Position Title: Project Leader
Location: Houston, Texas
Position Description
KBR is seeking a Project Leader that under general supervision manages and is accountable for the overall function of the scope of work.... Functional job responsibilities will include but are not limited to:
Meet with client project managers for initial job walks to establish existing conditions, client needs & scope of work
Prepare detailed project scope of work to include drawings, renderings, preliminary approximations of types of materials to be used and quantity take-offs
Review the proposal scope of work, specifications, and drawings with client to ensure they clearly define the project requirements and client expectations
Prepare detailed R.S. Means Line Item estimates and proposals based on technical specifications, scope of work and drawings or sketches; to include detailed quantity take-offs for each job order and enter line items into Win Estimator software utilizing the R.S. Means Unit Price Book line items
Submit proposal package/R.S. Means estimate & conduct negotiation with client project manager
Establish and maintain project start, progress, and completion schedules
Develop the project work packages for each definable feature of work and coordinate with procurement for solicitation of detailed proposals from pre-approved subcontractors for each work package
Coordinate with procurement for subcontractor buyout; to include arranging and attending site visits with subcontractors
Prepare & submit project submittals
Attend pre-construction, progress and other project meetings; and provide minutes
Manage the delivery order execution in accordance with contract requirements and project management procedures
Perform required coordination with project architects and engineers
Responsible for execution of work in the field, direct and manage subcontractors
Respond in a timely manner to all contract agreements, instructions, and inquiries from authorized owner personnel
Enforces Risk Management practices at all necessary levels
Enforce Quality Control Plan and Site Safety, Health and Environmental
Report progress to Project General Manager
Attend weekly client meetings to ensure timeliness, open communications and quality of delivery order work
Manage project close-out; to include obtaining required documentation, pre-final inspections and As-Built drawings

Qualifications:
REQUIREMENTS:
Expertise in producing detailed fixed price estimates and has the ability to use R.S. Means Line Item Price book/ R.S. Means or similar unit price book utilizing estimating software to produce detailed line item estimates is a must
B.S. degree in Construction Management, Civil, Structural Engineering or Architecture, or related field a plus
Minimum of 7-10 years’ experience in the construction industry
Minimum three years in supervisory position in the construction industry as a PM
Extensive experience in Estimating
Substantial knowledge of civil, architectural, mechanical, electrical disciplines & Design Build and Construction Management
Extensive experience in the management and coordination of multiple projects at multiple sites
Experience in project planning and scheduling, project estimating.
Experience with Job Order Contract (JOC), IDIQ, and SABER is preferred
Expertise with MS Word, MS Excel, MS Project scheduling software, Visio, AutoCAD; proficient in Project Management software is preferred
Knowledge of Gordian Group and Winest software a plus
Thorough knowledge of construction means and methods
Excellent understanding of the principles, methods, and techniques of Engineering
Excellent negotiating skills
Excellent oral and written communication skills
Excellent time management and organizational skills
Ability to work well in a team environment
OSHA 10 certification a plus
