The Instructional Systems Specialist (ISS) having both leadership and professional development expertise, will work as a colleague across and within school(s) to serve as a consultant, coach, collaborator, presenter, and facilitator to support school and teacher implementation of College and Career Ready Standards (CCRS) for teaching and learning. The ISS will focus on school and classroom professional learning to expand and refine the understanding and implementation of CCRS and research-based, innovative practice that yields student achievement. ISS's are highly accomplished, well-respected, and experienced educators. ISS's must have credibility with leadership and teachers, and the skills to work across the school(s) as well as the skills to coach and mentor one on one, manage several roles in order to oversee the broader professional learning effort in school(s).

### Duties

The Instructional Systems Specialist (ISS) having both leadership and professional development expertise, will work as a colleague across and within school(s) to serve as a consultant, coach, collaborator, presenter, and facilitator to support school in achieving student success.

ISS's must have credibility with leadership and teachers, and the skills to work across the school(s) as well as the skills to coach and mentor one on one, manage several roles in order to oversee the broader professional learning effort in school(s).

**MAJOR DUTIES:**

**Autism Spectrum Disorder**

Assesses the system wide effectiveness of autism programs by monitoring the implementation of curriculum/performance standards. Develops goals and standards to include those that support the DoDEA Community Strategic Plan. Integrates data from system-wide testing programs, accreditation reports, and supervisory field observations into comprehensive needs statements for the delivery of educational services to students with autism spectrum disorder; directs the systematic review of curriculum, student performance, program standards and methodology for meeting the educational needs of students with autism. Trains administrators, teachers, specialists and other educators, in the methods for implementing and maintaining effective instruction and assessment both in the existing curriculum and in initiatives for curriculum improvement.

Manage and coordinate the school library information center programs and services which includes implementation of information literacy standards, instructional programs, and assessments. Leads the school library integrated systems (ILS) which includes Machine readable cataloging (MARC) creation, MARC item type and location mapping, OPAC (online public access catalog) development, technical specifications, and staff training. Manages and coordinates the school library collection development projects which includes selection, evaluation, acquisition, eBooks, online databases, and technology tools. Works with Superintendents and Principals in understanding and utilizing a well-developed school level collection development plan. Works with Information Specialists to develop localized collection plan to meet the needs of the individual school in support of curriculum standards.

### Qualifications

**Minimum Education Requirement** for ISS

Master's degree in the field of Education is required for all Instructional Systems Specialist (ISS).

***Masters Degree in Special Education or Speech Pathology is required***

The coursework must have included study in at least three of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3. Education evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

**Specialized Experience Requirement (5 years):**

***Autism Spectrum Disorder:***

Specialized experience is **special education experience** gained in teaching, educational research, development of educational materials and aids, educational testing, guidance counseling, educational administration, or comparable activities in an elementary and/or secondary school, which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in PreK-12th grade education and training. This experience must have been in a content area (special education) specific to the ISS position. **This position requires 2 of 5 years of autism experience. **

Specialized experience is **library Information Centers experience**gained in teaching, educational research, development of educational materials and aids, educational testing, guidance counseling, educational administration, or comparable activities in an elementary and/or secondary school, which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in PreK-12th grade education and training. This experience must have been in a content area (special education) specific to the ISS position.

**Autism Spectrum Disorder:**

Requires a current, valid DoDEA teaching certificate or a state teaching certificate that meets current DoDEA standards in any of following: Severely Learning Impaired/Multiple Disabilities (Category 0416-0418); Teacher, Physically Impaired (Category 0419); Teacher, Mildly to Moderately Learning Impaired (Category 0420-0422); Teacher, Moderately to Severely Learning Impaired (Category 0423-0425); Teacher, Emotionally Impaired (Category 0426-0428); Teacher, Preschool Children with Disabilities (Category 0429); Teacher, Hearing Impaired (Category 0470); Teacher, Visually Impaired (Category 0471); or Teacher, Speech/Language Pathology (Category 0472).

Requires a minimum of 12 SH in library/information science distributed over at least four of the following areas: library administration; cataloging and classification; reference; children's or adolescent literature; collection development; selection of print/non-print materials; current issues and trends in information science; and library automation. Also, requires a minimum of 12 SH in technology distributed over at least four of the following areas: computer applications; multimedia/audiovisual production; internet technology; on-line information/services; desktop publishing; network management; distance learning systems; and library automation.

* **A Living Quarters Allowance (LQA) or housing allowance is provided in addition to salary**. The LQA is provided to eligible employees for leased quarters in lieu of Government provided housing and is intended to cover the average cost of rent, utilities and other allowable expenses. A maximum LQA is established for each post abroad based on the employee's grade, quarter's group and family size. * Locality pay does not apply in the overseas area.
* Locality rates of pay in the Continental United States (CONUS) will not be used for pay setting when transferring to an overseas foreign area.

Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. * **Special Education Services**: DoDEA provides education including special education to children of DoD civilians who are eligible to attend DoDEA Europe and DoDEA Pacific schools.
