein to the contrary, reject any and all proposals received in response to this RFP.
Financial Requirement
LPTV’s contract language includes the following summarized terms and conditions which responders should understand when preparing their response.
Upon entering into contract with LPTV, artist will receive $500 of the $7,500 contracted amount with which the artist may use toward the purchase/rental of necessary supplies. The remaining $7,000 will be awarded upon successful completion of project.
Payment is only made after the submission of an authorized invoice.
Parties to any contract entered into as a result of this RFP will be with LPTV.

*When a proposal is submitted, a confirmation email will be sent to the artist. Artists are advised to print and retain a copy of this email as proof of their submission.
After the submission deadline passes, LPTV will open all application materials and review them. Proposals that do not include the mandatory information outlined in this solicitation will be rejected without further consideration.
Formatting written documents and image files
A page means a standard 8.5”x 11” letter size page, printed on one side
Leave at least a 1 inch margin at the top, bottom, and sides of each page
Use 11-point type size or larger
Include the Artist’s name on top of each page
Save as a pdf file
Images: Formatting
File type accepted: Images must be JPG
Dimensions: 1920 pixels on the longest side
File size: JPGs must be under 2MB
Format so the image opens to the proper viewing orientation (vertical or horizontal)
Images: Tips for Submitting
Preview JPGs on a different computer, if possible, to make sure the images are viewable. Images that cannot be opened or are formatted improperly will not be reviewed by the project Selection Committee.
Images are viewed in sequence. Whenever possible, keep detail images in the same sequence as the larger image of the artwork. For example, image I is the full artwork; images 2 and 3 are details of the larger work.
General: This document, including attachments, constitutes a formal Request for Proposals and is a competitive solicitation. Therefore, the respondent shall carefully follow the instructions herein to be considered fully responsive to the RFP. LPTV Selection Committee reserves the right to reject any proposal that is determined to be incomplete or which does not follow the required structure or format. However, when such statements are innocent or inadvertent in the opinion of LPTV Selection Committee, the Committee reserves the right to waive them as informalities.
Addenda to RFP
If appropriate, a change responding to questions or clarifications may be issued by LPTV in the form of an addenda to this RFP. Addenda to the RFP will be posted at lptv.org.
