Scope of Position
Lead the Oxfam Australia Technical Infrastructure team in providing a robust, secure and cost-effective technical infrastructure platform that supports the activities of Oxfam Australia staff and volunteers wherever they may be working. The role is responsible for the strategic planning, procurement, delivery and operation of all computer, network and telephony infrastructure and systems. The role includes the management of a first level service desk function responsible for managing user computer related issues to resolution.
1.
Key Responsibilities
1.1
Lead a team of systems and network administrators in the provision of Oxfam
Australias technical infrastructure platform.
1.2
Engage with the business to develop and maintain a technical infrastructure strategy
that continually evolves and enhances Oxfam Australias systems capability.
1.3
Engage with the business to develop partnership models that enable Program to
leverage technology within their program development practices internally, with
partners and beneficiaries.
1.4
Execute technical infrastructure projects utilising own staff and/or third parties to
deliver this strategy.
1.5
Manage the operation of all Oxfam Australia technical infrastructure (server,
network, client, peripheral, telephony) with a focus on system uptime and
performance.
1.6
Put in place infrastructure replacement cycles that ensure the organisation does not
allow ageing equipment to impact operational effectiveness.
1.7
Manage and maintain system backup and recovery procedures.
1.8
Design and implement a robust disaster recovery (DR) environment and supporting
procedures. Run periodic tests to ensure the effectiveness of the DR plan.
1.9
Ensure appropriate security systems and procedures are in place to meet Oxfam
Australias compliance obligations

1.10 Manage Oxfam Australias communications technology (voice, mobile, video).
1.11 Put in place appropriate technical support agreements for each Oxfam Australia site, and liaise with other Oxfams to agree support arrangements for non-Oxfam Australia sites hosting Oxfam, Australia staff.
1.12 Manage service level agreements with Oxfam Country Offices supported by Oxfam Australia.
1.13 Work proactively with the Oxfam Confederation Global IT team to envision, design and build a One Oxfam platform and service, particularly in relation to the support of Oxfam program work in-country.
1.14 Ensure technical infrastructure design and user documentation is regularly maintained and is up to date.
1.15 Manage relationships with key suppliers of technology equipment and services.
2. Budget
2.1 Prepare annual operational and capital budgets relating to expenditure on technical
infrastructure, monitor and manage expenditure against these budgets.
3. Policy
3.1 Responsible for the development, implementation and periodic review of information
systems policies.
4. Human Resources
4.1 Line manage direct reports including recruitment and selection, performance management and staff development.
4.2 Ensure all staff under management demonstrate good human resource practice and comply with agency policies and procedures.
4.3 Implement and monitor equity, diversity, child safe and staff health and wellbeing policies and procedures within areas of delegation.
4.4 Monitor workloads and work environment for self and for staff under management and take reasonable steps to minimise risks to self and others.
5. Knowledge and Experience
5.1 Knowledge and experienceessentialto completing the job duties:
5-7 years technical infrastructure experience, at least 2 years in a senior role.
Demonstrated leadership skills.
Strong understanding of technology architectures, keeping abreast of technology trends and developing strategies for the organisation.
Experience of multi-site operations and support.
Experience managing software licensing and hardware and software maintenance contracts in a small to medium sized enterprise.
Able to display a broad understanding of business operational issues.
Effective time management including the ability to prioritise tasks and issues.
Tertiary qualification in Information Systems or related.

Experience in the not for profit sector.
Experience with virtualisation strategies and external storage architectures.
Experience with cloud architectures and migrating on-premise solutions to the cloud.
Strong understanding of WAN technologies including international connections
and providing connectivity in remote locations.

7. Travel
Some inter-State and overseas travel is required to meet with staff, users and their managers.
