This position is located at the U.S. Naval Hospital (USNH) Yokosuka, Japan.
As a Nurse Consultant, you will be responsible for collecting and submitting reliable data to the American college of Surgery (ACS) National Surgical Quality Improvement Program (NSQIP) at the participating site.
### Duties
* Develop predictive models for mortality and morbidity, using knowledge of regression analysis, O/E ratios (observed number of deaths or complications divided by the expected number) and postoperative complications, along with confidence intervals for the ratios.
* Develop data to bench mark, compare volume, patient risk profiles and risk-adjusted outcomes to the national average and to the averages in their peer group of hospitals.
* Review weekly site accrual report on the website and responding to accrual report alerts.
* Train staff members on TeamSTEPPS within unit, department, and/or at the facility level.
* Present data and surgical quality information to the assigned Command Leadership and various quality councils as requested.

### Qualifications

Basic Requirements: Applicants must possess a degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed AND must possess an active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (Note - Applicants must submit an official or unofficial transcript. Failure to provide the required documents will render not eligible for consideration), OR must be a graduate of a foreign school of professional nursing that has been deemed equivalent to that gained in conventional/accredited U.S. education programs (see http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp for details regarding foreign education equivalency).
In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the **GS-09**grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Clinical screening, compiling data of patient cases within the surgical departments, identifying opportunities for clinical quality improvement, special projects, and performing research and analyzing reports.

Have successfully completed all requirements for a doctoral degree (Ph.D. or equivalent) OR three full years of progressively higher-level graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (NOTE-Graduate level education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled.)

**REQUIREMENTS:**

This position requires a degree in Nursing: Bachelor of Science in Nursing (BSN) preferred.
