Tanzania Red Cross Society (TRCS) is an independent voluntary humanitarian organization. As part of the International Red Cross Movement, the society is established in Tanzania by an Act of Parliament to supplement public authorities in humanitarian work. Its major activities are in the areas of Community/Public Health, Disaster Management and Dissemination of the International Humanitarian Law and humanitarian ideals.

To implement its activities, the Society draws support largely from its international collaborators. The Society has recently received funding from the U. S. Centre for Disease Control and Prevention (CDC) to implement Blood Safety Integrated with Community Based HIV/AIDS Services (CBHS). The program includes Home Based Counseling and Testing (HBCT) and addressing social needs of Orphans and Vulnerable Children (OVC).

1. POSITION TITLE: HIV TECHNICAL ADVISOR (1)

Location: Dar es Salaam, Tanzania
Reports To: Director of Health services
Project End Date: One year but renewable.

Job Summary ;
The HIV Technical Advisor is responsible for provision of technical inputs in the planning, budgeting, coordinating, implementing, and monitoring of Tanzania Red Cross community HIV program activities. . He/she will provide technical advice in the field of Prevention, community based care and support of PLHIV and most vulnerable children including home-based counseling. Essential responsibilities of the job will include: timely and successful technical input for leading program strategies and their translation into implementable activities. The incumbent will work closely with the Project Manager and M&E staff in the production of quality donor deliverables including continuation applications, required periodic progress reports, documentation of program implementation processes He/she will keep abreast of HIV/AIDS program and policy developments nationally and internationally, Represent TRCS in government and partners’ technical meetings. The HIV/AIDS Technical Advisor works closely with NACP or RCHS/MOHSW, CDC/Tanzania, and other implementing partners.

Key Responsibilities
. Provide technical inputs in project design, implementation and attendant work plans and budgets to ensure timely and successful implementation of HIV/AIDS project strategies and activities.
• Lead the develop of technical tools and approaches to address gaps and deficiencies identified in program performance
• Provide leadership in the periodic revision and updating of I.E.C and other CBHS/OVC/HBCT, institutional capacity strengthening/training materials
• Provide strategic direction of Project activities. Update the Project strategic plan, ensuring that programmatic directions are technically sound, evidence-based and consistent with National priorities.
• Work with the Programs Department to ensure that project performance objectives and mandated deliverables such as technical activities, annual work plans and programmatic/financial/technical reports are carried out in a timely fashion and meet the highest quality standards.
• Lead the development of training curricula, national and Red Cross internal guidelines, and job aides to improve the quality of provision of CBHS, OVC and home-based counseling. This work will be done in collaboration with the Programs department and will involve close consultation with regional managers and the MOHSW. This work will draw on the most recent national and internationally accepted practices.
• Collaborate with the Programs Department to develop a strategy and technical approach to sustain the CBHS and OVC Project activities beyond the life of the project. Keep abreast of HIV program and policy developments nationwide through attending government and relevant partners’ meetings to raise Red Cross profile as a partner in HIV work in Tanzania.
• Provide technical implementation support to local partners.
• Provide technical input to strengthen relationships between health care facilities and clinics, and the communities they serve to improve quality of care, patient respect and the overall health service delivery environment.
• Build local partner capacity to improve public sector systems and management, and mobilize community resources to expand basic knowledge about healthy family Option B+, safe delivery, HIV prevention, care and treatment, and child health and nutrition, and the need to ensure resilient referral networks and social safety nets.
• Create and guide community-led opportunities for leadership, skills development, advocacy and resource mobilization to sustain community-based health services.
• Document Project achievements for communications materials such as the annual reports, brochures, and website updates.
• In collaboration with Project staff, ensure compliance with TRCS policies and donor contract provisions.
• Cultivate and strengthen positive, productive relationships with CDC and other US agencies. , Local Governments, and HIV/ Implementing partners, and Government ministries to ensure that Tanzania Red Cross Society is consistently viewed as an effective implementing partner in achieving program goals Perform other tasks to ensure effective implementation of the Project as required.

Basic Requirements ;
• Masters degree in public health, social sciences or related field.
• Minimum of 3-5 years of experience implementing health and or social sector
• Demonstrated ability in program design and integrated approaches to community engagement.
• Experience or knowledge of how to work effectively with local, regional and central-level government authorities as well as local partners, civil society and faith-based organizations, and community leaders to build local capacity and carry out social empowerment, income generation and integrated family health care initiatives.
• In-depth knowledge of public and/or private health systems, decentralization of services, and the latest professional developments in HIV Prevention and Care.
• Ability to motivate, mentor and direct all levels of staff while creating a positive team environment.
• Excellent knowledge of the political, social, economic, and cultural context of working within communities in Tanzania.
• Strong presentation skills including the ability to present results and products to CDC and other key stakeholders such as the Ministry of Health.
• Expert computer skills in Microsoft Office Suite applications, especially Word, Excel, PowerPoint and Outlook.
• Must be fluent in written and spoken English and Swahili
• Position requires frequent in-county travel depending upon program needs

2. POSITION TITLE: MONITORING AND EVALUATION MANAGER CBHS (1)

Location: Dar es Salaam
Reports To: Director of Health Services
Project End Date: One year and it is renewable.

Job Purpose ;
The Monitoring and Evaluation (M&E) Manager is responsible for developing, implementing and continuously monitoring the integrated program plans and systems for gathering, reporting and analyzing performance indicators/data. The M&E Manager works closely with the field operations/program officers, Field Managers, NACP or RCHS/MOHSW, CDC/Tanzania, and partners to ensure that performance-monitoring plans are feasible, appropriate and capture adequate scope of CDC funded HBC project in Tanzania.

In collaboration with other M & E program officers will be responsible for project indicator monitoring, ensuring monitoring tools are revised and project staff and implementing partners are properly trained to use them. She/he will continuously advise the project Manager on project status towards achieving set targets.

Key Responsibilities ;
• Conduct update training on integrated service data collection tools
• Participate in the preparation of quarterly and annual service reports
• Receive service data from POs and entering them into the system
• Receive reports from partners and field office, analyze and consolidate into a single quarter report
• Develop M&E plans for proposals for future projects and/or review project proposals from the programmatic M&E perspective
• Develop and review program M&E strategic plans to ensure that selected indicators can realize program targets
• Develop and implement programs and district- level performance monitoring plans, including identification of performance indicators; performance reporting systems; field based technical assistance and monitoring of M&E system; and reporting.
• Work closely with the respective program officers and line manager to ensure that the performance monitoring plans and strategic implementation frameworks are complementary and consistent.
• Participate in the preparation of program reviews, reports and other M&E-related documents for review and approval by line manager and Deputy or Country Representative before their submissions to NACP, MOHSW and CDC.
• Ensure that HBC, NGO, and CBO MIS are compatible with MOHSW/GoT and CDC formats.
• Ensure that all donor and Red Cross requirements related to project M&E are fulfilled in a timely manner
• Read partners and field reports and provide (individual) relevant feedback (HBC, HCT, OVC, FP/RH)
• Provide implementation support to relevant Partners
• Put in place systems for continuous programs implementation monitoring and feedback and make field visits where necessary
• Be part of the Knowledge Management team that will vigorously work to share project learning and other resources from within and without for enhanced organizational effectiveness
• Participate in planning and selection of qualified consultants for M & E related work and critically assess consultant reports and other deliverables

Basic Requirements ;
• Masters level degree (MS or MPH) in demography, statistics or management information systems with a minimum of three years experience in Monitoring and evaluating health programs.
• Thorough knowledge of HI VIA IDS and reproductive health issues, Home based testing and counseling related to effective M&E knowledge of Tanzania public sector, including CBO, FBOs and NGOs.
• Excellent word-processing (word) and spread sheet (excel) skills required.
• Experience in graphics, presentation software and statistical analysis software desirable.
• Demonstrate excellent written and oral English communication Skills.
• Experience in writing proposals, budgets, project documents, and reports.

Job Purpose

4. POSITION TITLE: PROJECT DOCUMENTALIST AND COMMUNICATION OFFICER CBHS (1)

Location: Dar es Salaam
Reports To: Project Manager

Job Purpose;
Supporting Community Based HIV Services (CBHS) and OVC program through identifying, capturing and documenting innovative approaches and best practices for the purposes of disseminating and sharing experiences to promote replication /or scaling-up with different communities.

Tasks and specific duties, Responsibilities and Accountability
• Coordinates the development of an integrated publicity and documentation strategy aligned to the Society’s strategic plan.
• Coordinates the development of information and publicity concerning Health programs to maintain favourable public and stakeholder perceptions of the Society’s
• Work closely with Health team to plans and develops information and publicity materials and implements activities designed to improve understanding and acceptance of the Society’s policies, objectives, strategies and humanitarian services.
• In collaboration with Health team, support in developing IEC materials
• Work closely with regional and district coordinators in Identifying, capturing and documenting innovative approaches and best practices for the purposes of disseminating and sharing experiences to promote replication /or scaling-up with different communities.
• Develop story and events from the field and share with National society PR for publicity in the TRCS web site
• Organizes conferences, workshops, special events and presentations for information purposes.
• Oversees effective implementation of the Society’s public relations and communication policy.
• Provides support to program officers in Regions and Branches by strengthening their capacity to document and provide progress reports of key programs and activities in line with TRCS policies and donor requirements.
• Strengthens collaborative partnerships with stakeholders, particularly government agencies, development partners, NGO’s and private sector organizations to ensure smooth implementation of humanitarian relief program
• Assists in preparing organizational documents such as annual reports, corporate profiles and submissions.

• B/Degree Mass Communication, Journalism, Public Relations or any other related field ( experience in health activities is added advantage )

5. POSITION TITLE: REGIONAL OVC COORDINATOR (1)

Location: Shinyanga Region
Reports To: CBHS Project Manager

Job Purpose.
The Regional OVC coordinator represents Tanzania Red Cross Society in all matters related to the Regional OVC project. S/he is responsible for overall implementation of the project, including work plan development, supervision, oversight of other team members’ work, liaising with local government and coordination with other donors. She/he will supervise the project management team and will have primary responsibility for ensuring that all CBHS implementation regulations are properly followed through the life of the agreement.

Key Responsibilities
• Work very closely with local partners to provide guidance and technical support program implementation
• Provide technical support to partners on resource and facility use
• Assist and collaborate partners in reporting activities and data collection.
• Ensure Program technical and financial reports are produced on time and according to format
• Track and resolve issues and inform supervisor of the problem and solutions taken
• Ensure compliance with Program operating procedures
• Ensure the data is made available to M & E Team, and provides inputs for evaluations
• Linking with pathfinder on joint activities outlined in the contractual work plan as amended from time to time.
• Lead on logistical support to program related activities e.g. training/workshops, travelling etc
• Contributing to project Development initiatives such as proposal development, budgeting and recruitments
• Manage the project Driver cum logistics assistant and other project resources including vehicles, office machinery, and funds as per SC guideline.
• Provide on the ground experience on the implementation of the project, including advice on the project Review scope, coverage, partnership methods and costs.

The Regional coordinator represents Tanzania Red Cross Society in all matters related to the CBHS project. S/he is responsible for overall implementation of the project, including work plan development, supervision, oversight of other team members’ work, liaising with local government and coordination with other donors. She/he will supervise the project management team and will have primary responsibility for ensuring that all CBHS implementation regulations are properly followed through the life of the agreement.

Key Responsibilities
• Supervises the TRCS district coordinators in the region
• Develop, monitor, evaluate and documents CBHS project activities
• In consultation with other partners, organize and schedule technical assistance to CBHS project sites including the local Implementing Partners (IPs) and other community-based organizations (CBOs), and ensure compliance with TRCS requirements in programmatic and financial management of projects
• Prepare and present, in a timely fashion, all project documents, including annual work plans, progress monthly, quarterly and financial reports, and special reports
• Work closely with NACP to facilitate and support collaboration of CBHS activities, including quarterly/semi-annual review meeting
• Ensure the effective management, planning, implementation, financial management and evaluation of CBHS program
• Monitor project accomplishments, including achievement of milestones and status of output indicators, through regular field visits, and take corrective action when necessary to keep the project on course to achieve its objectives
• Liaises with government officials (NACP, Local Government), collaborating agencies, NGOs/CBOs, and donor agencies in the area of HIV/AIDS prevention, care and support services
• Travel within the CBHS project sites as necessary to satisfactorily discharge assigned duties and responsibilities
• Prepare relevant HBC technical papers for dissemination or publication

The District coordinator represents Tanzania Red Cross Society in all matters related to the CBHS project. S/he is responsible for overall implementation of the project, including work plan development, supervision, oversight of other team members’ work, liaising with local government and coordination with other donors. She/he will supervise the project management team and will have primary responsibility for ensuring that all CBHS implementation regulations are properly followed through the life of the agreement.

Key Responsibilities
• Conduct all TRCS activities in the district.
• Develop, monitor, evaluate and documents CBHS project activities
• In consultation with partners, organize and schedule technical assistance to CBHS project sites including the local Implementing Partners (IPs) and other community-based organizations (CBOs), and ensure compliance with TRCS requirements in programmatic and financial management of projects

Job Purpose
The District OVC coordinator represents Tanzania Red Cross Society in all matters related to the District OVC project. S/he is responsible for overall implementation of the project, including work plan development, supervision, oversight of other team members’ work, liaising with local government and coordination with other donors. She/he will supervise the project management team and will have primary responsibility for ensuring that all CBHS implementation regulations are properly followed through the life of the agreement.

• Drives Program staff and officials to meetings, field missions
• Ensure Vehicle Maintenance
• Ensures that the assigned vehicle is compliant with the minimum operating standards and Vehicle Policy requirements.
• Performs minor repairs, arranges for regular maintenance and ensures that the vehicle is kept clean and in good running condition at all times.
• Ensures safety and custody of the vehicle, including tools.
• Ensures availability of all the required documents/supplies including vehicle insurance, registration, logs, office directory, and map of the city/country, first aid kit, and necessary spare parts are in the assigned vehicle.

13. BLOOD DONOR COUNSELOR (1)
Location: Singida, Tanzania
Reports To: Regional Blood Safety Coordinator

Job Purpose
Provide pre and post donation counseling to blood donors in a respectable manner, adhering to confidentiality. Educate blood donors on risk factors.

Maintain records of test results and referrals in accordance with the SOPs. Keep records in order to retrieve requested information in a quickest way. Work in a collaborative team environment in order to meet operational objectives while advancing donor and recipient safety.

Perform all duties and responsibilities in compliance with standard operating procedures, policy and guideline

Key Responsibilities:
• Perform donor TTI risk assessment for suitability through health and physical check; and medical and socio-behavioral assessment using standard donor history questionnaire in a confidential manner.
• Perform pre donation counseling during blood collection sessions to help them make an informed decision on donation.
• Compile and maintain a data base of all low risk blood donation sites
• Develop feedback system for sample test result to and from the zone
• Plan for delivery of results 2 days in a week
• Work closely with the lab attaché for improving the turn-around time for test results
• Conduct post test counseling and refer TTIs positive donors to relevant identified sites
• Ensure proper documentation for donors, samples, blood bags and maintain proper donor care as per recommended guidelines during blood donor drives
• Liaise with the team to set appointments for test results
• In collaboration with donor clerk ensure proper messages are sent to donation sites and blood donors. (thank you messages, reminder for next donation etc)

Job Purpose:
The primarily responsibility for this position is physical blood drawing. He/she works with internal and external stakeholders to provide a pleasant clinical experience while also following guidelines and procedures required by NBTS.

The phlebotomist sets the patient up, draws the blood and assesses the patient during the blood donation and ensures that all the necessary equipment/supplies are prepared for each donation. He/ She collect and prepare blood samples for laboratory testing.
This role also requires file management: noting information on donors is a key part of the process. Adhering to cold chain throughout the process and maintaining quality assurance.

• Ensure all the necessary equipment/supplies are prepared for each donation (checklist)
• Bleed blood donors and ensure that bleeding of donors is done with high quality of professionalism.
