Congressman Forbes started his professional career as an aide in the

Congressman Forbes has opposed major hate crimes legislation throughout his entire congressional career.  Forbes had voted against the ''Local Hate Crimes Prevention Act of 2007'' while the bill was voted on in the House Judiciary Committee.  Forbes cited that he voted against the legislation because the bill had an improper focus on personal beliefs and protection of select categories rather than focusing on stopping actual criminal conduct and increasing penalties for offenses committed

When the ''Matthew Shepherd Hate Crimes Act of 2009'' was debated, Congressman Forbes again took issue with the legislation
.  Congressman Forbes did not support the 2009 version of the legislation claiming it vaugely defines who gets prosecuted with a hate crimes enhancer under federal law if the offense is towards a member of the gay, lesbian, bi-sexual, and trans-gendered community

Forbes used an example during a House floor speech using the 2009 controversy between former Miss California Carrie Prejean and entertainer Perez Hilton
.  Forbes stated in his floor speech: "had (Hilton) done what he said he would do and stormed that stage and pulled that tiara off (Prejean's) head and inflicted bodily harm when he did it, there would not have been one ounce of protection under this piece of legislation for that young girl."  The Congressman also stated: "but after he did it, if she had in response made a statement back about the very sexual orientation that had led him to his hatred and dislike for her, and if she had responded by slapping him or any physical injury, she would have had the potential of a ten-year federal piece of legislation coming against her," said Forbes
