Power Africa addresses one of the most pressing challenges to sustainable economic growth and development in sub Saharan Africa –access to electrical power. Launched by President Obama in June 2013, Power Africa is working with African governments, the private sector, and other partners to add more than 30,000 megawatts (MW) of cleaner, more efficient electricity generation capacity as well as increase electricity access by adding 60 million new home and business connections throughout all of sub-­Saharan Africa. USAID coordinates the initiative with 11 other agencies and the National Security Council.

Position Summary

MSI is seeking candidates for the full-time/long-term position of Institutional Strengthening and Governance Advisor. This position will provide technical leadership on cross cutting institutional strengthening issues as well as frameworks and facilitation regarding implementing policy change. The position will report to the Chief of Party and manage the work of all cross cutting personnel.

Nigerian citizens are preferred for this position**

Responsibilities

Responsible for institutional strengthening across the project including:

Managing skills transfer agreements between the project and counterpart institutions

Assisting project advisors with coaching and skills to transfer technical expertise

Arranging and managing institutional twinning arrangements, if any, in collaboration with relevant technical advisors

Identifying opportunities for scaling up in collaboration with relevant technical advisors

Assessing institutional capacities and performance with individual organizations and across organizations

Ensuring programs and approaches lead to measurable institutional performance change

Responsible for governance across the project including:

Leading and coordinating policy change across agencies at national or regional level as necessary in collaboration with relevant technical advisors

Leading and coordinating anti-corruption approaches

Provide technical direction for all cross-cutting areas and ensure they are integrated across the project:

Ensuring gender is integrated throughout programs and approaches

Ensuring M&E system coherence and compliance with USAID data requirements

Ensuring training programs are well conceived and implemented

Ensuring communications are effective and timely

Qualifications

Minimum of a Master’s Degree in Organization Development, Human Resource Management, Business Administration, or other relevant applied behavioral science. Minimum seven years professional level experience in Organization Development.

Excellent leadership and influence skills.

Excellent written, verbal and interpersonal communication skills in English.

Preference will be given to candidates with power sector experience.

Nigeria experience preferred.

USAID experience preferred.

Position Summary

Training Specialist will report directly to the project Chief of Party (COP). The position will be responsible for the design of training lesson plans, modules and training guides for all project training activities. The Training Specialist will be responsible for incorporating adult learning skills objectives and techniques to prepare training modules to follow adult learning quality standards. The Training Specialist will lead all training of trainer (ToT) programs and will ensure quality control over all training activities. Trainings will be conducted in financial planning, budget preparation and tracking. The Training Specialist will work closely with the M&E Specialist to develop learning assessment tools for all training activities.

Serve as a senior technical team member and guide all design and development of adult learning training lesson plans and training guides.

Coordinate closely with subject matter experts to design effective training approaches based on target audience need.

Lead all Training of Trainers (ToT) workshops to ensure compliance and understanding of lesson plan objectives and approaches to training modules.

Design and deliver ToT workshops to beneficiaries such as local commune councils, NGOs and civil society groups.

Adjust and modify training modules based on feedback.

Conduct regular assessments of training outcomes.

Prepare sections of the quarterly and annual report related to all training activities and outcomes.

Qualifications

Degree in public administration, human resource management, or a related area.

Previous experience designing and implementing adult learning training modules including curriculum, lesson plans, objectives and learning assessments.

Supervise implementation to ensure effective and culturally appropriate methods are used to capture accurate, timely and useful data from ongoing programs.

Guide development of reports, PowerPoint presentations, on-line media, etc. to share lessons learned and best practices in women’s empowerment and gender equality for diverse audiences and stakeholders.

Qualifications

Minimum five (5) year’s work experience in programming for women’s development or gender with skills and abilities working with women in Nigeria or similar environment.

Deep understanding of women’s and gender equality issues in Nigeria both at national and local levels.

The candidate must have an understanding of the advantages and disadvantages of gender mainstreaming strategies and methodologies and of gender dynamics and complexities and cultural issues/constraints in facilitating women’s participation in development.

Expertise in strategic gender planning, gender analysis, gender budgeting, preparing/conducting gender impact assessments, and gender mainstreaming is highly desirable.

S/he shall have an ability to develop and interpret monitoring results of gender-sensitive indicators.

As a gender specialist s/he will have demonstrated experience in identifying areas where gender issues are likely to arise and plan strategically to ensure gender inclusion in activity design, implementation, and monitoring and evaluation.

Familiarity with key policies and stakeholders related to women’s and gender equality issues in Nigeria (local and international governmental and non-governmental actors).

A substantial understanding of gender equality with knowledge of relevant international and national gender and human rights instruments, conventions and legislation is highly desirable.

Provide technical support, management, and oversight of all media-related activities implemented under the program.

Develop project-related communication and outreach strategies to ensure effective public awareness, and effective integration and coordination across all program components.

Manage the program’s webpage, as well as its Facebook and Twitter accounts.

Produce a monthly program E-Newsletter.

Oversee all communication trainings and review materials to ensure compliance with USAID rules and regulations pertaining to training power point presentations, handouts, visuals, videos, etc.

Ensure project compliance with the Branding and Marking Plan.

Act as a liaison between beneficiary CSOs, municipalities and Communications and Media trainers to bolster capacity-building activities at the individual and institutional levels.

Work closely with staff to develop stories and online content on program activities and achievements.

Draft, write and edit written materials in English and [other language] including success stories, newsletters, factsheets, outreach materials, and other communication products.

Act as the point of contact for all media inquiries.

Maintain the program photo gallery.

Qualifications

Bachelor’s Degree in communications, journalism, marketing, public relations or a related field.

Two (2) to three (3) years of demonstrated experience in writing reports, press releases, newsletters, and other communications materials.

Written and oral fluency in Arabic and English.

USAID experience preferred.
