Department Description:
The Technology division manages and supports all aspect of technology delivery across the Bank from maintaining critical systems which underpin the UK economy, to providing big data analytics, implementing comprehensive cyber security programmes, and introducing innovative solutions in support of a digital workplace.
Technology's key objective is to support all other areas of the Bank in achieving our collective mission to promote the good of the people of the UK by maintaining monetary and financial stability. This is achieved through the delivery of appropriate, high performing, resilient solutions and information services across the organisation and externally.
Technology is structured around a simple operating model: Plan-Build-Run-Secure. This model ensures transparency and effectiveness in our delivery, prioritisation and cost base for IT services and promotes close working relationships with colleagues across the Bank so that we can all deliver with pace and agility.
The Domain Lead role sits within the Build division, responsible for the technical design, delivery and support of new business services including development, implementation, and ongoing support of IT applications and infrastructure.
Brief Posting Description:
Domain Leads form the senior management team across the Build division and are accountable for:
Domain Ownership - Act as the primary point of contact for all technologies that fall within a given domain, maintaining effective domain governance, operational excellence and highly available systems, whilst striving to deliver on the Bank's future vision.
Leadership, Teamwork & Communication - Accountable for talent management and career development within the domain, and for ensuring effective relationships are sustained across the wider Technology team, internal and external stakeholders, and any domain partners/suppliers.
Strategic Partner Management - Own the relationship between one or more of the Bank's strategic partners/suppliers in support of the wider technology community.
Contracts & Commercial Capability - Establish robust contracts & commercial capability within the domain; strive to deliver the best value for money by continually looking for improvements/efficiencies across both delivery and operational expenditure.
Technology Strategy - Work closely with Architecture to lead the development, implementation and continual improvement of technologies within the Bank and more specifically, to produce and articulately communicate a clear view of the domain's future strategy - with a view to becoming world class.
Delivery - Support the Chief Programme Officer from both a commercial and development perspective to ensure that all change, whether programmes and projects, or smaller scale releases, are delivered in a timely and cost efficient way, whilst ensuring that they align to both operations and the future domain strategy.
Domain enablement - Ensure effective management of both operations and delivery within the Domain. Implement effective engagement processes, supporting toolsets, and defined metrics to track success. Ensure compliance with key audit, risk, and security policies and procedures throughout the domain.
Key responsibilities/Accountabilities
Domain Leadership - A Domain Lead will typically have 3-7 direct reports, each leading teams of technicians who develop and maintain key components of the overall IT landscape. A domain will typically have 30-70 people directly aligned to it, plus third party partnerships where needed. The Domain Lead is accountable for the performance and results of the domain. Domain Leads form the senior management team with the Build division and effective contribution at this level is a key requirement of the role.
Domain Management & Strategic Partner Management - Leading the performance of the domain and its internal development team and any partners by driving delivery to time, cost and quality. Ensuring alignment between supply and demand and continual improvement of services. The Domain Lead will represent deep technical expertise and demonstrate analytical excellence.
Domain Strategy and Technology Sourcing - Accountable for a domain's technical roadmap, ensuring clear and effective processes are in place to ensure successful delivery. The Domain Lead will be expected to provide specialist advice beyond Divisional and Directorate boundaries. The Domain Lead determines the appropriate sourcing model(s) for the domain, and is accountable for the integration of wider industry best practices and technologies into the Bank's way of working. Key drivers are to re-use, rationalise and reduce complexity within each domain.
Domain Finances, Contracts & Commercial Capability - Primary contact for reviewing contracts, pricing & commercial models against business requirements, and for closing out any gaps. Manage and maintain all aspects of domain finances and drive strategic changes and optimisation to create efficiencies.
Domain Delivery - Responsible for strategic decision making over delivery, engagement models and methodologies to ensure success for the customer. This includes all aspects of resource planning and forecasting, ensuring the domain has appropriate resources, skills, capabilities, and culture to deliver world class service for the Bank.
Domain Operations & Application Maintenance - Support strong operational performance for domain technologies through effective operational support processes. Engage with the Service Managers to enable continuous improvement. Manage the Keep the Lights On investment plan to address obsolescence and other technical risks. Manage domain issues, risks, audit and compliance obligations, and ensure remediation and/or mitigation plans are in place and delivered.
Essential Skills/Competencies
Highly experienced in the management of complex delivery programmes alongside operational support accountabilities.
Proven to be adept at balancing supply (resource capacity) against demand of varying sizes - service support, large scale investment projects, and small change requests.
Previous experience in a senior technical leadership position, including shaping of, and delivery against, a strategic plan.
Direct experience of IT budgetary and financial management.
Strong customer focus and an excellent ability to manage customer relationships; understand requirements and expectations, and translate these into technical deliverables with defined acceptance criteria.
Positive leadership, employee engagement and motivation.
Adept at stakeholder communications, from senior director level briefings through to domain-wide engagement events.
Proven ability to develop and manage partner relationships and large development teams to drive optimum performance.
Experience of leading strategic negotiations to successful outcomes.
Experienced in the full systems/software development life cycle, including selection of the appropriate methodology to deliver successfully through.
A broad and deep understanding of best practice in applying appropriate processes, technologies, and resources to best protect and improve domain solutions. Proven awareness of relevant industry technologies to ensure a strategic vision and direction is maintained within the domain.
Experienced in managing risk, compliance, audit and security obligations, including disaster recovery and business continuity procedures.
Technical Skills and Requirements
Professionally qualified in IT management or with equivalent industry experience.
Significant commercial experience and/or relevant level qualification in vendor management/supply chain management.
Excellent IT, commercial, contract, partner management knowledge and experience.
Deep technical understanding of chosen domain gained through proven delivery of solutions in this space.
Knowledge of ITIL and other industry wide initiatives that promote quality and process improvement.
Proven skills in aligning IT with organisational drivers.
Experience of managing an Application Development, Application Support or Infrastructure Delivery area.
Experience in resource and workload management.
Experience in budget control.
Experience of managing third parties and outsourced services.
Industry awareness to identify improvement opportunities and implement them across the services and processes incorporated within the domain.
General knowledge of all areas of IT Application and Infrastructure.
Detailed understanding of processes and systems within the domain of expertise.
