Lafarge Tanzania is seeking to recruit highly motivated Quarry Geologist, to be based in Mbeya Plant. in a permanent employment contract.

Roles and Responsibilities
All quarry activities of lime stone, pozzolana, sandstone, clay and/or other materials, as will be reqUired. The activities includes overburden removal and dumps formations, construction of roadways and ramps, rock drilling and sampling, rock blasting and all preparations required for safe and proper excavation, loading and haulage of materials from the quarries to the plant.
All activities of crushing and stockpiling, of limestone, pozzolana, sandstone, clay, coal and/or other materials at the respective stockpiles areas, materials storage shed and the reclaimer shed, and as will be required.

Qualification
Education: Bachelor Degree In geology from any reputed university. Possess at least one to two years working experience in similar job.
Technical Competencies /Additional Skills:
Knowledge of Geotechnical issues.
Good understanding of exploration/pitting activity related to mining of cement raw materials.
Good knowledge of Heavy Mobile Equipment operation. Good understanding of surface drilling and blasting activities.
Registration with ERB.
Good knowledge of Microsoft office package. Mine planning Software skills will be an advantage.
Having knowledge of costs in decision making, and planning and problem solving skills. Good communication skills, written and spoken English.

Qualification

Background
Tanzania has held four credible general elections since the reintroduction of multi-party politics in 1992. Citizens and the government are eager to maintain this track record and to further strengthen democratic practice in Tanzania. Looking to the 2015 general election, government has undertaken early and comprehensive preparations for the electoral processes. Since receipt of official requests for UN assistance to the election cycle leading to the 2015 general election from the National Election Commission and Zanzibar Electoral Commission, a UN Needs Assessment Mission recommended the development of a project in support of the national efforts.

In addition, in 2014 the United Republic of Tanzania will likely conduct a first national referendum on a new constitution. The National Election Management Bodies (EMBs) and other stakeholders in preparing for these critical events have requested the support of UNDP to provide technical support to the preparation and execution of the referendum.

To these ends, the Democratic Empowerment Project (DEP) is a four year (2013-2016) UNDP, UN One Fund and other donor-funded project with the overall aim of contributing to Tanzania’s UNDAP’s Outcome 7: i.e. “key institutions of democracy, (i.e. EMBs, etc.) effectively implement their election and political functions”. UN Women and UNESCO are implementing partners in a One UN Country Team context.

Voter Registration is anticipated to commence in January on the mainland, a registration of all eligible Tanzanians, anticipated to be about 20 million persons. A second round of Voter Registration is anticipated in the second half of 2015 in the buildup to elections in October 2015. The first priority is to develop and deliver Voter Education for Voter Registration and then VE for the election program. Support will also be provided to the Zanzibar Electoral Commission for a second round of Voter Registration in early 2015 and for the elections in October 2015.

Duties and Responsibilities
• A detailed inception report that shows the proposed approach, work plan, and methodology of approach for Voter Registration;
• Identify members of Voter Education Co-ordination Committee and schedule of meeting for mainland and Zanzibar;
• Draft initial report on activities to be undertaken and ToR for these activities;
• A detailed report that shows the proposed approach, work plan, and methodology of approach for Election Voter Education;
• Submit final report on activities and recommendations for capacity building to NEC and ZEC.

Duties and Responsibilities
Responsibilities:
Under the direct supervision of the Leader of the WATSAN Unit, the Project Manager will oversee implementation of tasks under an Agreement between European Investment Bank (EIB) and UN-Habitat on the Sanitation in Informal Settlements and Schools WASH components of the LVWATSAN –Mwanza project. S/He will also work in close collaboration with the Project Management and Master Planning consultants on the project, the main institutional stakeholders (viz., Mwauwasa, the Mwanza Municipal/Illemella City Council) and other project partners. Specifically, the Project Manager will undertake the ff:
Facilitation and set-up of Management and Coordination bodies and Stakeholder Engagement Process:
• Assist prepare and operationalize an MoU between MWAUWASA and the Mwanza City/Illemella Municipal Councils; Facilitate the set-up of: a Sanitation Project Committee; a Sanitation Task Force (STF) for the project; and other specific mechanisms/bodies for the project;
• Oversee the WASH National Project Officer to: prepare and facilitate adoption of a stakeholder engagement plan; set up and operationalize Multi Stakeholder Forums (MSFs) in the towns for the project;
• Collaborate with the project team to procure relevant implementation oriented NGO(s) for community self-enumeration and mobilization
Programme Management of the Sanitation Investments in Mwanza:
• Cooperate with the institutional stakeholders to identify 3 priority communities for pilot sanitation interventions and an initial group of schools for improved school WASH;
• Introduce LVWATSAN experience, regional/international best practice for non-standard sanitation solutions;
• Collaborate with MWAUWASA to supervise the Master Plan consultant to: Plan and prepare engineering designs and procurement plan for the sanitation pilots; Prepare a Design Manual for sanitation in schools, public places and low income/informal areas; Prepare detailed sanitation strategy/implementation plan for the city of Mwanza;
• Provide advice on baseline surveys, master planning and long term investment planning; v) Explore and establish business models for sanitation;
• Lead the STF to manage the sanitation investments; vii) Track and record lessons during implementation;
• Assist the PMU/sanitation project team select consultants for surveys, designs and tender documents for the target locations, and works supervision;
• Advise MWAUWASA/PMU on procurement strategies, and engagement of partner(s)/contractors for small work contracts
Capacity Building for Sanitation Planning and Delivery, Reporting and information dissemination:
• Appraise the potential sanitation capacity and awareness gaps in the city level institutions and community structures;
• Organize on-the-job training and workshops for MWAUWASA, City authorities and MoW in sanitation planning, implementation and community engagement;
• Develop hygiene education and awareness promotion in the communities and schools;
• Assist organize and implement arrangements for post project sustainable operations and maintenance;
• Organize dissemination of lessons from the project to relevant stakeholders;
• Oversee sub-contracts to specific local experts and NGOs for sanitation delivery in consultation with EIB;
• Collaborate with MWAUWASA to undertake a Mid-term/Final Review and update the Sanitation Design Manual and Sanitation Strategy;
• Oversee the preparation of all project/technical reports, publications and other publicity Documents.

• Assist with consultations/meetings/activities to develop and operationalize project implementation strategies;
• Participate in preparing related work programme and budget documents;
• Contribute to baseline surveys and information gathering to inform project monitoring and evaluation; iii) Contribute fully in outreach and TCB activities;
• Work with the project team to provide substantive guidance to the main institutional stakeholders on the project;
• Assist with UN-Habitat WASH partnership and networking on the project;

Collaborate substantively on all aspects of the Stakeholder Engagement process:
• Work with key stakeholders and assist to develop, implement and evaluate the assigned project activities;
• Manage the implementation of the Stakeholder Engagement Plan (SEP) in the informal settlements including establishing and operationalizing Multi Stakeholder forums;
• Collaborate with the project team to identify three pilot areas and schools to demonstrate feasible sanitation solutions;
• Coordinate and mobilize stakeholder sensitization and awareness raising through the MSFs and city authorities;
• Assist to enhance local capacity in the beneficiary communities to sustainably manage the WATSAN facilities to be put in place;
• Assist to integrate lessons from the project to inform sector policy and practices in low income settlements;
Assistance to the Sanitation Task Manager in following up on Project Management issues:
• Substantively contribute to measures to mainstream cross cutting issues (e.g. gender, youth, pollution/climate change and human rights) in the project activities;
• Participate in monitoring emerging needs during implementation and offer assistance in meeting those needs;
• Assist identify alternative actions, design and implement proposals for these actions;
• Provide inputs during reviews of the work plan
• Provide inputs to periodic progress assessments, mid-term review and final evaluation of the project;
• Undertake any other duties within the incumbent's area of competence as requested by the Sanitation Task Manager, Leader of the Water and Sanitation Unit and the Coordinator of the UBSB.

Required Skills and Experience
Education
• A post graduate university degree (Master’s degree or equivalent) in Social Sciences, Economics or Environmental Sciences with relevant experience in community-based water and sanitation projects relevant to development and management of human settlements;
• A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience
• Candidates must have at least five (5) years of professional working experience on the design and implementation of gender sensitive and community based WATSAN projects with demonstrated skills in community mobilization, formulation and implementation of stakeholder engagement processes in urban contexts.
Language
• English and French are the working languages of the United Nations Secretariat;
• For the post advertised, fluency in spoken and written English and Kiswahili is required;
• Knowledge of a second UN language is an advantage.

Background

Tanzania has held four credible general elections since the reintroduction of multi-party politics in 1992. Citizens and the government are eager to maintain this track record and to further strengthen democratic practice in Tanzania. Looking to the 2015 general election, government has undertaken early and comprehensive preparations for the electoral processes. Since receipt of official requests for UN assistance to the election cycle leading to the 2015 general election from the National Election Commission and Zanzibar Electoral Commission, a UN Needs Assessment Mission recommended the development of a project in support of the national efforts.
In addition, in 2014 the United Republic of Tanzania will likely conduct a first national referendum on a new constitution. The national Election Management Bodies (EMBs) and other stakeholders in preparing for these critical events have requested the support of UNDP to provide technical support to the preparation and execution of the referendum.
To these ends, the Democratic Empowerment Project (DEP) is a four year (2013-2016) UNDP, UN One Fund and other donor-funded project with the overall aim of contributing to Tanzania’s UNDAP’s Outcome 7: i.e. “key institutions of democracy, (i.e. EMBs, etc.) effectively implement their election and political functions”. UN Women and UNESCO are implementing partners in a One UN Country Team context.

Duties and Responsibilities
• Design, oversee and implement a strategy and work plans to promote an improved framework for EMB-political party collaboration and better engagement of political parties with the 2015 elections and beyond;
• Provide day-to-day management and implementation of DEP’s activities on political party support;
• Support the creation of consultative forum between the EMBs (NEC and ZEC) and political parties to engender dialogue and regular exchange of information on the electoral process;
• Establish and maintain close working relationships with political parties and EMBs to ensure broad-based support and consensus on DEP activities on political party support. In cooperation with NEC and ZEC, support the organisation of training seminars and develop materials to enhance political party knowledge of election laws as they relate to voter registration, campaign strategies, voting and election results transmission, and other critical issues including inclusive participation and conflict mitigation;
• Oversee, monitor and foster quality assurance with regard to the work of the specialised agency/organisation that will be contracted by DEP to undertake training and capacity building for political parties on their engagement with the electoral process.
• Assist NEC and ZEC in updating and publicizing the existing Political Party Code of Conduct;
• Provide advice to DEP on international best practice concerning election assistance to political parties;
• Collaborate with UN Women to implement ongoing DEP initiatives to promote the role of women, youth and People with Disabilities (PWDs) within political parties;
• Collaborate closely with relevant DEP staff to support mainstreaming of gender and social inclusion in political party support. Draft accurate and timely reports that detail progress on activity implementation and provide analysis of political party aspirations and concerns regarding the electoral process;
• Performs any other duties as assigned by the Election Management Specialist.
