Kenya Civil Aviation Authority (KCAA) is responsible for providing regulatory oversight, air navigation services and aviation training in Kenya.

The Authority is seeking to recruit a qualified Kenyan citizen to fill the following vacant position in its establishment:

Manager - Human Capital and Administration

Ref: KCAA/MHC&A/2016

The Manager Personnel Licensing will be responsible to Director Corporate Services to ensure that the right people are sourced, placed, rewarded, developed and retained so that the desired human capabilities to meet the Corporate Strategic Goals are achieved.

This is a permanent and pensionable position in KCAA establishment.

Responsibilities

Identify and implement HR strategies in line with the KCAA’S Strategic plan

Create and monitor a Human Resource Development Plan to ensure high calibre human capabilities now and in the future to deliver on business strategies of the Authority

Implement and continuously review the KCAA’s human capital management policies and practices.

Implement appropriate staff assessment and evaluation practices, including performance appraisals, for recruitment and developmental processes

Propose innovative remuneration and reward systems that drive appropriate employee behaviors and culture change

Provide guidance, supervision and coordination of KCAA’s man-power planning

Measure Human Resource performance and link HR metrics to business performance.

Ensure key Human Resource targets in terms of productivity, performance appraisal, employee satisfaction, occupational health and safety are met.

Advise Business Unit Heads and staff on the implementation and interpretation of Human Resource policies and regulations

Coach and develop subordinates to improve performance, knowledge and skills.

Develop, Manage and control the department’s expenditure within agreed budget thresholds

Implement the Authority’s disciplinary Procedure guidelines

Oversee the Authority’s Change Management process

Handle all union matters including the CBA negotiations

Performs any other duty assigned by the Director Corporate Services or KCAA management.

Qualifications

Masters Degree in either Human Resource Management; Business Administration; Organizational Development and Management, or Labour Management from a recognized university;

Bachelors Degree in Social Sciences

Higher Diploma in Human Resource Management or related professional qualification;

Certificate in Performance and quality control will be an added advantage

Experience & Membership

At least 5 years in a senior Human Resource management role in a comparable organization

Must be a member of Institute of Human Resource Management

Knowledge and skills

Knowledge of HR information Management Systems

Knowledge of Labour Laws

Change management and negotiation skills

Written and verbal Communication

Proficiency in office suite and desktop publishing tools

Proven experience in management and people skills

Manager - Personnel Licensing

Ref: KCAA/MPEL/2016

The Manager Personnel Licensing will be responsible to Director Aviation Safety Security Regulation to plan and direct all aviation licensing activities and operations.

This is a permanent and pensionable position in KCAA establishment

Scope of work / duties / responsibilities

Prepare and implement the department’s operational plan and budget to achieve targets in line with the KCAA’s strategic plan.

Develop and propose policies, standards, regulations and legislation to ensure that the regulatory framework of the KCAA is aligned and compliant with ICAO annexes as well as other regional and international conventions of which Kenya is a member State.

Approve aviation personnel certificates and licences as appropriate;

Register and deregister aircraft.

Develop, maintains and directs the management of aviation examinations including medical examinations for personnel licensing purposes.

Approve inspection guidance material, manuals and procedures for aviation personnel.

Advice and guides management and the Industry on the interpretation and application of aviation safety standards and regulations.

Provide job descriptions and assigns duties to all staff in the department.

Conduct regular performance reviews of staff in the department to determine training and development needs and ensure the highest standards of performance and conduct are being adhered to.

Work closely with Internal Audit and Quality Management department to ensure good governance and practices in the department and effective implementation of inspection, surveillance and licensing processes.

Work closely with human resources department to plan man-power requirements in the department.

Review and approve reports and recommendations / rejections for certifications and licenses.

Coordinate and liaise with other departments as may be necessary.

Prepare and recommend approvals for examiners.

Implement State Safety Programme requirements.

Identify the licensing/certification requirements and implements appropriate strategies to ensure the technical standards and competence levels are maintained in the delivery of licenses.

Enforce the relevant Civil Aviation Regulations and recommends appropriate actions.

Perform other duties as may be assigned by the Director, ASSR

Qualifications

A Bachelor of Science Degree or equivalent from a recognized university;

A relevant Master’s Degree in a related field from a recognized university.

Commercial Pilots License (CPL) will be an added advantage;

At least five (5) years’ experience at senior level in the aviation Industry;

Training in Management or Leadership would be an added advantage;

Government Flight Operations Inspectors training/ Safety Oversight Managers Course is an added advantage;

Demonstrable people management abilities will be an added advantage

Manager - Flight Operations

Ref: KCAA/MFOpps/2016

The Manager Flight Operations will be responsible to Director Aviation Safety Security Regulation to Plan and direct activities of Flight Operations to achieve a coordinated approach to policy formulation, inspections and surveillance duties.

This is a permanent and pensionable position in KCAA establishment

Scope of work / duties / responsibilities

Prepares and implements the department’s operational plan and budget to achieve targets in line with the KCAA’s strategic plan.

Develops and proposes policies, standards, regulations and legislation to ensure that the regulatory framework of the KCAA is aligned and compliant with ICAO annexes and recommended practices, as well as other regional and international conventions of which Kenya is a member State

Approval of aviation certificates as appropriate.

Works with the legal services to propose / draft appropriate legislations and regulations relevant.

Works closely with Internal Audit and Quality Management department to ensure good governance and practices in the department and effective implementation of inspection, surveillance and licensing processes.

Works closely with human resources department to plan man-power requirements in the department.

Reviews and approves inspection guidance material, manuals and procedures.

Advises and guides management and the Industry on the interpretation and application of aviation safety standards and regulations.

Provides job descriptions and assigns duties to all staff in the department.

Conducts regular performance reviews of staff in the department to determine training and development needs and ensure the highest standards of performance and conduct are being adhered to.

Works closely with other departments as may be necessary

Coordinates as necessary with the SSP Coordinator and implements State Safety Programme pertaining to ANS and aerodromes

Coordinates and liaises with other departments as may be necessary.

Performs any other duties as may be assigned by Director Aviation Safety and Security Regulation.

Academic and Professional Qualifications

A relevant Bachelor Degree from a recognized university;

A relevant Master’s Degree in a related field from a recognized university;

Commercial Pilot’s License (CPL), Air Traffic Controllers License or an Aircraft Maintenance Engineers License (AMEL);

Advanced training in personnel licensing and Safety Oversight Managers course would be an added advantage;

Training in Management or Leadership is an added advantage;

Five years (5) experience at a senior level in the aviation industry;

Director - Aviation Safety Security Standards and Regulations

Ref: KCAA/DSSR/2016

The Director Aviation Safety Security & Regulations will be responsible to Director General to plan and control the operations of Aviation Safety, Security, Standards and Regulations in accordance with the law and policy guidelines governing such services.

The position will be on a 3 (three) year employment contract renewable based on performance.

Experience

At least 10 years relevant work experience

At least 8 years’ experience in a senior aviation managerial position.

Knowledge and Skills

The right candidate must possess the following knowledge and skills:

Knowledge of ICAO Standards and Recommended Practices (SARPs)

Knowledge of Kenya Civil Aviation Act, 2013 and all its Kenya Civil Aviation Regulations (KCARs)

Demonstrate high standards of professional competence and administrative ability for direction, management and control of Aviation Safety & Security Standards and Regulations as a regulator or air operator.

Proven leadership qualities, integrity, transparency and accountability

A broad Air transport background of 15 years or more.

Academic and Professional Qualifications

A relevant Bachelor Degree from a recognized university

A Master’s degree from a recognized university or its equivalent.

Air Transport Pilot License (ATPL) with ratings for large commercial aircraft types in-group 1 and with not less than 5000 hours flying experience.

Aircraft Maintenance Engineers License in category “A” and “C, “X” and “R” ratings in large commercial aircraft and with not less than 10 years’ experience.

Advanced professional qualification in Flight Safety or Airworthiness including aircraft type rating courses is an added advantage

A Flight Safety or Airworthiness Auditor for ICAO or other recognized authority qualification is an added advantage.

QMS or SMS Course from a recognized authority will be an added advantage.
