DoDEA consists of three regions, DoDEA Americas, DoDEA Europe, and DoDEA Pacific and a total of eight school districts located overseas and in the U.S. and its territories. DoDEA provides education to eligible DoD military and civilian dependents from pre-kindergarten through grade 12.

The Instructional Systems Specialist (ISS) having both leadership and professional development expertise, will work as a colleague across and within school(s) to serve as a consultant, coach, collaborator, presenter, and facilitator to support school and teacher implementation of College and Career Ready Standards (CCRS) for teaching and learning. The ISS will focus on school and classroom professional learning to expand and refine the understanding and implementation of CCRS and research-based, innovative practice that yields student achievement.

ISS's are highly accomplished, well-respected, and experienced educators. ISS's must have credibility with leadership and teachers, and the skills to work across the school(s) as well as the skills to coach and mentor one on one, manage several roles in order to oversee the broader professional learning effort in school(s).

### Duties

The Instructional Systems Specialist (ISS) having both leadership and professional development expertise, will work as a colleague across and within school(s) to serve as a consultant, coach, collaborator, presenter, and facilitator to support school in achieving student success.

ISS's are highly accomplished, well-respected, and experienced educators. ISS's must have credibility with leadership and teachers, and the skills to work across the school(s) as well as the skills to coach and mentor one on one, manage several roles in order to oversee the broader professional learning effort in school(s).

**MAJOR DUTIES AND RESPONSIBILITIES:**

*The incumbent's primary focus is to ensure that technology purchased or developed supports the curriculum. The incumbent represents the program at the district level and develops policies that affect all technology integration.

*Assists in assessing the system wide effectiveness of technology use in the classroom including K-12 technology programs. Works laterally with teaching and learning, curriculum, procurement, and IT to ensure that technologies meet policy requirements and the needs of students and teachers.

*Coordinates with curriculum staff to develop agency goals and standards in the specified teaching area(s), including those that support the DoDEA Community Strategic Plan and specifically the DoDEA Technology Plan.

*Integrates data from needs assessments, accreditation reports, and the information gleaned in observation into comprehensive needs statements for the educational technology as a basis for the professional development directly related to the standards-based curricular system.

*Provides input to inform strategic planning in the area of technology support for curricular areas. Identifies training needs in all disciplines with relation to collaboration and effective technology integration.

*Collaborates and trains school-leaders in methods for implementing and maintaining effective instruction and assessment through technology integration both in the existing curriculum and in initiatives for curriculum improvement.

*Presents information on programs and provides reports on technology initiatives to the District Superintendent and field personnel concerning program and curriculum/performance standards, and instructional materials.

*Provides training of District employees on the use of their own workplace technology and support for integration of technologies associated with the various curriculum areas.

*Provides policy guidance for student data privacy, central instructional systems, and acceptable use of technology.

*Facilitates application of acceptable use standards, digital citizenship guidance, and specific policy for instruction on technology related systems.

*Reinforces policy and completes planning for technology hardware and software implementation and training.

*Represents Educational Technology in District meetings as needed relating to the areas of educational expertise.

*Incumbent has Contract Officer Representative responsibilities (COR) for multiple contracts which includes developing Statements of Work, monitoring contracts to ensure technical services are provided; training is provided and ensure materials or products purchased are received in accurate and timely manner.

### Qualifications

**Minimum Education Requirement:**

A Master's degree in the field of **Education is required** for all Instructional System Specialist (ISS) positions.

The course work must have included study in **at least three of the following five areas**:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5. Computers in education and training: Study of the application of computers in education and training.

**Specialized Experience Requirement (5 years):**

Specialized experience is experience gained in teaching, educational research, development of educational materials and aids, educational testing, guidance counseling, educational administration, or comparable activities in an elementary and/or secondary school, which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in PreK-12th grade education and training. **This experience must have been in a content area specific to the ISS position. **

***Professional Licensure/Certification Requirement***

* **A Living Quarters Allowance (LQA) or housing allowance may be provided in addition to salary**. The LQA is provided to eligible employees for leased quarters in lieu of Government provided housing and is intended to cover the average cost of rent, utilities and other allowable expenses. A maximum LQA is established for each post abroad based on the employee's grade, quarter's group and family size. * Locality pay does not apply in the overseas area.
* Locality rates of pay in the Continental United States (CONUS) will not be used for pay setting when transferring to an overseas foreign area.

Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. * **Special Education Services**: DoDEA provides education including special education to children of DoD civilians who are eligible to attend DoDEA Europe and DoDEA Pacific schools.
