About Department of Immigration and Border Protection

Overview of the branch and section

The Australian Border Force (ABF) College and Learning and Development Branch are working together to source highly qualified and skilled learning professionals. Applicants will be assessed for suitability against the vacant APS 5 positions in both of these branches.

The Learning and Development Branch is seeking APS5 positions to be based in Canberra, and the ABF College is seeking roles across Australia. Applicants are encouraged to specify preferred working locations where applicable.

About the ABF College

The ABF College is a visible symbol of the one Department of Immigration and Border Protection organisation; delivering on a single mission with a single culture supported by a single learning model. The ABF College partners with the Learning and Development Branch to deliver an enterprise-wide standardised approach to learning. The College maintains linkages with professional standards, industry bodies and related agencies that have expertise in training delivery for specified areas. All staff will attend the College at some point in their career, including for induction and leadership training. Training delivery modernisation is an important focus for the ABF College, with an emphasis on flexible and innovative learning approaches for a remote and dispersed workforce.

The ABF College is responsible for a range of learning programmes and functions, including:

Border Force Officer Recruit training

Operational safety programmes

Vocational capability training across the range of ABF operations

About the Learning and Development Branch

The Learning and Development Branch is responsible for delivering an enterprise-wide highly professional learning and development continuum that effectively and efficiently meets the needs of the Department, including the ABF. The Learning and Development Branch supports the Department’s workforce by setting the learning and development strategic direction, developing policy and standards, designing curricula and facilitating delivery of high quality learning.

The Learning and Development Branch conducts the analysis, design, development, delivery and evaluation of enterprise-wide, APS core skills and vocational education and training, including the graduate, induction and leadership programmes. The Branch is also responsible for the learning management system, eLearning design and development and manages the departmental Library.

Position Overview

The advertised positions of Senior Border Force Officers, Learning Officers and Trainers are responsible for supporting a team to partner with business units to diagnose capability requirements and learning needs, identify appropriate training-based solutions, and develop learning frameworks to facilitate achievement of the business unit’s goals and to build capabilities in the vocational streams. The role is responsible for selecting and using appropriate training delivery method and facilitation skills to deliver structured training programs. They undertake work that is complex in nature and work under limited direction with the opportunity for reasonable autonomy and accountability.

Specific Duties/Responsibilities

Roles within the ABF College and the Learning and Development Branch include responsibilities to:

Participate in a small team responsible for the development of learning solutions created through a systematic learning model (e.g. analysis, design, development, implementation and evaluation – ADDIE) to support the development of capabilities within a business unit.

Contribute to the creation of learning solutions, prioritised and planned to deliver quality outcomes that align to the Department’s priorities.

Contribute to team project plans for recommendations made to business units.

Assist in identifying and utilising effective and appropriate training methods and procedures to meet specific learning needs, recommending and coordinating updates for continuous improvement of course content and program delivery.

Implement and evaluate learning and development solutions with support from subject-matter experts, business units and external providers.

Assist in the development of learning products and periodic progress reporting on issues, operations, budget, and quality as required.

Analyse and improve existing learning and development frameworks and products, demonstrating innovation and strategic thinking while maintaining a cost-conscious and practical approach to using time and resources.

Support effective and collaborative partnerships with key stakeholders, including business units, HR functions and external training providers.

Coordinate with business areas and external training vendors to schedule training/educational sessions.

Partner with business units and Learning and Development functions to ensure consistency of training policies and procedures.

Ongoing maintenance and development of own and team capability.

Maintain currency and communicate advances in learning and development approaches/strategies to the team and across the Branch.

Engage in performance and coaching to build learning capability.

Qualifications / Experience

Mandatory

Certificate IV in Training and Assessment (completed, or willingness to undertake)

Desirable

Diploma (or higher) in vocational education, instructional design, organisational development, educational psychology, human resources, or a related field

Minimum three years of experience in human resources management, training development and delivery, instructional design or related field
