Business Process Analyst II and III - HDQTracking Code 216890-914Job Description The Business Process Analyst II & III is a key liaison between the business units, external customers, the members, and with Information Services & Telecommunications (IS&T). Working with Information Technology (IT) project teams and the customer, business units, this position collects, clarifies, and translates business requirements into documentation and conceptual design (using appropriate tools and models) from which applications and technology solutions are established. This position is an active thought partner and application visionary that helps shape the technology demand among the business. Applies communications, analytical, and problem-solving skills to help maximize the benefit of IT system investments and to assist in implementing new computer systems. This position is identified as a Critical Infrastructure Protection (CIP) related position which may allow physical and/or logical access to Bulk Electric System (BES) cyber related assets or systems. This position may allow access to privileged information relating to such assets or systems. This position will be required to strictly adhere to all Basin Electric policies, procedures, and programs applicable to the Critical Infrastructure Protection (CIP) requirements. The Business Process Analyst III is an active thought partner and application visionary that helps shape the technology demand among the business. Deals with the tactical, day-to-day aspects of discovering, validating, documenting, and communicating business-process-related knowledge through modeling, simulating and analyzing current and furture states. Supports the business process owner, enabling them to make better decisions about changing processes to drive higher performance outcomes consistently. The Business Process Analyst II provides the necessary system requirements to the appropriate IT groups. Supports the Senior Business Process Analyst in ensuring IT-enabled capabilities are understood and pursued based on business justification and fall in line with the IT governance processes of Basin Electric.Required Skills This position requires frequent sitting, standing, walking, bending, reaching and climbing stairs. It requires frequent use of computer and keyboard. It requires occasional, kneeling, pushing and pulling up to 50 pounds and lifting up to 50 pounds. It requires the use of software and hardware tools to service computer equipment. Finger dexterity, good color vision, and ability to perform close work, good hearing, and the ability to speak are required. Requires the ability to analyze data and reports; conduct research; implement recommendations; develop plans, procedures and goals; present information to others; and work under pressure to complete projects. May be required to drive a motor vehicle or fly in Cooperative or commercial aircraft.Required Experience For the Business Process Analyst III to perform effectively in this position the incumbent must have a complete understanding of project management, time management, and conflict resolution; high-level knowledge of computer programming language concepts, techniques, structured application analysis, design, and database practices; proficient knowledge of the Cooperative’s major software’s features and functionality and be able to effectively articulate this information; and knowledge and sensitivity to produce internal and external collaboration leading to multi-divisional and multi-company solutions. This is acquired through a four-year degree in Computer Science, Computer Information Systems, Computer Engineering, Business Administration, Management Information Systems or a related discipline and six years of relevant IT or business related experience; OR ten years of experience in project management, data and report analysis, software development, quality assurance, user interface design, or experience with multiple platforms or databases. Requires the ability to attain International Institute of Business Analysis™ (IIBA) certifications; Certified Business Analysis Professional™ (CBAP®) or Certification of Competency in Business Analysis™ (CCBA®) within 24 months. The International Institute of Business Analysis™ (IIBA) certifications; Certified Business Analysis Professional™ (CBAP®) or Certification of Competency in Business Analysis™ (CCBA®) are preferred. Must have excellent interpersonal, oral and written communication skills; team building skills; sound information technology (IT) and project management skills; expert analytical and problem solving skills; supreme customer service skills; and advanced skills in the areas of communications, public relations, business writing, business insight, contracting, procurement, and negotiations. The incumbent must have the ability to maintain effective, open relationships; possess a willingness to take direction from both supervisors and colleagues; an ability to utilize software change management, process improvement, and quality planning methods in all phases of work. The incumbent must have experience using Microsoft programs, Project and Visio. Allegro, Asset Suite, Clarizen, Lawson, and SAP experience are preferred. For the Business Process Analyst II to perform the incumbent must have an understanding of project management, time management, and conflict resolution; knowledge of computer programming language concepts, techniques, structured application analysis, design, and database practices; and a basic knowledge of the Cooperative’s major software, features, and functionality.
