ಗೋದಾಮುಗಳ ಕೊರತೆ ನೀಗಲು ಕ್ರಮ: ಸಚಿವ ಕೃಷ್ಣ ಬೈರೇಗೌಡ
ಬೆಂಗಳೂರು, ಡಿ. 3 (ಕರ್ನಾಟಕ ವಾರ್ತೆ) : ರಾಜ್ಯದಲ್ಲಿ ರೈತರು ಬೆಳೆದ ಬೆಳೆಗಳನ್ನು ಸಂಗ್ರಹಿಸಡಲು ಗೋದಾಮುಗಳ ಕೊರತೆಯಿದ್ದು, ರಾಜ್ಯದ ಎಲ್ಲ ಭಾಗಗಳಲ್ಲಿ ವೈಜ್ಞಾನಿಕ ಗೋದಾಮುಗಳನ್ನು ಸದ್ಯದಲ್ಲೇ ಪ್ರಾರಂಭಿಸಲಾಗುವುದು ಎಂದು ಕೃಷಿ ರಾಜ್ಯ ಸಚಿವ ಶ್ರೀ ಕೃಷ್ಣ ಬೈರೇಗೌಡ ಅವರು ತಿಳಿಸಿದರು.
ಅವರು ವಿಕಾಸಸೌಧದ ತಮ್ಮ ಕಚೇರಿಯಲ್ಲಿ ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿದ ಅವರು, ಈ ಸಂಬಂಧ ನಬಾರ್ಡ್ ವತಿಯಿಂದ 1700 ಕೋಟಿ ರೂ. ಸಹಾಯಧನ ಕೋರಲಾಗಿದೆ. ಈ ಬಗ್ಗೆ ಪ್ರಸ್ತಾವನೆ ಸಿದ್ಧಪಡಿಸಲಾಗಿದೆ. ರಾಜ್ಯದಲ್ಲಿ 5 ಲಕ್ಷ ಮೆಟ್ರಿಕ್ ಟನ್ ಆಹಾರ ಧಾನ್ಯಗಳನ್ನು ಸಂಗ್ರಹಿಸುವ ಸಾಮರ್ಥ್ಯ ಗೋದಾಮುಗಳಿಗೆ ಇದೆ. 10 ಲಕ್ಷ ಮೆಟ್ರಿಕ್ ಟನ್ ಸಂಗ್ರಹಣಾ ಸಾಮರ್ಥ್ಯದ ಗೋದಾಮುಗಳನ್ನು ನಿರ್ಮಾಣ ಮಾಡಲಾಗುವುದು ಎಂದರು.
ಪ್ರಕೃತಿ ವಿಕೋಪದಿಂದ ನಷ್ಟಕ್ಕೊಳಗಾದ ರೈತರಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಈ ವರೆಗೆ 537 ಕೋಟಿ ರೂ. ಗಳನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲಾಗಿದೆ ಎಂದ ಸಚಿವರು, ಈರುಳ್ಳಿ ಪರಿಹಾರ ಧನ 36 ಕೋಟಿ ರೂ.ಗಳನ್ನು ಈ ವಾರದಲ್ಲಿ ರೈತರಿಗೆ ವಿತರಿಸಲುವಂತೆ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಲಾಗಿದೆ ಎಂದರು.
ಮುಂಗಾರು ಹಂಗಾಮಿಗೆ ಈ ವರ್ಷ ವಿವಿಧ ಕೃಷಿ ಬೆಳೆಗಳ ಬಿತ್ತನೆ ಗುರಿ 74 ಲಕ್ಷ ಹೆಕ್ಟೇರ್ ಪ್ರದೇಶವಿದ್ದು, ಸೆಪ್ಟೆಂಬರ್ ಅಂತ್ಯಕ್ಕೆ 69.35 ಲಕ್ಷ ಹೆಕ್ಟೇರ್ ಪ್ರದೇಶದಲ್ಲಿ ಬಿತ್ತನೆ ಕಾರ್ಯ ಕೈಗೊಳ್ಳಲಾಗಿದೆ ಎಂದರು. ಹಿಂಗಾರು ಹಂಗಾಮಿನಲ್ಲಿ ಬಿತ್ತನೆ ಗುರಿ 33.70 ಲಕ್ಷ ಹೆಕ್ಟೇರ್ ಆಗಿದ್ದು, ನವೆಂಬರ್ ಅಂತ್ಯಕ್ಕೆ 25.18 ಲಕ್ಷ ಹೆಕ್ಟೇರ್ ವಿಸ್ತೀರ್ಣದಲ್ಲಿ ಬಿತ್ತನೆ ಕಾರ್ಯ ಕೈಗೊಳ್ಳಲಾಗಿದೆ ಎಂದರು. ನವೆಂಬರ್ ಅಂತ್ಯದ ವರೆಗೆ ಒಟ್ಟು 1.44 ಲಕ್ಷ ಕ್ವಿಂಟಾಲ್ ಬಿತ್ತನೆ ಬೀಜ ವಿತರಿಸಲಾಗಿದೆ ಎಂದು ತಿಳಿಸಿದರು. ಉತ್ಪಾದನೆ ಗುರಿ 135 ಲಕ್ಷ ಟನ್ ಆಗಿದ್ದು, ಪ್ರಾಥಮಿಕ ಅಂದಾಜು ಪ್ರಕಾರ 128 ಲಕ್ಷ ಟನ್ ಆಹಾರ ಧಾನ್ಯಗಳ ಉತ್ಪಾದನೆಯನ್ನು ನಿರೀಕ್ಷಿಸಲಾಗಿದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಈ ಸಾಲಿನಲ್ಲಿ ಶೇ. 3 ರಿಂದ 4 ರಷ್ಟು ಇಳುವರಿ ಕುಂಥಿತವಾಗಬಹುದು ಎಂದು ಹೇಳಿದರು. ಇದರಿಂದಾಗಿ ಆಹಾರ ಭದ್ರತೆಯ ದೃಷ್ಟಿಯಿಂದ ಯಾವುದೇ ರೀತಿಯ ತೊಂದರೆಯಾಗುವುದಿಲ್ಲ ಎಂದು ಅವರು ವಿವರಿಸಿದರು.
ಬೆಳೆ ಹಾನಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರದ ವತಿಯಿಂದ ಸ್ವಲ್ಪ ಮಟ್ಟಿಗೆ ಪರಿಹಾರ ನೀಡಲಾಗಿದೆ ಎಂದ ಸಚಿವರು, ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಎರಡು ಬಾರಿ ಮನವಿ ಸಲ್ಲಿಸಲಾಗಿದೆ. ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ಹಣ ಇನ್ನೂ ಬಿಡುಗಡೆಯಾಗಿಲ್ಲ ಎಂದ ಹೇಳಿದರು.
ಸಣ್ಣ ಮತ್ತು ಅತಿ ಸಣ್ಣ ರೈತರಿಗೆ ಕಡಿಮೆ ಬಾಡಿಗೆ ದರದಲ್ಲಿ ಕೃಷಿ ಯಂತ್ರೋಪಕರಣಗಳನ್ನು ಒದಗಿಸಲು ರಾಜ್ಯದ 186 ಬಾಡಿಗೆ ಆಧಾರಿತ ಸೇವಾ ಕೇಂದ್ರಗಳನ್ನು ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ಪ್ರಾರಂಭಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. 185 ಕೇಂದ್ರಗಳ ಸ್ಥಾಪನೆಗೆ ಕಾರ್ಯಾದೇಶ ನೀಡಲಾಗಿದೆ. ಎರಡು ವರ್ಷಗಳ ಮಟ್ಟಿಗೆ ಸರ್ಕಾರದಿಂದ ಹಣವನ್ನೂ ನೀಡಲಾಗುವುದು. ನಂತರ ಆ ಸಂಸ್ಥೆಯವರೇ ನಡೆಸಿಕೊಂಡು ಹೋಗುತ್ತಾರೆ ಎಂದು ತಿಳಿಸಿದರು.
ಮುಂದಿನ ಮೂರು ವರ್ಷಗಳಲ್ಲಿ ಸರ್ಕಾರ ಎಲ್ಲ ರೈತರ ಕೃಷಿ ಭೂಮಿಯ ಮಣ್ಣು ಪರೀಕ್ಷೆ ಮಾಡಿ, ಮಣ್ಣಿನ ಆರೋಗ್ಯ ಕಾರ್ಡ್ ನೀಡಲು ಪ್ರಸಕ್ತ ವರ್ಷದಿಂದಲೇ ಮಣ್ಣಿನ ಆರೋಗ್ಯ ಅಭಿಯಾನ ಕಾರ್ಯಕ್ರಮ ಆರಂಭಿಸಲಾಗುವುದು ಎಂದರು. ಸರ್ಕಾರದ ಮಟ್ಟದಲ್ಲಿ 23 ಮಣ್ಣು ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳಿದ್ದು, ಜೊತೆಗೆ ಖಾಸಗಿ ಪ್ರಯೋಗಾಲಯಗಳಲ್ಲೂ ಮಣ್ಣು ಪರೀಕ್ಷೆ ಮಾಡಿಕೊಡಲಾಗುವುದು ಎಂದರು.
ಬೆಳೆ ಪರಿಹಾರ ಹಣವನ್ನು ಮಳೆ ಆಧಾರಿತ ಬೆಳೆಗಳಿಗೆ ಪ್ರತಿ ಹೆಕ್ಟೇರಿಗೆ 4500 ರೂ. ಗಳನ್ನು ನೀಡಲು ಸರ್ಕಾರ ನಿರ್ಧರಿಸಿದೆ ಎಂದ ಸಚಿವರು, ಆಯಾ ಹಂಗಾಮಿನಲ್ಲೇ ರೈತರಿಗೆ ಪರಿಹಾರದ ಹಣ ನೇರವಾಗಿ ತಲುಪಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು ಎಂದರು.
ರಾಜ್ಯದಲ್ಲಿ ಆಹಾರ ಧಾನ್ಯಗಳ ಬೆಲೆ ಕುಸಿತಗೊಂಡಾಗ ಸರ್ಕಾರ ಮಧ್ಯ ಪ್ರವೇಶಿಸಿ, 1800 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಬೆಂಬಲ ಬೆಲೆಯಲ್ಲಿ ರೈತರಿಂದ ಆಹಾರ ಧಾನ್ಯಗಳನ್ನು ಖರೀದಿಸಲಾಗಿದೆ. ಹಿಂದೆಂದೂ ಈ ದಾಖಲೆ ಮೊತ್ತದಲ್ಲಿ ಆಹಾರ ಧಾನ್ಯ ಖರೀದಿಸಲಾಗಿಲ್ಲ ಎಂದು ಸಚಿವರು ತಿಳಿಸಿದರು.
ಕೃಷಿಯಲ್ಲಿ ಮೂಲಭೂತ ಯೋಜನೆಗಳ ಕೊರತೆಗಳನ್ನು ಪತ್ತೆ ಹಚ್ಚಿ ಪರಿಹಾರ ಕಂಡುಕೊಳ್ಳಬೇಕು ಎಂಬುದು ನಮ್ಮ ಇಲಾಖೆಯ ಚಿಂತನೆಯಾಗಿದೆ. ಕೃಷಿ ಇಲಾಖೆ ಮತ್ತು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾನಿಲಯಗಳು ರೈತರ ಅಭಿವೃದ್ಧಿಗೆ ಮತ್ತು ಅವರು ಬೆಳೆಯುವ ಬೆಳೆಗಳ ಇಳುವರಿ ಹೆಚ್ಚಿಸಲು ಸದಾ ಚಿಂತನೆ ನಡೆಸಬೇಕೆಂದು ಅಭಿಪ್ರಾಯ ಪಟ್ಟ ಅವರು ಮುಂದಿನ 4 ವರ್ಷದಲ್ಲಿ ಶೇ. 25 ರಷ್ಟು ಇಳುವರಿ ಹೆಚ್ಚಿಸುವುದು ಸರ್ಕಾರದ ಗುರಿ ಎಂದು ನುಡಿದರು.
ಕೆ.ಒ.ಎಸ್ ಪರೀಕ್ಷೆಗೆ ಶುಲ್ಕ ಪಾವತಿಸುವಂತೆ ಸೂಚನೆ
ಬೆಂಗಳೂರು, ಡಿಸೆಂಬರ್ 3 (ಕರ್ನಾಟಕ ವಾರ್ತೆ) : ಡಿಸೆಂಬರ್ 2014 ರ ನಾಲ್ಕನೇ ವಾರದಲ್ಲಿ ನಡೆಯಲಿರುವ ಕರ್ನಾಟಕ ಮುಕ್ತ ವಿದ್ಯಾಲಯದ (ಕೆ.ಓ.ಎಸ್) ಪರೀಕ್ಷೆಗೆ ಕೆ.ಓ.ಎಸ್. ಕಲಿಕಾ ಕೇಂದ್ರಗಳಿಗೆ ಪರೀಕ್ಷಾ ಶುಲ್ಕವನ್ನು ಪಾವತಿಸಲು ಡಿಸೆಂಬರ್ 10 ಕೊನೆಯ ದಿನವಾಗಿದೆ ಎಂದು ಕರ್ನಾಟಕ ಪ್ರೌಢ ಶಿಕ್ಷಣ ಮಂಡಳಿಯ ಪ್ರಕಟಣೆ ತಿಳಿಸಿದೆ.

ಬೆಂಗಳೂರು, ಡಿಸೆಂಬರ್ 3 (ಕರ್ನಾಟಕ ವಾರ್ತೆ) : ಡಿಸೆಂಬರ್ – 2014 ರ ನಾಲ್ಕನೇ ವಾರದಲ್ಲಿ ನಡೆಯಲಿರುವ ಪ್ರಥಮ ಮತ್ತು ದ್ವಿತೀಯ ಡಿ.ಇಡಿ ಪೂರಕ ಪರೀಕ್ಷೆಗಳಿಗೆ ಸರ್ಕಾರಿ ಮತ್ತು ಮಾನ್ಯತೆ ಪಡೆದ ಶಿಕ್ಷಕರ ತರಬೇತಿ ಸಂಸ್ಥೆಗಳಿಂದ ಪರೀಕ್ಷಾ ಶುಲ್ಕವನ್ನು ಪಾವತಿಸಲು ಡಿಸೆಂಬರ್ 10 ಕೊನೆಯ ದಿನವಾಗಿದೆ. ಡಿಸೆಂಬರ್ 10 ರೊಳಗೆ ಆಯಾ ತರಬೇತಿ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ನಿಗಧಿತ ಶುಲ್ಕ ಪಾವತಿಸುವಂತೆ ಕರ್ನಾಟಕ ಪ್ರೌಢ ಶಿಕ್ಷಣ ಮಂಡಳಿ ಪ್ರಕಟಣೆ ತಿಳಿಸಿದೆ.
CHEMICAL DISASTER PREVENTION DAY – 2014
The natural disasters were part of the eco system and the disasters are not new to the mankind. However as the time advanced the manmade disasters also became more predominant. The example starts from 1946 to till date. The Bhopal Gas Tragedy in India, a chemical explosion at BASF Germany, release of dioxin at Sevaso Italy, explosion of LPG Bullets at Mexico, burning of oil tanks at Sitapur in Rajastan are only few examples. In the recent days the manmade disasters have assumed a greater dimension which can cause extensive damage, loss of life and create fear psychosis.
The 3rd December 1984 goes down in the record of history as one of the most unfortunate day since the world witnessed one of the worst recorded Industrial/Chemical Disasters. Since then 30 years have been lapsed and still the incident is ringing again and again in our mind and ears. The amount of human sufferings inflicted by the incident is beyond any body’s imagination and is irreparable.
This event became an eye opener to both Central and State Government which triggered important conventions, amendments to series of legislations, introductions of new enactments viz., Environment (Protection) Act, 1986, Disaster Management Act, 2005, publication of guidelines to strengthen the emergency preparedness and safety measures to prevent such disasters.
The Ministry of Environment and Forest, Government of India had organized an interaction session which was held on 4th December 1998 at 3.30pm at FICCI, Tansen Marg, New Delhi to introspect on the aftermath of the tragedy and to review the actions initiated by the Government at various level. The meeting was presided over by the then Hon’ble Minister for environment and forest Sri. Suresh P Prabhu. During the course of the deliberations a consensus was emerged to observe 4th of every December as “Chemical Disaster Prevention Day” throughout the country to provide an impetus on the issues concerned.
From there onwards it has become customary to observe 4th December of every year as “Chemical Disaster Prevention Day”. The Government of India, Ministry of Environment and Forest also advises all the State Governments to embark upon meaningful programmes to mark the occasion.
Purpose of observing the “Chemical Disaster Prevention Day” is to:
Create awareness about minimizing the use of hazardous chemicals, use of safe and environment friendly chemicals, adapting right and safe processes, right equipment, identification of hazards, mitigation measures and need for emergency management.
Create safety awareness amongst the industries and traders in manufacturing, storing, using or transporting of hazardous chemicals.
Prepare the workers in effectively handling emergencies, containing the effects, minimizing the losses and human sufferings.
Enlighten the managements about their roles and responsibilities in preventing the disasters, importance of training to the workers, public awareness.
Assist the State Government in effectively handling the chemical emergencies and in evolving regular programmes to be more vigil.
Informing and enlightening all the concerned District functionaries about hazards in the district, handling methods, available resources, etc.,
Bring awareness to the public living in the vicinity of the factory about the hazards and precautions to be taken.
In view of this, it has become highly essential to send a strong message across the State, so that the industrial disasters are prevented from re-occurrence. The State of Karnataka has 1072 hazardous industries, in which 72 Industries have been classified as Major Accident Hazard Industries, scattered in 16 districts of the State. Out of 1072 hazardous industries, 224 industries are Pharmaceutical / Fine chemical.
The State of Karnataka has been active in prevention of Chemical Disasters in the State and is organizing number of symposiums, seminars, workshops and interactive sessions at regular intervals. It is also active in observing the Chemical Disaster Prevention day on 4th of every December in a befitting manner. This year also, the Department has organized Mock Drills in majority of the major hazardous industries in association with District and Emergency Authorities, conducted Public Awareness Programmes to the public living in vicinity of the industries. A one day seminar on “Prevention of Industrial / Chemical Disasters in Pharmaceutical and Fine Chemical Industries” has been organized at Chancery Hall, Hotel Atria, Palace Road, Bengaluru by the Department. Around 150 delegates are likely to take part from various Pharmaceutical and Fine Chemical Industries from the State. One day seminar organized at Hotel Atria will be inaugurated by Hon’ble State Minister for Labour Sri. P. T. Parameshwara Naik, Government of Karnataka. Inaugural function will be presided by the Sri. P. B. Ramamurthy, IAS, Additional Chief Secretary to Government, Labour Department. Dr. Kiran Mazumdar Shaw, Chairman & Managing Director, M/s. Biocon Ltd. Bengaluru will be the chief Guest. The invitation is enclosed.
The resource persons of the seminar are field experts and top executives in the field of Pharmaceuticals, Plant Designers, Consultants and R&D. The Seminar will provide an opportunity for the delegates to discuss various issues and causes of chemical accidents, in recent days. It will also provide an apt platform to understand the types of accidents, its causes & prevention, new trends in prevention and control of accidents/disasters, thereby providing an excellent opportunity for the delegates to interact and disseminate the knowledge of information in the field of chemical disaster prevention, new strategies and emerging trends. It shall provide the insight about safe chemicals & processes, latest equipments.

ರಾಸಾಯನಿಕ ದುರಂತ ನಿವಾರಣಾ ದಿನ 2014
ನೈಸರ್ಗಿಕ ದುರಂತಗಳು, ಪರಿಸರದ ಒಂದು ಭಾಗ ಮತ್ತು ಅವುಗಳು ಮನು ಕುಲಕ್ಕೆ ಹೊಸದೇನು ಅಲ್ಲ. ಆದರೆ ಕಾಲವು ಮುಂದುವರೆದಂತೆ ಮಾನವ ನಿರ್ಮಿತ ದುರಂತಗಳು ಗಣನೀಯವಾಗಿ ಹೆಚ್ಚಾಗಿರುವುದನ್ನು ಕಾಣಬಹುದಾಗಿದೆ. 1984ರಲ್ಲಿ ನಡೆದ ಭೋಪಾಲ್ ಅನಿಲ ದುರಂತ, 1984ರಲ್ಲಿ ಮೆಕ್ಸಿಕೋದಲ್ಲಿ ಸಂಭವಿಸಿದ ಕೈಗಾರಿಕಾ ದುರಂತ, ಜರ್ಮನಿಯಲ್ಲಿ ಸಂಭವಿಸಿದ ರಾಸಾಯನಿಕ ದುರಂತ, ಇಟಲಿಯಲ್ಲಿ ಸಂಭವಿಸಿದ ಅನಿಲ ದುರಂತ ಮತ್ತು ಸೀತಪುರ-ರಾಜಸ್ತಾನದಲ್ಲಿ ಸಂಬವಿಸಿದ ಬೆಂಕಿ ದುರಂತಗಳು ಮಾನವ ನಿರ್ಮಿತ ದುರಂತಗಳಿಗೆ ಪ್ರಮುಖ ಉದಾಹರಣೆ. ಇತ್ತೀಚಿನ ದಿನಗಳಲ್ಲಿ ಮಾನವ ನಿರ್ಮಿತ ದುರಂತಗಳು ಹೆಚ್ಚು ಗಂಬೀರತೆಯನ್ನು ಹೊಂದಿದ್ದು, ಅಪಾರ ಪ್ರಮಾಣದ ನಷ್ಟ, ಜೀವ ಹಾನಿ ಮತ್ತು ಭಯದ ವಾತಾವರಣಗಳನ್ನು ಸೃಷ್ಟಿಸಿರುತ್ತದೆ.
3ನೇ ಡಿಸೆಂಬರ್ 1984 ರಂದು ಬೋಪಾಲ್‌ನಲ್ಲಿ ಸಂಬವಿಸಿದ ಅನಿಲ ದುರಂತ, ಜಗತ್ತಿಗೆ ಸಾಕ್ಷಿಯಾದ ಒಂದು ಅತೀ ಕರಾಳ ಕೈಗಾರಿಕಾ/ರಾಸಾಯನಿಕ ದುರಂತವೆಂದು ಇತಿಹಾಸದ ಪುಟದಲ್ಲಿ ದಾಖಲಾಗಿರುತ್ತದೆ. ಈ ದುರಂತ ಕಳೆದು 30 ವರ್ಷ ಕಳೆದಿದ್ದಾಗ್ಯೂ ಘಟನೆಯು ಸೃಷ್ಟಿಸಿದ ಪ್ರತ್ಯಕ್ಷ ಮತ್ತು ಪರೋಕ್ಷ ಪರಿಣಾಮಗಳು ಅಚ್ಚಳಿಯದೇ ಉಳಿದು ಪದೇಪದೇ ಜ್ಞಾಪಕಕ್ಕೆ ಬರುತ್ತಿದೆ. ಈ ಘಟನೆಯಲ್ಲಿ ಮನುಕುಲಕ್ಕಾದ ನೋವು ತೊಳಲಾಟ, ತೊಂದರೆಗಳು ಯಾವುದೇ ವ್ಯಕ್ತಿಗಳ ಊಹೆಗೆ ಮೀರಿ ಮತ್ತು ಸರಿಪಡಿಸಲು ಆಸಾಧ್ಯವಾದ ಅಂಶಗಳಾಗಿವೆ.
ಈ ಘಟನೆಯು ಕೇಂದ್ರ ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರಗಳ ಗಮನವನ್ನು ಸೆಳೆದು ಮುಖ್ಯವಾದ ಕಾನೂನಿನ ತಿದ್ದುಪಡಿ, ಹೊಸ ಕಾಯ್ದೆಗಳ ಜಾರಿ ಅಂದರೆ ಪರಿಸರ (ಸಂರಕ್ಷಣೆ) ಕಾಯ್ದೆ 1986, ವಿಪತ್ತು ನಿರ್ವಹಣಾ ಕಾಯ್ದೆ 2005ರ ರಚನೆ, ವಿಪತ್ತುಗಳ ತುರ್ತು ನಿರ್ವಹಣೆ ಮತ್ತು ದುರಂತಗಳ ನಿಯಂತ್ರಣಕ್ಕೆ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಸುರಕ್ಷತಾ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಅನೇಕ ಮಾರ್ಗದರ್ಶನಗಳು ಇತ್ಯಾದಿಗಳ ಜಾರಿ ಮತ್ತು ಪ್ರಕಟಣೆಗೆ ನಾಂದಿಯಾಗಿರುತ್ತದೆ.
ಭಾರತ ಸರ್ಕಾರದ ಪರಿಸರ ಮತ್ತು ಅರಣ್ಯ ಇಲಾಖೆಯು ಡಿಸೆಂಬರ್ 04, 1998ರ ಅಪರಾಹ್ನ 3.30ಕ್ಕೆ ಎಫ್ ಐಸಿಸಿಐ, ತಾನ್‌ಸೇನ್ ಮಾರ್ಗ್ ನವದೆಹಲಿಯಲ್ಲಿ ಭೋಪಾಲ್ ದುರಂತದ ನಂತರದ ಪರಿಣಾಮಗಳ ಪರಿಶೀಲನೆ ಮತ್ತು ಸರ್ಕಾರಗಳು ವಿವಿಧ ಮಟ್ಟದಲ್ಲಿ ತೆಗೆದುಕೊಂಡ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಪರಿಶೀಲಿಸಲು ಮಾನ್ಯ ಪರಿಸರ ಮತ್ತು ಅರಣ್ಯ ಸಚಿವರಾದ ಶ್ರೀ ಸುರೇಶ್ ಪಿ ಪ್ರಭುರವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಜರುಗಿದ ಸಭೆಯಲ್ಲಿ ಪ್ರತೀ ವರ್ಷ 04ನೇ ಡಿಸೆಂಬರ್ ಅನ್ನು ರಾಸಾಯನಿಕ ದುರಂತರ ನಿವಾರಣಾ ದಿನವನ್ನಾಗಿ ರಾಷ್ಟ್ರ್ರದಾದ್ಯಂತ ದುರಂತಗಳ ನಿಯಂತ್ರಣ ಕುರಿತು ಹೆಚ್ಚು ಪ್ರಾಮುಖ್ಯತೆ ನೀಡಿ ಆಚರಿಸಲು ಸಮ್ಮತಿಸಲಾಯಿತು.
ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಪ್ರತೀ ವರ್ಷ ಡಿಸೆಂಬರ್ 04 ರಂದು ರಾಸಾಯನಿಕ ದುರಂತ ನಿವಾರಣಾ ದಿನವನ್ನಾಗಿ ಆಚರಿಸುವುದು ಪರಿಪಾಠವಾಗಿರುತ್ತದೆ. ಈ ದಿನವನ್ನು ಹೆಚ್ಚು ಅರ್ಥಪೂರ್ಣವಾಗಿ ಆಚರಿಸಲು ರಾಜ್ಯ ಸರ್ಕಾರಗಳಿಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರವು ಸಲಹೆಯನ್ನು ನೀಡಿರುತ್ತದೆ.
ರಾಸಾಯನಿಕ ವಿಪತ್ತು ನಿವಾರಣಾ ದಿನದ ಆಚರಣೆಯ ಉದ್ದೇಶ :
ಅಪಾಯಕಾರಿ ರಾಸಾಯನಿಕಗಳ ವಸ್ತುಗಳ ಉಪಯೋಗವನ್ನು ಕನಿಷ್ಟಗೊಳಿಸುವುದು, ಅವಶ್ಯವಿದ್ದಲ್ಲಿ ಸುರಕ್ಷ ಮತ್ತು ಪರಿಸರ ಸ್ನೇಹಿ ರಾಸಾಯನಿಕ ವಸ್ತುಗಳನ್ನು ಉಪಯೋಗಿಸುವುದು, ಸದೃಡ ಮತ್ತು ಸುರಕ್ಷಿತವಾದ ಕಾರ್ಯಾಚರಣೆ, ಕ್ರಮಬದ್ಧವಾದ ಉಪಕರಣಗಳನ್ನು, ಅಪಾಯಗಳ ನಿಯಂತ್ರಣದ ಕ್ರಮಗಳು ಮತ್ತು ತುರ್ತು ನಿರ್ವಹಣೆಯ ಕ್ರಮಗಳನ್ನು ಆಳವಡಿಸಿಕೊಳ್ಳುವುದು,
ಅಪಾಯಕಾರಿ ರಾಸಾಯನಿಕೆಗಳನ್ನು ವಸ್ತುಗಳನ್ನು ತಯಾರಿಸುವ, ಶೇಖರಿಸುವ ಉಪಯೋಗಿಸುವ ಮತ್ತು ಸಾಗಾಣಿಕೆ ಮಾಡುವ ಉದ್ದಿಮೆದಾರರಲ್ಲಿ ಮತ್ತು ಕೈಗಾರಿಕೆಗಳಿಗೆ ಸುರಕ್ಷತೆಯ ಬಗ್ಗೆ ತಿಳುವಳಿಕೆಯನ್ನು ನಿಖರವಾಗಿ ಮೂಡಿಸುವುದು.
ದುರಂತದಿಂದ ಮನುಷ್ಯನಿಗೆ ಸಂಬವಿಸುವ ಮಾನವರ ನೋವು ಮತ್ತು ನಷ್ಟಗಳನ್ನು ಕನಿಷ್ಟಗೊಳಿಸುವ ಹಾಗೂ ಪರಿಣಾಮಕಾರಿಯಾಗಿ ತುರ್ತು ಸ್ಥಿತಿಗಳನ್ನು ನಿಭಾಯಿಸುವ ಕುರಿತು ಕೆಲಸಗಾರರನ್ನು ಸಿದ್ಧಗೊಳಿಸುವುದು.
ಆಡಳಿತ ವರ್ಗದವರಿಗೆ ವಿಪತ್ತುಗಳ ನಿವಾರಣೆಯಲ್ಲಿ ಅವರ ಜವಾಬ್ದಾರಿ ಮತ್ತು ಪಾತ್ರಗಳು, ಕೆಲಸಗಾರರಿಗೆ ತರಬೇತಿ ನೀಡುವ ಪ್ರಾಮುಖ್ಯತೆ ಮತ್ತು ಸಾರ್ವಜನಿಕ ತಿಳುವಳಿಕೆ ಮೂಡಿಸುವ ಬಗ್ಗೆ ಅರಿವು ಮೂಡಿಸುವುದು.
ಸರ್ಕಾರಕ್ಕೆ ರಾಸಾಯನಿಕ ತುರ್ತು ಸ್ಥಿತಿಗಳನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ನಿಭಾಯಿಸುವ ಮತ್ತು ನಿಯತಕಾಲಿಕವಾಗಿ ನಿಗಾ ವಹಿಸುವ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ನಡೆಸಲು ಸಹಾಯ ಮಾಡುವುದು.
ಜಿಲ್ಲಾಡಳಿತದ ಎಲ್ಲಾ ಭಾಗೀದಾರರಿಗೆ ಜಿಲ್ಲೆಯಲ್ಲಿನ ಅಪಾಯಗಳು, ನಿರ್ವಹಿಸುವ ವಿಧಾನ ಲಭ್ಯವಿರುವ ಸಂಪನ್ಮೂಲ ಇತ್ಯಾದಿಗಳ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡುವುದು.
ಅಪಾಯಕಾರಿ ಕೈಗಾರಿಕೆಗಳ ಸುತ್ತುಮುತ್ತಲಿನ ವಾಸಿಸುವ ನಿವಾಸಿಗಳಿಗೆ ಕಾರ್ಖಾನೆಯಿಂದ ಉಂಟಾಗಬಹುದಾದ ಅಪಾಯ ಮತ್ತು ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಸುರಕ್ಷತಾ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಅರಿವು ಮೂಡಿಸುವುದು.
ಪ್ರಸ್ತುತ ಪರಿಸ್ಥಿತಿಯಲ್ಲ್ಲಿ ರಾಜ್ಯದಲ್ಲಿನ ಎಲ್ಲಾ ಕೈಗಾರಿಕೆಗಳಿಗೂ ದುರಂತಗಳ ನಿಯಂತ್ರಣ ಮತ್ತು ಮರುಕಳಿದಂತೆ ಅಗತ್ಯ ಕ್ರಮಗಳ ನಿರಂತರ ಅನುಷ್ಟಾನದ ಬಗ್ಗೆ ಪರಿಣಾಮಕಾರಿ ಸಂದೇಶವನ್ನು ನೀಡುವ ಅಗತ್ಯವಿರುತ್ತದೆ. ಕರ್ನಾಟಕ ರಾಜ್ಯದಲ್ಲಿ 1072 ಅಪಾಯಕಾರಿ ಕಾರ್ಖಾನೆಗಳಿದ್ದು, ಅವುಗಳಲ್ಲಿ 72 ಕಾರ್ಖಾನೆಗಳು ಅತೀ ಅಪಾಯಕಾರಿ ಕಾರ್ಖಾನೆಗಳೆಂದು ವರ್ಗೀಕರಣಕೊಂಡು, 16 ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಆಸ್ತಿತ್ವದಲ್ಲಿರುತ್ತದೆ. ಈ 1072 ಕಾರ್ಖಾನೆಗಳಲ್ಲಿ 224 ಔಷದ ಮತ್ತು ರಾಸಾಯನಿಕ ಕಾರ್ಖಾನೆಗಳಿರುತ್ತವೆ.
ಕಾರ್ಖಾನೆಗಳು, ಬಾಯ್ಲರುಗಳು, ಕೈಗಾರಿಕಾ ಸುರಕ್ಷತೆ ಮತ್ತು ಸ್ವಾಸ್ಥ್ಯ ಇಲಾಖೆ ರಾಸಾಯನಿಕ ದುರಂತಗಳನ್ನು ನಿಯಂತ್ರಿಸುವಲ್ಲಿ ಅನೇಕ ವಿಚಾರ ಸಂಕಿರಣ, ವಿಚಾರಗೋಷ್ಟಿ, ಕಾರ್ಯಾಗಾರ ಮತ್ತು ಸಂವಾದ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ನಿಯತಕಾಲಿಕವಾಗಿ ಹಮ್ಮಿಕೊಳ್ಳುತ್ತಿದೆ. ಅಲ್ಲದೇ ರಾಸಾಯನಿಕ ವಿಪತ್ತು ನಿವಾರಣಾ ದಿನವನ್ನು ಪ್ರತೀ ವರ್ಷ ಡಿಸೆಂಬರ್ 04 ರಂದು ಹೆಚ್ಚು ಉಪಯುಕ್ತವಾಗಿ ಏರ್ಪಡಿಸುತ್ತಿದೆ. ಈ ವರ್ಷವು ಸಹ ಇಲಾಖೆಯು ಅತೀ ಅಪಾಯಕಾರಿ ಕಾರ್ಖಾನೆಗಳಲ್ಲಿ ಜಿಲ್ಲಾಡಳಿತ ಮತ್ತು ಇತರೆ ತುರ್ತು ಪ್ರಾಧಿಕಾರಗಳ ಸಹಯೋಗದಲ್ಲಿ ಅಪಾಯಕಾರಿ ಕೈಗಾರಿಕೆಗಳಲ್ಲಿ ಮಾಕ್ ಡ್ರಿಲ್ ಗಳನ್ನು, ಕೈಗಾರಿಕೆಗಳ ಸುತ್ತುಮುತ್ತಲಿಕ ಸಾರ್ವಜನಿಕರಿಗೆ ತಿಳುವಳಿಕಾ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಹಮ್ಮಿಕೊಂಡಿದೆ. ಇದರ ಜೊತೆಗೆ ಒಂದು ದಿನದ“Prevention of Industrial / Chemical Disasters in Pharmaceutical and Fine Chemical Industries” ಎಂಬ ವಿಷಯದ ಶೀರ್ಷಿಕೆಯಲ್ಲಿ ವಿಚಾರ ಸಂಕಿರಣವನ್ನು ಚಾನ್ಸರಿ ಹಾಲ್, ಹೋಟಲ್ ಏಟ್ರಿಯಾ, ಅರಮನೆ ರಸ್ತೆ, ಬೆಂಗಳೂರು-560001 ನಲ್ಲಿ ಹಮ್ಮಿಕೊಂಡಿರುತ್ತದೆ. ಈ ವಿಚಾರ ಸಂಕಿರಣಕ್ಕೆ ಸುಮಾರು 150 ಪ್ರತಿನಿಧಿಗಳು ರಾಜ್ಯದ ಔಷದ ಮತ್ತು ರಾಸಾಯನಿಕ ಕಾರ್ಖಾನೆಗಳಿಂದ ಹಾಜರಾಗುವ ಸಾಧ್ಯತೆಗಳಿರುತ್ತವೆ. ಹೋಟಲ್ ಏಟ್ರಿಯಾದಲ್ಲಿ ಆಯೋಜಿಸಿರುವ ಒಂದು ದಿನದ ವಿಚಾರ ಸಂಕಿರಣವನ್ನು ಸನ್ಮಾನ್ಯ ರಾಜ್ಯ ಕಾರ್ಮಿಕ ಸಚಿವರಾದ ಶ್ರೀ. ಪಿ. ಟಿ. ಪರಮೇಶ್ವರ ನಾಯಕ್ ಉದ್ಘಾಟಿಸುತ್ತಿದ್ದು, ಈ ಉದ್ಘಾಟನಾ ಸಮಾರಂಭದ ಅಧ್ಯಕ್ಷತೆಯನ್ನು ಶ್ರೀ. ಪಿ. ಬಿ. ರಾಮಮೂರ್ತಿ, ಭಾ.ಅ.ಸೇ., ಸರ್ಕಾರದ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ, ಕಾರ್ಮಿಕ ಇಲಾಖೆ, ಕರ್ನಾಟಕ ಸರ್ಕಾರ ರವರು ವಹಿಸುತ್ತಿದ್ದಾರೆ ಹಾಗೂ ಡಾ: ಕಿರಣ್ ಮಜುಂದಾರ್ ಷಾ, ಅಧ್ಯಕ್ಷರು ಮತ್ತು ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರು, ಮೆ. ಬಯೋಕಾನ್ ಲಿಮಿಟೆಡ್, ಬೆಂಗಳೂರು, ಇವರು ಮುಖ್ಯ ಅತಿಥಿಗಳಾಗಿದ್ದ್ದಾರೆ.(ಅಮಂತ್ರಣ ಪತ್ರಿಕೆಯನ್ನು ಲಗತ್ತಿಸಲಾಗಿರುತ್ತದೆ).
ಈ ವಿಚಾರ ಸಂಕಿರಣಕ್ಕೆ ಔಷದ ಮತ್ತು ರಾಸಾಯನಿಕ ಕಾರ್ಖಾನೆಗಳ, ಪ್ಲಾಂಟ್ ವಿನ್ಯಾಸಗಾರರು (ಡಿಸೈನರ್ಸ್) ಹಾಗೂ ಆರ್ & ಡಿ ಯಲ್ಲಿನ ಕ್ಷೇತ್ರ ಪರಿಣಿತರು ಮತ್ತು ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು, ಸಂಪನ್ಮೂಲ ವ್ಯಕ್ತಿಗಳಾಗಿರುತ್ತಾರೆ. ಈ ವಿಚಾರ ಸಂಕಿರಣದಲ್ಲಿ ಭಾಗವಹಿಸುವ ಪ್ರತಿನಿಧಿಗಳಿಗೆ ರಾಸಾಯನಿಕ ದುರಂತಗಳ ವಿವಿಧ ಮೂಲ ಹಾಗೂ ದೃಷ್ಟಿಕೋನಗಳು ಇತ್ತೀಚಿನ ತಾಂತ್ರಿಕತೆ, ಬೆಳವಣಿಗೆ ಮತ್ತು ಉಪಕರಣಗಳು, ರಾಸಾಯನಿಕ ವಸ್ತುಗಳ ಉತ್ಪನ್ನಗಳು, ಸಂಸ್ಕರಣೆ, ಶೇಖರಣೆ ಮತ್ತು ಉಪಯೋಗಿಸುವ ಕಾರ್ಖಾನೆಗಳಲ್ಲಿನ ಉತ್ತಮ ಅಭ್ಯಾಸ / ಪರಿಪಾಠಗಳು ಇತ್ಯಾದಿ ವಿಷಯಗಳನ್ನು ಕುರಿತಂತೆ ಪರಿಣಿತ ಉಪನ್ಯಾಸಕರಿಂದ ಅನುಭವ ಮತ್ತು ಯೋಚನೆಗಳನ್ನು ವಿನಿಮಯಮಾಡುವ ವೇದಿಕೆಯನ್ನು ಸೃಷ್ಟಿಸಲಾಗಿದೆ. ಮುಂದುವರೆದು ಈ ವೇದಿಕೆಯು ಪ್ರತಿನಿಧಿಗಳ ಪರಿಣಿತಿ ಜ್ಞಾನ, ಅಪಾಯಕಾರಿ ರಾಸಾಯನಿಕ ವಸ್ತುಗಳ ಉತ್ಪನ್ನಗಳು ನಿರ್ವಹಣೆಯಲ್ಲಿ, ರಾಸಾಯನಿಕ ದುರಂತ/ ಅಪಘಾತಗಳು ತಡೆಗಟ್ಟುವ ಕುರಿತ್ತು ಹಾಗು ಇತ್ತೀಚಿನ ಅಂತರ ರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ತಾಂತ್ರಿಕತೆ ಕುರಿತು ಬೆಳಕು ಚೆಲ್ಲುವಲ್ಲಿ ಅವಕಾಶ ಕಲ್ಪಿಸಿದೆ.
