Opening Statement
The Nova Scotia Health Authority (NSHA) provides sustainable safe and high quality health care which is
accessible, people-centered, promotes health and wellness and optimizes the health of all Nova
Scotians. This is accomplished across four geographic management zones which are responsible for the
operation of acute care health centres and the provision of a variety of inpatient, outpatient and
community based programs and services including mental health and addictions, primary health, public
health and continuing care.
Veterans’ Services, funded by Veterans Affairs Canada, (VAC) provides continuing care services to 175
Veterans living at Camp Hill Veterans’ Memorial Building. VAC exists to repay the nation’s debt of
gratitude toward those Veterans who have courageously contributed to our growth as a nation.
Therefore, the standard of care provided for the residents must reflect the spirit of the VAC mission to
provide exemplary, client-centered services that respond to the needs of Veterans and their families in
recognition of their services to Canada.
The Director, Veterans’ Services provides leadership and operational management for Veterans’
Services, as mutually agreed by Veterans Affairs Canada and NSHA Central Zone in 2002. The goal is to
ensure the provision of client-focused services based on best practices that respond to the needs of the
Veterans and their families. The Director promotes and fosters an environment and culture that supports
Veterans directed service and care delivery. This includes the development and maintenance of key
partnerships with Veterans Affairs, the military community, Legions, volunteers, the QEII Foundation and
other service organizations to ensure the culture and ongoing philosophy of care and service delivery for
the Veterans as well as the legacy of Camp Hill is supported
Responsibilities
Leads the development and implementation of a Veterans Service strategic plan including vision and
mission, based on the mandate of Veterans Affairs Canada (VAC), to guide the philosophy of care of
Veterans, and which complements the vision, mission, and values of the NSHA.
*Provides leadership for continuous quality improvement initiatives in programs and operations that will
enhance the care and well being of Veterans and their families by introducing innovative programs and
technologies, building relationships and advocating on behalf of Veterans and their families.
*Provides visible and accessible leadership to promote transformational change to achieve program
goals and objectives while fostering a culture of accountability, responsibility and continuous learning
amongst the Leadership team and staff as well as ensuring compliance with national, provincial and
.
institutional regulations, policies and directives.
*Leads, develops and enhances communication amongst staff, Veterans, patients, physicians,
interdisciplinary teams, volunteers, institutional partners, and the community at large by providing
ongoing leadership and working with Communication/PR Consultants, media, Veterans Affairs Canada
and Department of Health and Wellness.
*Responsible for developing and managing annual operating and capital budgets including projections
and recommendations for remedial/mitigation actions in consultation with the Financial Services
department.
*Leads and supports the development, monitoring and evaluation of Veterans Services, Veteran records,
data management, staffing, recruitment and retention, orientation and clinical programs in collaboration
with physician co-lead.
*Participates in commemorative events, including fundraising and volunteer programs and serve as
organizer and mistress/master of ceremonies as appropriate.
Qualifications
*Bachelor Degree in a Health Related Discipline
*Master’s degree in health administration, business administration, or other health discipline required
*Minimum 5-7 years of relevant senior leadership experience with progressive accountabilities for
financial, strategic and people management
*CHE Designation an asset
*Eligible for registration in a health care discipline in Nova Scotia
*Experience working in long term care or multi-disciplined healthcare/residential environment
*Appreciation of the contributions that Veterans have made to Canadian society and committed to
recognizing and celebrating those contributions.
*Demonstrated skills in leadership, decision making negotiating, communication, conceptualization and
evaluation
*Specific experience with strategic and operational planning and implementation and related
management functions
*Experienced in management/leadership activities involving organizational change, strategic planning,
human resource administration, and financial planning.
*Ability to speak to large crowds of people during events and functions
*Team Building and conflict management skills
*Demonstrated ability to be an effective change agent using interpersonal, communication and team
building skills.
*Competencies in other languages an asset; French preferred
