Skills Required: Due diligence study of wind projects, basic design review,
vendor drawing review and site construction monitoring
Both design office and site acquaintance of wind energy projects with
experience to prepare / review design documents / drawings /
calculations Role/ The work to be carried out under this
stage will include the following items although the exact
review, inspection and monitoring requirement will be discussed during the
project kick-off meeting between Owner, EPCM and the contractor
Contractor Performance Construction monitoring services: Ensure that
construction is in accordance with specifications and approved
drawings, based on good engineering practice and approved codes and standards
and is in accordance with the project schedule Review,
inspect and monitor, comment and confirm construction progress in conformance
with final design Verifying that the contractor achieves
technical quality Review, inspect and monitor of Contractor’s quality
assurance program and health safety and industrial relations
for compliance with industry standards Review, inspect and monitor quality
assurance (QA) procedures of the major suppliers/contractors.
Make sure that contractor doesn’t use any substandard equipment in the site.
All equipment and services to comply with the technical
documents as provided by the contractor. Wind farm technical overview Review,
and comment on the Contractor’s reports.

Review
change orders and give comment and direction where necessary. Review and
provide comment where necessary on site quality assurance
plans. Review, documents provided to verify mechanical completion,
commissioning, completion of WTG’s and facility completion and
documents supplied for issuing monthly progress reports. This includes
carrying out joint inspection with the contractor, to verify
each completion certificate and produce a list of defects to the contractor.

Issuing the Certificate of Mechanical Completion/
Completion / Facility Completion as a witness on behalf of the Owner, if
requested to do so. Review, inspect and monitor individual
WTG’s performance tests, reports and whole of wind farm tests. Review,
inspect and monitor final WTG’s and facility site certificates
Attend project progress meetings. Inspection during project implementation
phases Inspection of WTG’s, blades, towers, and major
electrical components (Factory Inspection / On-site Inspection) Visual
inspection/other quality check upon arrival at site for quality
checks Advise Owner that the delivery note is in accordance with the goods
delivered if requested by them.

Review, inspect
and monitor the quality management system of the Contractor in view of
logistic standards and practices and storage maintenance for
equipment Review the installation procedures and QA documentation Visit the
site as required, to inspect the installation of the electrical
equipment. Equipment and installation inspections will be verified for
compliance to the design documentation, contractual requirements
and applicable standards Witness the Contractor’s pre-commissioning tests
for compliance with the contractor’s ITP’s, good electricity
industry practice, and applicable safety manuals Review of the test reports of
extra high voltage (EHV) electrical equipment where
applicable Grid connection performance of the WTG along with pre-commissioning
and post commissioning checks Review the factory test
certificates of EHV electrical
