1.0    THE TANZANIA METEOROLOGICAL AGENCY
The  Tanzania  Meteorological  Agency  (TMA)  is  under  Ministry of  Transport.  It  was established  by the  Executive  Agency  (Amendment)  Act  No.  30  of  1997  and  was inaugurated as an Executive Agency on 3rd December, 1999. The Agency is mandated to provide meteorological services to the general public, institutions and individual users of tailor made services for the purpose of maintain safety and security of people and their properties and support sustainable social economic development.

1.1     DIRECTOR GENERAL
1.1.1 DUTIES AND RESPONSIBILITIES:

• Accountable to the Permanent Secretary for effective and efficient management of the Agency and for achieving the aims, objectives and targets for the Agency including strategic, Business plans and meeting financial targets.

• Ensure the effective participation of Tanzania in meteorological issues  regionally and internationally.
• Ensure that the Agency is an efficient and cost effective manner and in an accordance with modern management practices and techniques and in particular, to apply to its operations the best standards of financial management and accounting.

• Be responsible for the day to day operations of the Agency, proper management of its funds, property and business and for the discipline of the employees of the Agency.
• Perform Agency functions in accordance with an Annual performance agreement concluded between him/her and the Permanent Secretary.

• Ensure that the Agency operations are designed for the provision of the best services to its customers and to maintain a high degree of responsiveness to their needs.
• Consult the Minister on handling operational matters which could give rise to significant public or parliamentary concern.
• Submit to the Permanent Secretary responses regarding Parliamentary enquiries of a policy or political nature, who shall in turn pass them on the Minister for presentation to the Parliament.

• Shall be the Permanent Representative of the United Republic of Tanzania with the World meteorological Organization.

• Shall prepare and submit to the Permanent Secretary a five year Strategic Plan, rolled forward and updated each year.

1.1.2  QUALIFICATIONS AND EXPERIENCE

• Postgraduate Degree in Meteorology preferably a PhD or equivalent and must have contributed or published professional scientific research work recognized nationally or internationally.
• Must have a relevant working experience of at least ten (10) years, five (5) of which should be at a managerial position in a reputable organization with meteorological functions.
• Must command national and international recognition in the respective functions of World Meteorological Organization.
• Must have the ability to provide dynamic leadership required to successfully run an organization staffed with highly trained personnel and technical professionals.
• Should be mature person able to command respect among Chief Executives of other organizations and actively participate in activities of appropriate international organizations and national institutions including TMA.
1.1.3 AGE LIMIT: Above 45 years but not more than 55 years

2.0     THE GOVERNMENT CHEMIST LABORATORY AGENCY
The Government Chemist Laboratory Agency is an Executive Agency under the Ministry of Health and Social Welfare. The Laboratory is Mandated in carrying out laboratory   testing of   Industrial and natural products   samples; Forensic and Toxicological   samples; regulation   and control   of   Human DNA (regulations)
Act.Cap 182. The Agency is expected to better meet the requirements of its customers and public in general.

In order to meet the above obligations Government Chemist Laboratory Agency wishes to recruit qualified Tanzanians to fill various posts on permanent & pensionable terms as follows:

2.1     MANAGER  FOOD AND DRUGS  ANALYSIS SECTION – 1 POST
2.1.1  DUTIES AND RESPONSIBILITIES

•       Supervise section  personnel;
• Supervise laboratory analytical activities particularly  tests of food and drugs, and their raw materials to ascertain  quality and safety;
• Supervise analysis/ develop and implement   sampling and testing programs, including quality assurance (qa) and quality control (qc) on food and drugs;
•       Ensure sample register is maintained
•       Review, update and develop analytical methods
•       Prepare performance report
•       Present the GCLA in court proceedings, tribunals and technical   committees.
•       Supervise research works
• Impart knowledge and disseminate information to GCLA staff and stake holders concerning that field.
•       Carry out consultancy services related to food and drugs
•       Review, and validate analytical methods;
•       Prepare technical reports of tested samples and provide consultancy services;
•       Prepare monthly, quarterly, and annual summary of the samples analyzed;
•       Initiate and conduct researches relevant to the section;
•       Develop and implement section plans and budgets.

2.1.2  QUALIFICATIONS AND EXPERIENCE

• Master’s Degree either in Chemistry, Chemical and Process Engineering, Food and  Biochemical  Engineering,    Food  Science and  Technology,  Microbiology, Biochemistry or Biotechnology, from recognized higher learning institutions.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.1.3  SALARY SCALE:    GCS 10.1

2.2     MANAGER MICROBIOLOGY  ANALYSIS SECTION – 1 POST
2.2.1  DUTIES AND RESPONSIBILITIES
• Facilitate microbiological examination of food, drugs, water, Chemicals products and their raw materials;
•       Develop and conduct sampling and testing programs, including Quality Assurance
(QA) and Quality Control (QC) for the section;
•       Review,  and Validate analytical methods
•       Prepare technical reports of tested samples and provision of consultancy services;
•       Prepare monthly, quarterly, and annual summary of samples analyzed;
•       Initiate and conduct  researches relevant to the section;
•       Represent the GCLA in court proceedings; and
•       Develop and implement section plans and budgets.

2.2.2  QUALIFICATIONS AND EXPERIENCE

• Master’s Degree either in Chemistry, Biochemical Engineering, Food Science and Technology, Microbiology, Biochemistry or Biotechnology, from recognized higher learning institutions.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.2.3  SALARY SCALE:    GCS 10.1

2.3     MANAGER TECHNICAL SERVICES SECTION– 1 POST
2.3.1  DUTIES AND RESPONSIBILITIES

•       Supervise carrying  out instrumental analysis of various samples;
•       Repair and maintain equipment and instruments;
•       Initiate and carry out research, investigation of samples and process controls;
• Prepare monthly, quarterly, and annual summary of the analysis, calibration and preventive maintenance report;
•       Review, develop and validate analytical methods;
•       Prepare technical reports of tested samples and provision of consultancy services;
and
•       Develop and implement section plans and budgets
•       Supervise the maintenance of the laboratory equipments.
• Prepare and supervise the implementation of the replacement plan for equipment and instrument.
•       Supervise section personnel.
•       Implementation of sectional plans, budget and formulate projects.
•       Carry out and supervise research works.
•       Maintain sample register and equipment maintenance log book.
•       Prepare performance reports.
•       Represent the gcla in court proceedings, tribunals and technical committees.
•       Disseminate knowledge to gcla staff and other stakeholders in related field.
•       Carry out consultancy services

2.3.2  QUALIFICATIONS AND EXPERIENCE

• Master’s  Degree  either  in  Chemistry/  Analytical  Chemistry,  Instrumentation, Biochemistry or Biotechnology, from recognized higher learning institutions.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.3.3  SALARY SCALE: GCS 10.1

2.4     MANAGER CHEMICALS REGISTRATION SECTION – 1 POST
2.4.1    DUTIES AND RESPONSIBILITIES

•       Assess and register chemicals, premises, facilities and chemical
•       Businesses and issue certificates;
• Promote compliance to the industrial and consumer chemicals (management and control) act no. 3 of 2003;
•       Facilitate steering, technical  and registration committees meetings;
•       Prepare and issue import, export and transport permits; and
•       Develop and maintain database of companies, chemicals and premises.

2.4.2  QUALIFICATIONS AND EXPERIENCE

• Master’s Degree either in Chemical and Process Engineering, Environmental Engineering; Chemistry or Environmental Science from recognized higher learning institutions.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.4.3  SALARY SCALE:    GCS 10.1

2.5     MANAGER CHEMICALS INSPECTION SECTION – 1 POST
2.5.1  DUTIES AND RESPONSIBILITIES

• Conduct   inspection   of   all   establishments   where   production,   importation, transportation, storage and handling of  chemicals are undertaken;
• Promote compliance to the industrial and consumer chemicals (management and control) act no. 3 of 2003 ;
•       Monitor status of compliance to the act, of the chemical dealers and handlers; and
•       Facilitate steering, technical and inspection committees meetings.

2.5.2  QUALIFICATIONS AND EXPERIENCE

• Master’s  Degree  either  in  Chemistry,  Biochemistry,  Chemical  and  Process Engineering, Environmental Engineering or Environmental Science from recognized higher learning institutions.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.5.3  SALARY SCALE: GCS 10.1

2.6     MANAGER ENVIRONMENTAL MANAGEMENT SECTION – 1
POST
2.6.1  DUTIES AND RESPONSIBILITIES

•       Develop and assess Contingency Plans, Risk Assessment and Risk management
Programmes;
•       Develop  and implement  training  programmes  on  Risk  Assessment  and  Risk
Management;
•       Promote compliance to the Industrial and Consumer Chemicals (Management and
Control) Act No. 3 of 2003 ;
• Develop and Implement programmes for management of hazardous chemicals under the Chemicals Legislation and international Agreements;
•       Facilitate Steering, Technical and Emergency Response Committees meetings.

2.6.2  QUALIFICATIONS AND EXPERIENCE

• Master’s  Degree  either  in  Analytical  Chemistry,  Environmental  Engineering, Chemical and Process Engineering, Environmental Science and Management or Biochemistry, from recognized higher learning institutions.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.6.3  SALARY SCALE:   GCS 10.1

2.7     MANAGER FORENSIC CHEMISTRY – 1 POST
2.7.1  DUTIES                                 AND       RESPONSIBILITIES

• Analyze,    interpret    results    and       prepare reports of findings for use in court proceedings or elsewhere;
•       Develop and conduct sampling and testing programs, including quality assurance
(qa) and quality control (qc) for the section;
•       Initiate and coordinate researches relevant to the section;
•       Prepare monthly, quarterly, and annual analytical reports;
•       Represent the gcla in court proceedings; and
•       Implement section plans and budget.

2.7.2  QUALIFICATIONS AND EXPERIENCE

• Master’s Degree either in Chemistry, Analytical Chemistry, Chemical and Process Engineering,  Forensic  Science,  Molecular  Biology,  Biochemistry or Biotechnology, from recognized higher learning institutions.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.7.3  SALARY SCALE: GCS 10.1

2.8     MANAGER FORENSIC BIOLOGY & DNA SERVICES – 1 POST
2.8.1  DUTIES AND RESPONSIBILITIES

•       Conduct sampling and analysis of forensic biology exhibits and
•       Samples for dna profiling;
•       Develop and conduct sampling and testing programs, including quality assurance
(qa) and quality control (qc);
•       Prepare reports and provide technical advice on the analysis;
•       Initiate and coordinate researches relevant to the section;
•       Represent the gcla in court proceedings;
•       Establish and maintain national dna database; and
•       Implement section plans and budget.

2.8.2  QUALIFICATIONS AND EXPERIENCE

• Master’s Degree either in Molecular Biology, Biology, Chemistry, Forensic Science or Biochemistry from recognized higher learning institutions.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.9     MANAGER TOXICOLOGY SERVICES – 1 POST
2.9.1  DUTIES AND RESPONSIBILITIES

•       Conduct analysis of toxicological samples and exhibit brought to the section;
•       Conduct sampling on different event as required by requesting authority;
•       Conduct analysis on seized material to establish their nature effect;
•       Develop and conduct sampling and testing programs including quality assurance
(qa) and quality control (qc) for the section;
• Prepare  technical  reports  and  provide  expert  advice    for  use  in  court  and elsewhere;
• Carry out researches and special investigations of samples, process controls and make recommendations as appropriate;
•       Prepare monthly, quarterly and annual analytical reports; and
•       Implement section plans and budget.

2.9.2  QUALIFICATIONS AND EXPERIENCE

• Master’s Degree either in Chemistry, Analytical Chemistry, Chemical and Process Engineering, Forensic Science, Molecular Biology, Biochemistry or Biotechnology, from recognized higher learning institutions
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.9.3  SALARY SCALE:             GCS 10.1

2.10   CHIEF ACCOUNTANT – 1 POST
2.10.1 DUTIES AND RESPONSIBILITIES

• Coordinate  and  supervise  preparation  and  submission  of  accurate  financial statement in due dates;
• Prepare  annual  financial  statements  as  per  financial  regulations  and  verify payments;
•       Account for special funds;
• Prepare draft account for submission to public account committee (pac) through parent ministry;
•       Prepare personal emolument and ensure smooth monthly salary payments;
•       Prepare monthly debtors and creditors schedules;
•       Prepare annual budget; and

2.10.2 QUALIFICATIONS AND EXPERIENCE

• Certified Public Accountant - CPA (T) and Master’s Degree either in Finance, Accounting and Finance, Economics and Finance, or Master of Business Administration in Accounting/Finance/Corporate Management from recognized Institutions.
•       He/She must be registered with National Board of Accountants and Auditors
(NBAA)
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.10.3 SALARY SCALE:  GCS 10.1

2.11   MANAGER HUMAN RESOURCES MANAGEMENT & DOCUMENTATION  – 1 POST
2.11.1 DUTIES AND RESPONSIBILITIES

•       Coordinate formulation of training policy and guidelines.
•       Prepare and plan training programs for short and long term;
•       Supervise orientation/induction programs for the new employees
• Interpret and supervise implementation public service regulations, standing orders and other public servants circulars.
• Coordinate implementation of laws concerning employee rights and welfare such as gratuity, pension, gepf, nssf, nhif and compensation in case of workplace accidents.
• Supervise  implementation  of  scheme  of  service,  salary  structure,  and  other incentive scheme.
•       Develop and update human resource succession plan.
•       Coordinate staff recruitment, selection, placement, confirmations and transfer.
•       Supervise preparation of personnel emoluments estimates.
•       Facilitate maintenance of  staff lists;
•       Translate and facilitate implementation of  schemes of services;
•       Collect, analyze and plan statistical records pertaining to staff matters;
•       Supervise  the  establishment  of  the  workers’  council  according  to  rules  and
regulations;
• Facilitate and coordinate implementation of opras activities in conformity with public service employment and management policy and public service act of 2002
•       Prepare  monthly implementation reports of various events;
• Deal  with  matters  pertaining  to  staff  regulations  and  procedures,  pension ordinances, labour laws and disciplines.

2.11.2 QUALIFICATIONS AND EXPERIENCE

•       Master’s   Degree   either   in   Human   Resources   Management   or   Public
Administration from a recognized high learning institution.
•       Must  possess  Qualifying   Law  Examination  for  Administrative  Officers  or
Proficiency Examination for Human Resources Officers
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.11.3 SALARY SCALE:  GCS 10.1

2.12   MANAGER PLANNING, MONITORING AND  EVALUATION – 1
POST
2.12.1 DUTIES AND RESPONSIBILITIES

• Interpret Policy documents, advice and set strategies for implementation; prepare strategic and business plans;
•       Prepare quarterly, mid-yearly and annual budget implementation reports;
• Monitor and prepare annual performance appraisal reports and evaluate  Agency policies;
•       Prepare annual revenue budget and MTEF;
•       Coordinate the preparation of departmental reports and budgets;
• Formulate monitoring and evaluation plan, establish systems and implementation strategy;
•       Conduct monitoring and evaluation of business  and strategic plans; and
• Disseminate monitoring and evaluation performance report to stakeholders for comment and review

2.12.2 QUALIFICATIONS AND EXPERIENCE

• Master’s  Degree  either  in  Economics,  Development  Policy,  Monitoring  and Evaluation or Master of Business Administration in Planning from recognized higher learning institutions.

2.12.3 SALARY SCALE: GCS 10.1

2.13   MANAGER MARKETING, CUSTOMER CARE AND PUBLIC OUTREACH SERVICES SECTION– 1 POST
2.13.1 DUTIES AND RESPONSIBILITIES

•       Explore new markets and advise the management;
•       Develop and formulate policy and strategies to promote business;
•       Conduct market research to identify market shares;
• Implement marketing policy and evaluate the results; and to monitor business trends in the existing markets
•       Supervise junior staff.
•       Develop and implement the use of public relations material such as pamphlets,
brochures, and posters for promoting the centre’s various programmes and image;
• Advice and supervise in the establishments of efficient reception system and procedures.
•       Coordinate and facilitate information flow to respective customers and
•       Liaise with organizers of  stakeholders meetings

2.13.2 QUALIFICATIONS AND EXPERIENCE

•       Master’s Degree either in Marketing or Public Relations.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.13.3 SALARY SCALE:  GCS 10.1

2.14   HEAD INTERNAL AUDIT UNIT– 1 POST
2.14.1 DUTIES                                 AND       RESPONSIBILITIES

• Facilitate Audit of  annual accounts       and  other  financial  statements  and  all financial books of the Agency;
• Advise the Chief Executive and management on the soundness, adequacy and effectiveness of internal control system;
•       Monitor compliance of financial regulations;
•       Identify areas which need auditing and plan for audit;
•       Check and verify audit reports; and
• Make a follow up and advice to accounts          section about audit queries raised by external auditors.
•       Coordinate and supervise Internal Auditing activities of the Agency.
•       Supervise special checks and investigation.
•       Coordinate all work plans of the Agency.
• Advice the Accountant on the change of Audit guides and proposes a good internal control.
•       Prepare Agency Audit policy and give technical advice of the policy.
•       Evaluate on the effectiveness of resources management.
•       Approve the prepared audit reports of the Agency.

2.14.2 QUALIFICATIONS AND EXPERIENCE

• Certified Public Accountant - CPA (T) and Master’s Degree either in Finance, Accounting and Finance, Economics and Finance, or Master of Business Administration in Accounting/Finance/Corporate Management from recognized Institutions.
•       He/She   must   be   registered   with   National   Board   of   Accountants   and
Auditors(NBAA)
•       Possessing CIA or CISA will be an added advantage.
•       Must possess Computer literacy.
• .Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.14.3 SALARY SCALE:             GCS 10.1

2.15   HEAD RESEARCH & QUALITY ASSURANCE UNIT– 1 POST
2.15.1 .DUTIES AND RESPONSIBILITIES

• Coordinate and solicit research within the organization and partnerships with other institutions;
•       Coordinate research and development of specialized testing;
• Carry   out   investigations   of   process   controls   (quality   audit)   and   make recommendations as appropriate;
• Coordinate reviewing and updating the standard operating procedures of the laboratory assessment;
•       Develop, implement and monitor quality assurance (qa) and quality control (qc)
programs methods used;
• Coordinate  intra  and  inter-  laboratory  testing  programs  and  quality  problem investigations on test results;
•       Review, implement and maintain gcla quality manuals; and
• Facilitate corrective actions arising from non-conforming results, quality audits and customer complaints.

2.15.2 QUALIFICATIONS AND EXPERIENCE
• Master’s Degree either in Chemical and Process Engineering, Chemistry, Food Science and Technology, Toxicology, Microbiology, Forensic Science, Biochemistry, Molecular Biology or Laboratory Technology from recognized institution.
•       Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a Senior position

2.15.3 SALARY SCALE: GCS 10.1

2.16   HEAD PROCUREMENT MANAGEMENT UNIT – 1 POST
2.16.1 DUTIES AND RESPONSIBILITIES

• Supervise preparation of procurement plan, budget and control of resources of the procuring entity;
•       Ensure conformity with public procurement act, its regulations and guidelines;
• Evaluate all procurement requirements and recommends the most appropriate procurement procedure;
•       Plan and control inventories;
•       Supervise disposal of surplus assets and obsolete stock;
•       Storekeeping;
•       Maintain and monitor stocks; and
•       Support the functioning of the tender board

2.16.2 QUALIFICATIONS AND EXPERIENCE

• Master’s Degree either in Procurement and Logistics Management, Procurement and Supplies Management or Procurement and Supply Chain Management.
•       Must be a Certified Procurement and Supplies Professional (CPSP).
•       Must possess Computer literacy.
•       Must be registered by Procurement and Supplies Professionals and Technicians
Board (PSPTB).
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

2.16.3 SALARY SCALE: GCS 10.1

2.17   HEAD OF INFORMATION AND COMMUNICATION UNIT – 1
POST
2.17.1 DUTIES AND RESPONSIBILITIES
• Facilitate  Installation,  configuration  and  activation  of  new  technology  and communication services;
•       Initiate hardware and software procurement needs and maintenance;
• Advise on proper security of equipment and data by ensuring that equipment and systems are well secured;
•       Maintain and update  website and  implement various web application programs;
and
•       Coordinate development and maintenance of the Agency central Database.

2.17.2 QUALIFICATIONS AND EXPERIENCE

2.18   HEAD LEGAL SERVICES UNIT – 1 POST
2.18.1 DUTIES AND RESPONSIBILITIES

•       Interpret and advise the Chief Executive on institutional legal affairs;
•       Represent the GCLA in court proceedings and, tribunals;
• Review standard contracts and procurement documentation to ensure their legal correctness and completeness;
•       Compile and Maintain contract registers;
•       Liaise with Attorney General in legal proceedings/matters; and
•       Represent the GCLA in arbitration and conciliation.
• Provide  legal advice to the Chief Government Chemist and Management  in all legal matters;
•       Dealing with all legal routine correspondences addressed to the Agency.
•       File and appearing for criminal proceeding in courts.
• Facilitate Procurement, maintenance of    law books, Acts, Government Notices and other publications.
•       Provide legal opinion as may be needed by the GCLA from time to time.
• Take overall charge and keeps in safe custody all legal documents and deeds on the property of the Agency and maintains record of the same in the appropriate register(s);
• Liaise with appropriate legal institutions in the interpretation of pertinent laws, circulars, directives and policies
2.18.2 QUALIFICATIONS AND EXPERIENCE

•       Master’s Degree in Law (LLM) from a recognized institution.
•       Registered Advocate.
•       Must possess Computer literacy.

2.19   LAKE ZONE                              LABORATORY MANAGER – 1

2.19.1 DUTIES AND RESPONSIBILITIES

• Take part in preparation and submission of strategic and business plans and associated budgets.
•       Implement the approved plans, including the achievement of performance targets.
• Organize and manage the assets and resources allocated to him/her, efficiently, effectively, economically and in accordance with the principles of fairness and equality outlined in government policy.
• Provide to the chief government chemist of such information as required enabling performance to be monitored.
•       Coordinate and prepare annual reports and submit to chief government chemist.
•       Enforce the industrial and consumer chemicals (management and control) act no.
3 of 2003 and a register.
• Analyze processed and unprocessed food, drugs/ pharmaceuticals and their raw materials and traditional medicine  to establish their quality and safety;
• Carry out microbiological examination on different samples such as water, food, pharmaceuticals  and their raw materials;
•       Carry out analysis/tests of chemical and environmental samples;
• Carry  out  instrumental  analysis    of  different  samples  and  maintenance  of instruments and equipment;
• Prepare technical reports and provision of consultancy services in the fields of food, drugs, microbiology, chemical and environmental pollution;
•       Develop and implement standard operating procedures;
• Review and validate analytical methodologies and maintain quality assurance program;
•       Represent the gcla in court proceedings; and
•       Develop and implement   zonal laboratory plans and budgets.

2.19.2 QUALIFICATIONS AND EXPERIENCE

• Master’s Degree either in Chemistry, Chemical and Process Engineering, Food Science and Technology, Forensic Science, Environmental Science and Management, Microbiology, Biotechnology or Instrumentation from the recognized higher learning institution.
