The selectee for this position serves as an Early Childhood Special Educator in the Educational and Developmental Intervention Services Program (EDIS), U.S. Naval Hospital, Yokosuka, Japan.

First priority consideration will be given to preference eligible veterans.

Second priority consideration will be given to military spouse and family member preference eligibles residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and family members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

### Duties

* Perform and interpret detail developmental screenings, initial evaluations and on-going assessments of children birth to three years of age.

* Provide written and oral reports of screening, evaluations, and assessments.

* Plan and direct a comprehensive early childhood special education program.

* Prepare and organize appropriate curriculum and materials in order to implement daily lesson plans.

* Incorporate evaluation, assessment, planning and management procedures, which match the needs of the child /learning with the instructional environment.

* Travel is dependent upon position description and availability of funding. The position may require travel 2- 5 days on a quarterly basis away from the duty location.

Basic Qualification Requirements:

Applicants must possess a degree from an accredited college or university that included or was supplemented by a major study in Special Education or Early Childhood Education with an emphasis in Special Education.

OR

Possess a combination of education and experience courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study.

In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the **GS-09**grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: providing Early Intervention Services emphasizing on early identification, diagnosis, evaluation, assessment, and education treatment/intervention of children from birth to 36 months of age with developmental delays/disabilities; counseling staff and family members; and developing and instructing training and workshops on special education.

OR

Successfully completed 3-years of progressively higher level graduate education leading to a

Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

Possess combination of specialized experience and education that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal 100 percent.

This position has a Selective Placement Factor (screen-out) which will also be used to determine minimum qualifications for this position. Applicants not possessing this Selective Placement Factor will be found ineligible for this position.

The Selective Placement Factor is: Current licensed/certified teacher with emphasis in Early Childhood Special Education in one of the 50 States or U.S. Territories.

**REQUIREMENTS:**

The incumbent's work is active. Evaluations and intervention/treatments require standing, sitting (in chairs and on the floor), light to moderate lifting, walking, bending, climbing, kneeling, squatting, crawling, jumping and/or running, all on a recurring basis.

The incumbent will travel to intervention locations, between EDIS sites, DODDS locations and military treatment facilities, sometimes for extend periods, and work with children and families. Sedentary activities include report preparation and attendance at meetings.

The work environment includes DoD Dependents Schools, hospitals and community facilities and may involve exposure to adverse weather while traveling between sites. Work may require travel away from normal duty station on a quarterly basis to attend conferences or meetings.

The incumbent is frequently in contact with patients having infectious/communicable diseases and appropriate infection and adults with communicable disease could inadvertently result in physical illness to the incumbent.

The incumbent also works in a potentially hostile environment in which exposure to children and adults with behavior disorders or emotional disturbances could inadvertently result in physical injury or harm to the incumbent.

Work hours may include some evening or weekend times in order to be responsive to the unique needs of both the program and eligible families.
