This position serves as an** Early Childhood Education Specialist** at** Educational & Developmental Intervention Services (EDIS) at the directorate for Medical Services, Naval Hospital Okinawa, Japan.**

First priority consideration will be given to preference eligible veterans.

Second priority consideration will be given to military spouse and family member preference eligibles residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and family members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

### Duties

* Perform detailed evaluation of dependents and make recommendations for treatment.

* Provide cognitive and developmental activities and special instructions to child family.

* Provide written and oral evaluation of response to intervention services.

* Prepare abd organize materials in order to implement daily lesson plans.

* Develop guidelines for in-service training if early intervention staff on best practice as outlines by current research and publications in the field of early intervention.

* Complete initial and periodic health assessment as required by the US Naval Hospital, including maintenance of immunization records an any other annual requirements as required by the US Naval Hospital.

### Qualifications

Basic Requirements: Applicants must possess a Bachelor's degree from an accredited college or university that included or was supplemented by a major study in education or in a subject-matter field appropriate to the position, such as Early Childhood Education.

OR

Possess a combination of education and experience courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the **GS-09**grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: providing Early Intervention Services emphasizing on early identification, diagnosis, evaluation, assessment, and education treatment/intervention of children from birth to 36 months of age with developmental delays/disabilities.

OR

Successfully completed 3-years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

Possess a combination of specialized experience and education that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal 100 percent.

**REQUIREMENTS:**

In accordance with DODI 8500.2 (dated February 6, 2003), this position requires access to DOD Information Technology (IT) assets and therefore mandates a designation of IT Level III with the appropriate back ground investigation with appropriate background investigatin (NAC) commensurate with that level.

Selectee must possess a State issued license/certification in "Special Education/Early Intervention, Infant & Toddler Developmental Specialist, OR Early Childhood Education license in one of the 50 states as a service provider to infants and toddlers with disabilities."

The incumbent's work is active and requires standing, sitting (in chairs or on the floor), and light lifting. -Evaluations may require walking, bending climbing, kneeling, squatting, crawling, jumping, and/or running on a recurring basis.

Sedentary activities include report preparation and attendance at meetings.

The work environment consists of EDIS, the preschool facilities, the child care facilities, the family's home, family child care provider homes, and other early intervention program delivery sites and clinics.

The incumbent is frequently in contact with patients with infectious / communicable diseases and appropriate infection control procedures are utilized.

The incumbent also works in a potentially hostile environment when working with children with traumatic brain injury, children with emotional disturbance, and children with behavioral problems.

Children and families may have acute or chronic illnesses, active infectious diseases (including cytomegalovirus, herpes, toxoplasmosis, tuberculosis, and HIV infection or AIDS) or congenital anomalies.

In accordance with DODI 8500.2 and SECNAV M5510.30, this position requires privileged access to Information Technology (IT) assets and therefore mandates a designation of IT Level II with the appropriate background investigation and security clearance commensurate with IT Level II. Access to IT Level II systems require incumbent to complete a Standard Form (SF) 86 and must be able to maintain a Secret Clearance. A favorable ANACI (Access national Agency Check and Inquiry) background investigation is required for a non-critical sensitive position with access to the network system.
