About the Agency

This position is located within the N921 division of the Morale, Welfare and Recreation (MWR) Department, Naval Air Facility (NAF) Atsugi, Japan. The incumbent works with other N921 Managers and is responsible for organizing and administering fitness recreational programs and assistance to command’s Physical Readiness Programs. MWR Department is responsible for planning, developing, organizing, marketing, implementing, and evaluating recreation programs. The incumbent’s primary duties are to manage a day-to-day Fitness Program for a military installation consisting of approximately 10,000 Personnel. Program planning must take into consideration diverse ethnic, social, cultural, and economic backgrounds of patrons. The incumbent is a person within the MWR Department that may serve on several committees.

### Duties

Incumbent supervises 25 fitness employees and contractors. Directly plans, reviews, modifies, and assigns work both orally and in writing to fulltime and flex general schedule (GS), non-appropriated fund (NAF), and Local National staff as well as a large number of personal service contractors. Schedules and approves leave. Recommends personnel actions and ensures that they are free from discrimination based on race, color, sex, age, religion, national origin or any other non-merit factors. Provides on the job training to staff on a regular and recurring basis. Supports and complies with all Equal Employment Opportunity (EEO) Programs. Acts as the N921 director in that director’s absence, when required.

Assists with the daily operation of the Fitness Program. Provides information and distributes materials to patrons about the programs or events. Engages with patrons in the facility to assist with proper exercise technique. Prepares documents (i.e. requisitions for supplies and equipment) to meet the needs of the operation. Oversees functions relating to resale activities to include cash handling, daily activity records, as well as inventory control. Prepares and manages all the fitness administrative matters to include but not limited to; briefings, letters of operations, standard operating procedures, special reports, management narratives, after action reports, etc. Maintains close liaison with NAF Atsugi tenant commands in the recruitment of volunteers. Assists the Athletic Facility Manager with researching and procurement of equipment. Provides technical expertise for layout of facility to provide the most effective experience for patrons.

Oversees the execution of events and programs involving fitness and health promotion. Programming should be planned in line with Navy Fitness Standards and Metrics and should consider mission, vision and customer demand. Coordinates with other MWR departments as well as external departments and organizations and ensures they are operating within legal guidelines and that Standard Operating Procedures (SOPs) are used to further enhance the quality of events. Ensures proper after action and post-event reporting are completed for all events. Programs shall include but not be limited to weight loss, group exercise, fitness enhancement/improvement, personal training, nutrition, youth fitness, fitness assessment and general health promotion. Conducts an active public relations and publicity program, using all available media resources. Establishes and maintains a working relationship with other military installations and community organizations to promote and exchange ideas, programs, and customer service. Assists with management of the operations of the fitness centers. Serves as a subject matter expert to Command Fitness Leaders for the Navy Physical Readiness Program. Provides training in Navy Operational Fitness & Fueling Series (NOFFS), Command Fitness Leader (CFL), and MISSION NUTRITION programs as well as any additional, similar programs as directed by the Navy Fitness/Navy Physical Readiness Program. Competently and independently plans, develops, supervises and conducts a diversified fitness program through proper application of fitness principles, concepts and techniques that relate to the specific needs and interests of the military community. Provides fitness training and education at the installation. Assists in designing individualized exercise programs for patrons based on their goals or current fitness status by performing fitness assessments. Performs personal training and instructs group exercise classes as needed. Instructs and demonstrates proper bio-mechanic techniques for the use of all resistance training and cardiovascular exercise equipment. Explains how to properly monitor heart rate and provides basic knowledge of kinesiology as it relates to resistance training and free weight equipment.

### Qualifications

Knowledge gained through relevant experience which enables the employee to competently and independently manage recreation facilities or programs through proper application of the goals, principles, methods and techniques of recreation. Includes evaluating recreation needs and planning, directing, initiating, coordinating and overseeing recreation activities/facilities which promote the physical welfare and social development of participants at a Military Installation serving approximately 10,000 active duty, civilian, and family member personnel.

Knowledge of the wide range of principles, concepts, and techniques of fitness and sports such as would be gained through formal education and extensive experience in effectively planning and conducting fitness and sports programs (e.g. the five components of fitness, human anatomy, exercise principles and techniques, basic nutrition, recreation sports management, etc.).

Ability to exercise all delegated supervisory and managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission.

Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative.

Ability to plan, supervise, evaluate, administer, and conduct a comprehensive fitness program located in one or more fitness centers and multiple outdoor facilities to meet the needs of the total Navy community.

Knowledge of physical fitness programs which includes knowledge of exercise science, strength and conditioning, nutrition, weight loss/control, cardiovascular endurance, exercise requirements and projected results.

Knowledge of anatomy, physiology and Kinesiology as related to exercise and physical fitness and exercise testing and equipment.

Knowledge of a range of activities and services and of participants’ interest and needs, typical of a fitness program which enables the employee to develop and conduct a large, exceptionally diversified program in the specialty area.

Ability to develop plans for facility improvements, interpretation of sporting rules, developing intramural and extramural tournament for navy competition.

Skill in the application and utilization of such knowledge in developing, planning and carrying out a large, comprehensive fitness program which meets, as fully as possible, the needs and desires of a large participating community without detriment to health or safety.

Skill and ability to effectively manage the financial and physical resources involved with the position.

Knowledge of the procurement and accounting systems to ensure that there is quality retail and non-retail equipment and amenities available for resale and gear issue.

Knowledge of internal control (i.e., inventory, cash funds) procedures.

Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a recreation program in a military setting, which enables the employee to plan and conduct a recreation program that supports and contributes to the objectives and mission of the military community.

Skill and ability to effectively advertise/promote events/programs/resale items.

Knowledge of exercise equipment suitable for fitness center and shipboard use and skill in designing fitness spaces.

Knowledge of Navy policies, organization and administration; in-depth knowledge of Navy Recreation/Fitness policies, administration and procedures.

Ability to demonstrate extensive oral and written communication skills. Ability to speak in public forums to both small and large groups of people as well as one-on-one interaction.

Satisfactorily complete all background checks to include National Agency Check with Written Inquiries (NACI) or higher security clearance, if needed.

Must have or be able to obtain and maintain a valid driver’s license.

Must be able to work varied work schedules to include weekends and evenings.

Must possess, or be able to obtain within 1 year of being placed in the position, at a minimum the following four (4) certifications: Command Fitness Leader Certification, Current Fitness Certification from an accredited certifying health and fitness organization, Personal Training Certification, and Cardiopulmonary Resuscitation (CPR) Certification.

Compensation includes base pay, a Post Allowance which is a non-taxable (federal) allowance based on the Japanese yen rate exchange, and a Living Quarters Allowance sufficient to pay for a housing unit within close proximity of the Naval base. You may also ship and/or store your household goods. These and other benefits are available to those personnel hired on an overseas transportation agreement.
