JOB CONTEXT

This role sits within the Homelessness and Justice Division and plays a key role in supporting

the daily operations of the youth accommodation and support services, the Homelessness

and Justice division consists of 3 conceptual domains:

Intensive Youth Support

Supported Accommodation and Justice

Youth and Family Homelessness Services

Leading the Supported Accommodation and Justice domain, the Senior Manager plays a key

role in providing the strategic leadership of the

portfolios suite of

services, which include;

Foyer Plus

Community Integrated Accommodation Options (Lead Tenant – Out of Home care)

Young Womens Crisis Service

Justice Services

4 Youth refuges

Ensuring the delivery of highest quality services to clients, the Senior Manager provides direct

support and supervision to two Operations Manager positions.
JOB PURPOSE

To provide exceptional leadership that ensures strategic outcomes and quality services to

MCMs

Youth Support and Justice Services.

JOB OBJECTIVES

Ensure the provision of high quality, strategic services to young people who are

experiencing homelessness or are at risk of becoming homeless.

Ensure the provision of high quality, strategic services to people in prison and their

families.

Represent MCM in senior sector leadership positions and forums

Provide leadership, support to the team and regular supervision to Operations

Managers

Develop a yearly workplan for the portfolio that achieves high quality client outcomes

and strategic development of programs and policies

Lead the development and provision of operational policy and program advice on

youth homelessness and justice related issues

Develop and monitor monthly budgets reports and yearly budget build

Work in collaboration with other MCM Managers

Work with, and develop relationships with, external services

Actively engage, report, advocate and partner with service providers and government

departments

Accountability

The position is accountable to Director Homelessness and Justice.

Relationships

This position has relationships with staff from a range of Melbourne City

Mission program areas that include:

Staff from the H& J Division Team

Staff from

MCMs shared services teams (HR, OD, Property, ITC etc)

Senior Management team across MCM

MCM Government Liaison Manager

MCMs fundraising and communications team.

External

Relationships

The Senior Manager will actively liaise and network with a number of

external service providers, organisations and stakeholders within the

community, with the view to providing the most appropriate and effective

services and supports to the people they support. These include but are

not limited to:

Department of Health and Human Services

Corrections Victoria
GEO

KEY SELECTION CRITERIA

Essential:

Tertiary qualifications in social work, youth work, welfare studies or related fields, with a

preference to additional management qualifications

Demonstrated extensive experience in working with people who are at risk of or

experiencing homelessness and/or involved in the justice system

Extensive experience in senior management and leadership roles within the community

services or related fields

Demonstration of comprehensive knowledge, understanding of current issues and trends

in the Youth Homelessness and Justice sectors, as well as Out of Home Care; and the

ability to apply that knowledge to leading a service portfolio

Demonstrated extensive experience and sound understanding of team development and

leading teams to achieve exceptional outcomes

Ability to understand and lead the implementation the policies, procedures and directions

of funding bodies

Excellent communication and problem solving skills encompassing interpersonal verbal,

written and IT skills.

An understanding of current government reform and policy, and demonstrated ability to

participate effectively in sector reforms

Current Victorian Drivers Licence

Current Victorian Working with Children Check

TERMS AND CONDITIONS OF EMPLOYMENT

Salary:

Within Salary Band 5 under

MCMs

remuneration structure

Hours:

76 Hours per fortnight

Undertake on call duties as per roster

Conditions:

Access to salary packaging, arrangements and flexible work/life balance

arrangements

Access to pool vehicles for work related work travel

Tenure:

fixed term 9 month contract

Location:

Based at South Melbourne, with service sites in North Fitzroy, Sunshine,

Footscray, Collingwood, South Melbourne

Appointment to this position is subject to the satisfactory completion of a Police check

and current working with childrens check
