The Ombudsman is conducting a fact-finding investigation regarding the alleged travel perks received by the PNP chief when he went to Las Vegas.
This is the text message of Atty. Mary Rawnsle Lopez, acting director of the agency’s public information and media relation bureau to GMA News when asked for a statement on the reported probe on PNP Chief Ronald dela Rosa.
Dela Rosa admitted Senator Manny Pacquiao paid for the family’s Las Vegas trip to watch the Pacquiao-Vargas fight.

However, Ombudsman Conchita Morales decided to play the spoiler’s role by personally launching a probe into the possibility of a violation of the R.A. 6713 also known as the “Code of Conduct and Ethical Standards for Public Officials and Employees.”
R.A. 6713 is:
AN ACT ESTABLISHING A CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC OFFICIALS AND EMPLOYEES, TO UPHOLD THE TIME-HONORED PRINCIPLE OF PUBLIC OFFICE BEING A PUBLIC TRUST, GRANTING INCENTIVES AND REWARDS FOR EXEMPLARY SERVICE, ENUMERATING PROHIBITED ACTS AND TRANSACTIONS AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES. Dela Rosa maintained there was nothing irregular with the Vegas trip because no public funds were used.
Meanwhile, the Ombudsman’s action has been raising some eyebrows in the social media not just ordinary ‘Juans’ but also from the academe.
Political Science professor Dr. Antonio Contreras of de La Salle University implicitly accuses Ombudsman Conchita Morales of double standard in his Facebook post.
Conching Morales is fast as flash to order that Gen. Bato should be investigated for admitting that he and his family’s trip to the US was funded by Manny Pacquiao.
Yet was all so silent when Mrs. Robredo used a private plane going to Bicol, and traveled to the US and Thailand allegedly financed by contributions from private individuals.
