Permanent full time – 35 hours per week / Nine day fortnight

This position is primarily responsible for the provision of an efficient and timely full function payroll service together with playing

a key role in developing and maintaining a payroll administration system that integrates directly with other Council systems. This

position will also play a key role in assisting in the development and implementation of the employee self-service (kiosk) function

scheduled to be rolled out later this year.

Using your extensive experience in payroll processing and administration you will be responsible for ensuring fortnightly payrolls

are completed accurately and on time and that all taxation and superannuation obligations are complied with. You will use your

knowledge to implement best-practice procedures and streamline processes for efficiency.

Excellent customer service and communication skills when responding to payroll related enquiries from staff and external

customers is essential Your strong attention to detail and superior time management skills will help you to achieve the

objectives of the position.

1. Objectives of Position

1.1.

To provide an efficient and timely full function payroll service to the organisation

1.2.

To assist with the maintenance and development of general payroll related information

1.3.

To provide individual payroll related advice and support to employees as required.

2. Key Accountabilities

2.1. Technical/Operational

2.1.1. Complete Council payroll (fortnightly) accurately and on-time as aligned with deadlines to ensure that

staff are paid on time, each time.

2.1.2. Responsible for processing and reconciling payroll (fortnightly) for all Canada Bay employees.

2.1.3. Ensure employee salaries are paid in accordance with the provisions of the Local Government (State)

Awards (as they apply and are relevant), Council

s Human Resources Policies and ATO legislation.

2.1.4. Provide advice on best practice payroll principles and processes through continual assessment,

analysis and process improvements.

2.1.5. Responsible for the management and reconciliation of all Salary Sacrifice arrangements that apply to

payroll.

2.1.6. Provide finance with all the reports and relevant superannuation information to enable the processing

and payments of all Superannuation contributions in accordance with the superannuation requires

stipulated by the award and in line with all ATO requirements.

2.1.7. Provide a payroll service, support and information as required between City of Canada Bay and various

government departments, including but not limited to software providers, Centerlink, Child Support

Agencies, Courts (State & Federal) etc.

2.1.8. Assist with the development and maintenance of a comprehensive payroll administration system that

supports the provision of a fully integrated Human Resource Management Information System.

2.1.9. Provide reports to managers on payroll data and information as required by the business.

2.1.10. Ensure all payroll related data, forms and documentation is filed into confidential employee files and

relevant financial files as required by providing all documents and reports to HR and Finance at the

completion of each payroll.

2.2. Payroll Administration

2.2.1. Provide system administration for the payroll/HRIS system by managing and creating user access as

approved by your manager.

2.2.2. Work with software providers and IT (as required) to resolve any payroll software systems issues as

they arise.

2.2.3. Working with HR, maintain accurate updated employee details in the payroll system.

2.2.4. Provide accurate and updated advice to and award interpretation to all staff as required.

2.2.5. Respond to enquiries from individual employees in a timely manner on payment, leave entitlements,

superannuation and other employee entitlements ensuring accurate and timely information

2.2.6. Process leave applications, higher grade requests in accordance with policy

2.2.7. Keep abreast of all changes and payroll issues including superannuation, ATO and all payroll matters in

terms of legislation and compliance.

2.2.8. Investigate and research historical data if required to resolve disputes relating to pay.

2.2.9. Train staff as required in payroll procedures including but not limited to timesheets, forms and

documentation associated with payroll.

2.2.10. Mentor and train relieve staff in processing payroll procedures.

2.2.11. Ensure all payroll documents are provided to HR for filing.

2.3. Management & Leadership

2.3.1. Manage the delivery of payroll time sheets.

2.3.2. Suggest and implement improvements as required to payroll time sheets, processes and procedures.

2.3.3. Take the lead on the implementation of future payroll systems and the development of payroll reports

as required by the business.

2.3.4. Supervise the activities of any employees placed in the payroll office reporting into the role of Payroll

Coordinator.

2.3.5. Plan and schedule work activities and deadlines to ensure balancing competing priorities, to enable

meeting established target dates for the completion of projects and activities.

2.4. Communication, Consultation & Engagement

2.4.1. Advise and guide management on the application of payroll practices, principals and processes in a

manner that supports continuous learning.

2.4.2. Consult with all stakeholders internal & external on the introduction and implementation of improvement

strategies in managing the overall payroll function.

2.4.3. Liaise with management and unions (if/as required) to assist with the resolution of payroll related issues

that may have a wide ranging impact on the organization.

2.5. General

2.5.1. To comply with the operational responsibilities unique to the position as outlined in the attached

schedule.

2.5.2. Collaborate and communicate with the HR & Finance team members to create an enthusiastic and

motivated atmosphere where staff work with a sense of urgency.

2.5.3. Support management in the process of workplace reform, service competitiveness and the achievement

of objectives by proactively working to improve operational efficiency.

2.5.4. Carry out additional tasks within your skill set as assigned by the HR Coordinator.

Comprehensive knowledge of local government awards, ATO and other relevant payroll related legislations

and Acts.

Extensive end-to-end payroll processing experience

4.3.

Experience with systems including Microsoft applications, HRIS and other payroll and HR software systems

Experience in the review and development of policies and procedures

4.5.

High level of attention to detail and accuracy

Excellent time management skills, ability to plan & schedule to meet deadlines
