ESMCP is an opportunity for appropriately qualified and experienced individuals to contribute to the development and delivery of national infrastructure critical to the UK’s 3 Emergency Services. This will be an exciting challenge demanding a wide range of skills associated with complex programme management, ICT testing, trials and assurance.

The role is based in Victoria, London and is responsible for the provision of commercial and contract support as part of the KBR Delivery Partner role within an integrated Client / KBR team, and will be of interest to someone already in this type of role or someone looking to take the next step in their career.

Task:

Support the Project Lead – EAS &/or Project Manager in the management of the main suite of NEC ADB contracts, tracking of KPI's and general commercial management and contract administration.

Create, Develop and Maintain a fit for purpose WBS & CBS structure to allow capture of the programme in its entirety, however allowing for the flexibility to see individual sites and component performance

Support with the development of strategy and process for contract management and administration of NEC contracts and frameworks including process and procedure development

Performance management of key suppliers to the programme, ensuring adequate governance, KPI's and reporting is in place and monitored, striving towards a value for money approach within the supply chain

Lead, maintain and develop contract management systems to ensure compliance with the NEC. Ensure a structured approach is in place to enable adequate contract management and administration

Provide post award commercial and contractual advice and support around contract pricing, change control, variations and compensation events, whilst providing contractual assurance to the payment process

Agreement of Lump Sum Priced Contracts, applying detailed knowledge and application of the construction process, whilst driving the framework and call off conditions of contract pricing

Review and agree Compensation Events (CE) quotations with Contract Partners or advise the Project Manager in making an assessment

Management of contractors to ensure key programme dates/milestones and contractual obligations are adhered to and achieved

Management of tracker documents relating to CE’s, Payments, Contract Status etc

Negotiating and agreeing final accounts

Managing and supporting the work of contract administrators and junior members of the team

Qualifications:

Ability to manage under time and resource pressures, ensuring project requirements are met/exceeded.

Experience in managing a commercial team in oversi

ght and control of multiple value

contracts.

Demonstrate a thorough understanding of NEC contract terms and management, including the management of EWNs, Compensation Events and other contractual processes.

Ability to agree Lump sum activity based prices, clearly demonstrating the thorough knowledge of the construction delivery process

Commercial acumen. Good negotiation skills. Strong verbal and written communication skills.

Construction or infrastructure background in at least one of the following sectors: communications, water, power, gas, rail, light rail/trams, highways.

At least 8 years’ experience in the commercial management of multiple multi-discipline engineering design and construction projects (>£20m Capital Expenditure).

Relevant Undergraduate Degree e.g. Engineering discipline, Quantity Surveying, Project Management.

Desirable Qualifications/ Skills/ Experience:

Understanding and some relevant experience of working in the Technology or Communications arena

Experience of working with ADB Contracts and/or mobile communications operators

Relevant Professional Qualification, preferably MRICS.
