This position is located at CAMP FOSTER, BEHAVIORAL HEALTH. Candidates selected for this position will serve as the NEW PARENT SUPPORT PROGRAM MANAGER for MCCS.

**INTRODUCTION:**

This position is located within the Navy/Marine Corps Counseling and Advocacy program (CAP), Navy-Marine Corps Family Service Center, MCB Camp S. D. Butler. The incumbent is responsible for providing community outreach and new parent support to enhance the quality of life for troops and community members.

### Duties

**SUMMARY OF DUTIES:**

Serves as Program Manager for the New Parent Support Program (NSPS). Uses a superior level of parenting knowledge and program management expertise to independently oversee delivery of NPSP services. As the installation subject matter expert, provides high-level guidance on New Parent Support and social services programs for new parents. Liaisons with military and civilian agencies to collaborate on services and build positive working relationships.

Provides overall direction, administrative management, and coordination for the NPSP and staff. Oversees establishment and maintenance of: policies and procedures, quality assurance, data collection and analysis, marketing and staff training for new parent educational and support programs that foster skill development, aid in the prevention of child abuse and promote good mental health.

Establishes and implements the philosophy and vision of a coordinated community response to facilitate prevention of child abuse and neglect. Develops an intervention plan with clearly measurable goals for parents based on needs identified by the standard screening instrument, assessment tools, and clinical assessment in collaboration with the family. Determines the frequency and duration of home visits based on assessment results.

Oversees development of parent education programs to: foster skill development in promoting positive parent-child attachment behavior, aid in prevention of child abuse, promote good mental health, and enhance strengths that individual (s) and families bring to the parenting role.

Oversees support services provided via home visits and in a classroom setting designed to provide psychological and educational support and counseling to new parents to include education in: pre-natal care, positive parenting skills, promoting a healthy pregnancy, promoting positive parent-child attachment behaviors, recognizing newborn infant cues/behaviors, and promoting effective couples communication to promote healthy relationships and prevent family violence.

Oversees conduct of clinical assessments of families and children receiving services and collaborates with related agencies to offer appropriate and necessary early intervention services to first-time parents and families at risk.

# Management

Monitors project activities and resources to mitigate risks. Implements or maintains quality assurance processes. Makes improvements, solves problems or takes corrective action when problems arise. Gives presentations or briefings on all aspects of the program. Participates in phased, milestone and final program reviews. Identifies program documentation requirements or procedures. Develops and implements program marketing plans. Assesses program operations. Monitors progress toward organization goals, evaluates and makes adjustments to improve the program.

Identifies problems, determines accuracy and relevance of information, and uses sound judgment to generate and evaluate alternatives and to make recommendations to improve programming. Stays abreast of current methods, metrics, tools and techniques for on-going process improvement. Organizes work, sets priorities and determines resources requirement. Determines short or long term goals and strategies to achieve them. Coordinates with other organizations to accomplish goals. Monitors progress and evaluates outcomes.

Establishes methods and tools to conduct risk assessment and mitigation of risk.

Develops minimum standards governing the program, policy, procedures and personnel. Addresses matters involving: difficult problems, application of new or questionable techniques and methods, needing clarification with higher level supervisor for further explanation and negotiation with the Director. Explains regulatory and legal requirements relevant to problem situations.

Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to insure that changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies.

Coordinates and works closely with installation FAPM. Maintains extensive contact with other program managers and officials of other related agencies and organizations to: resolve problems, negotiate agreements, advise on and render technical assistance in areas such as changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, avoiding duplication in services, identifying gaps in service delivery and developing new or revised curricula and programs for staff development.

### Qualifications

This is a white-collar position where occasional lifting up to 20 lbs may be required.

**BASIC REQUIREMENT:**

A Masters degree from an accredited college or university in social work, behavioral or social science or related discipline. Shall have a current, valid, unrestricted clinical license to practice social work or marriage and family therapy, or licensed Professional Counselor, independently, AND at least 2 years of direct experience in child abuse and/or domestic abuse, or maternal and/or child health

OR

Registered Nurse with a bachelor’s degree in nursing who provides nursing services as part of the NPSP shall have a current nonrestrictive U.S. nursing license to practice nursing; at least 2 years of direct experience in child abuse and/or domestic abuse, maternal and/or child health, community health, or mental health; and shall be supervised by an independent clinician.

**QUALIFICATION REQUIREMENTS:**

1. Knowledge of the military organizational mission, lifestyle, and situation that contributes to family stress, problems, and crisis situations. Familiarity with and skill to follow Department of Defense Instructions, Secretary of the Navy Instructions, Marine Corps Orders, federal and state human services laws and procedures that protect children.
2. Skill to develop and maintain contacts to establish effective relationships with military leaders, civilian employees and managers, and professional points of contact in the related field to exchange information, coordinate services, discuss program problems, develop solutions, and resolve client problems.
3. Skill to supervise qualified licensed mental health providers and registered nurses providing services for expectant parents, adoptive parents, or parents of children 0-5 years of age.
4. Successfully complete a criminal history background check every five years.
