Duties

To establish and sustain strong business relations with the Government, Media and the general public aimed at promoting TTCL corporate image.

Provide inputs to TTCL’s corporate planning processes and develop sectional objectives and functional plans that support the achievement of TTCL’s corporate objectives.
Accountable for the development of employees and ensuring the section has adequate performance capabilities in terms of skills, competencies and resources necessary to accomplish sectional objectives
Accountable for performance management of employees including setting objectives, regular feedback on performance and coaching and mentoring to improve performance and maximize employee job satisfaction.
Accountable for developing section budget and monitor and control sectional expenditure and costs to meet the budget and maximize the effective use of TTCL’s financial resources.
Implements and exercises delegated authority and any other instructions and directives as may be issued by the management from time to time.

Qualifications
University Degree in Mass Communication/Public Relations or equivalent qualifications from recognized institutions. Postgraduate qualifications will be an added advantage.
Five (5) years experience in public relations or a similar field preferably in a commercial organization.
Strong interpersonal, communication, and presentation skills.
High degree of integrity and ethical value.
Good understanding of business issues and their linkage to public
Computer literacy with good knowledge in basic software applications.

Duties

1. To ensure that all fraudulent acts and sabotage incidences in the Company once identified are addressed promptly and effectively;

3. To plan, organize and manage fraud and investigation unit’s resources and facilities to ensure prompt responses to fraudulent acts and sabotages within the Company;

8. To design, organize and coordinate Fraud awareness campaign and training;
9. To coordinate the relevant stake holders in combating fraudulent and sabotage acts in the company;
10. To provide progress and status reports of Court cases on fraudulent and sabotage acts including those within Police custody and advise the effective steps to be taken on a timely manner;
11. To provide advice on facilitation allowances to the whistle blowers whose information leads to the arrest of the fraudsters and effective investigation;
12. To carry out extensive researches and surveys that will identify changes in fraud pattern for operating business environment and advice or address them appropriately;

13. To maintain appropriate relationship with law-enforcement Agencies;

14. To provide leadership to the investigation team and ensure effective teamwork

Qualifications
• A Degree in Law or other related field in investigation with extensive experience in the area of fraud management;
• Must have at least five years experience in fraud and investigation activities or similar field and be recognized as an expert;
• Have a basic understanding of fraud and be aware of the red flags;
• Sound knowledge and understanding of company policies, processes and procedures operating in the company certainly fraud policy, code of conduct, and whistleblower policy, as well as other operational policies and procedures;

4. To provide TTCL’s backbone capacity planning office with the demand forecast and market intelligence inputs to be used for planning future enhancements to the National ICT Backbone facilities
5. To prepare and compile periodic sales reports, customer records and information, capacity utilization, service agreements, accounts management, revenue performance and ensure they are kept under safe custody and confidential
6. To carefully manage billing of National ICT Backbone services by ensuring that bills are settled as per respective service agreements and the revenue is recorded in the National ICT Backbone books of accounts.
7. To establish and implement clear and effective interfaces with the technical office at the HQ, and back office service provisioning teams across the company with the view to ensure service orders from other operators are promptly attended to.
8. To ensure that TTCL teams dealing with the National ICT commercial operations comply with National ICT Backbone quality management standards including adherence to laid down processes, procedures and proper documentation of all transactions and records keeping.
9. To advise the National ICT Operations Manager on the commercial performance capabilities and capacity building initiatives required within the department to be able to meet current and anticipated human resources requirements.
10. To prepare periodic sales and revenue performance reports highlighting areas with critical challenges and submit recommendations for correction and or improvement going forward to the National ICT Operations Manager.
11. To monitor and control costs and expenses and ensure efficient usage, management and security of the company or National ICT resources under your custody
12. To take proactive steps to constantly monitor, detect and eliminate internal and or external fraud as it relates to the commercial operations of National ICT Backbone.

1. To maintain complete and time records of the company s revenue from different source billing system, IN platform, international services revenue , interconnect revenue, and from any source and miscellaneous revenue on the monthly basis.
2. To carry out monthly reconciliation between the prime records and respective accounts receivable balances in the general ledger, and ensure that all reconciling items are adjust appropriately.
3. To liaise with commercial group to ensure that customer account balances are accurate, complete and timely reconciled and communicated to respective customer on the a monthly basis.
4. To carry out an age analysis of accounts receivables invoices and properly communicate to respective operational manager {commercial}of all that debts doubtful of recovery. In addition, ensure adequacy of provisions for bad and doubtful debts for accounting and reporting purposes.
5. To ensure timely processing of finance generated invoices.
6. To ensure interconnect reconciliations are complete timely and signed off by both TTCL commercial authorized officer /finance {as appropriate} and respective mobile /international administrator.
7. To liaise with Treasure Manager prompt payment of amount due to international administrator and mobile operators to avoid service disruptions.
8. To ensure proper and accirate disclosure of revenue and accounts receivable in the financial statement as required by International Financial Reporting Standards {IFRS}.
9. To ensure effective achievement of staff management on pre-agreed objectives.
10. To promote and adhere to the principal of teamwork by participating, sharing responsibility, entangling in open communication, providing mutual support and cooperation with other TTCL staffs.

Duties

1. To ensure that all daily cash reports (Control Forms No.1, 2,3,4) are received from the regions and posted into the General Ledger by the Regional Financial Controllers in time.
2. To manage the regional finances and advice the Assistant Regional Manager Support on all matters relating to regions financial issues.
3. To maintain register (check list) for all daily cash reports, cash accounting, bank reconciliation statements and any other reports required for preparation of management or statutory accounts. Advice the Assistant Regional Manager Support for corrective measures where there are notable delays.
4. To receive and maintain accurate and up-to-date regional bank reconciliation statements and Bank certificates balances. Liase with Assistant Regional Manager Support to clear all long outstanding items in the bank reconciliation statements. Also, ensure that these reports are submitted to the headquarters within seven (7) working days following the period end.
5. To manage cash on hand and petty cash floats granted to Regional Managers and ensure that cash count certificates duly approved by the Assistant Regional Manager Support are done on monthly basis.
6. To undertake daily reconciliation of cash receipts from the billing system against the General Ledger in collaboration with the Revenue Accountant.
7. To coordinate with all stake holders to ensure that the monthly Trial Balance is prepared in time.
8. To collect, check and summarize all reports required for statutory accounts and external auditing purposes from Assistant Regional Manager Support. These reports include bank certificates; cash count certificates, phone cards report, remittance report, annual stocktaking report, physical verification of fixed assets, accrued expenses, confirmations etc.
9. To write up monthly reconciliation statement for all regional balance sheet account codes.
10. To provide training to the immediate subordinate to take over responsibility during his/her absence
11. To perform any other duties as directed by the Finance Manager

Qualifications
• A Degree /Advanced Diploma qualification in commerce or Business Administration majoring in Accounting or Finance.
• Certified Public Accountant (CPA-T) or its equivalent, and registered with NBAA.
• Minimum 3 years experience in Finance at a senior Level in large organization.
• Excellent interpersonal and communication skills, along with ability to develop and sustain effective teamwork
• Computer knowledge in Microsoft Applications and Sun Systems Accounting Software package.

Duties
1. To ensure Company’s tax structure is effectively managed and accounted for as per statutory compliance, and all taxes are paid on due dates
2. To liaise with the Legal Counsel, TRA and tax consultants to address all tax issues including tax disputes, appeals, advices, reporting and changes on tax legislation to ensure overall compliance.
3. To Compute tax liabilities accurately, pay taxes through banking systems and file returns to Tanzania Revenue Authority (TRA) on due dates by liaising with the responsible officer.
4. To maintain good working relations with the staff of TRA to ensure that any discrepancies or misunderstandings are minimized to the benefit of the company.
5. To maintain subsidiary records of tax categories and return in order to ensure are fully reconciled on monthly basis against the general ledger.
6. To ensure all tax discrepancies and or misunderstandings are investigated and cleared timely
7. To monitor and report on the activities and overall performance of the section and ensure compliance with financial procedures or policies.
8. To train subordinate staff in his/her section.
9. To supervise subordinate staff in accordance with the company’s rules and regulations.
10. To ensure that the tax liability is accurately and timely reported in the general ledger.
11. To perform any other duty related with finance and accounting as may be assigned by Finance Manager.

Qualification
• A Degree /Advanced Diploma qualification in commerce or Business Administration (Accounting or Finance).
• A holder of CPA (T) or equivalent recognized professional qualifications.
• Registered with NBAA as certified public Accountant.
• Registered with TRA as Tax Consultant.
• Minimum 3 years working experience in Finance at a senior level in a large organization, preferably in the tax department.
