Reflecting the broadening success and priorities of the university, the Vice President for Information Technology and Chief Information Officer will lead the information technology division, a talented team of professionals who strive to provide reliable systems and services and to encourage the adoption of innovative technologies. The new VPIT/CIO will engage with those who foster vision and strategic discussions of information technology enabled solutions, as well as leading all operations of the IT division as they relate to teaching, learning, and outreach activities within North Dakota State University and institutions served by the division within the North Dakota University System. The VPIT/CIO will report directly to the Provost of North Dakota State University.
The successful candidate will have a broad-based and distinguished record of providing visionary and executive leadership in information technology, with direct supervisory experience for units reporting to that role. In addition, the successful candidate should have technical experience such as applications development, system administration, or other typical IT functions. Significant budget and personnel management experience is required. Executive level industry experience or academic credentials, including research, scholarship, and teaching, as well as faculty rank, tenure and successful experience in grant writing, are preferred. The successful candidate must demonstrate leadership in developing and supporting an IT governance structure, experience leading the development of IT plans and initiatives and have knowledge of relevant security, privacy and acceptable use policies. An earned doctorate is preferred; a masters degree is required.
RESPONSIBILITIES OF THE POSITION
NDSU seeks a Vice President for Information Technology/Chief Information Officer who will:
In Leadership and Communication:
Advise the Provost in the development and modeling of IT policies as well as long term strategic goals;
Contribute as a member of the Universitys senior leadership team assisting in the planning and integration of IT resources to further enhance the educational, fiscal, and technological objectives of the university;
Provide appropriate guidance in the creation of security policies, contract negotiations, North Dakota University System (NDUS) policies, business continuity and legal matters as they relate to provisioning IT services;
Ensure applicable statewide IT services and support are provided to all institutions of the NDUS and are delivered in an appropriate, responsive manner;
Provide leadership, guidance, and support to approximately 80 full time IT staff and approximately 50 student employees cultivating an environment of innovation, creativity, excellence, and teamwork;
Provide leadership in developing and supporting the universitys governance structure to ensure broad campus participation of faculty, students, and staff in IT planning, budgeting, and program assessment;
Pursue and engage external vendors, executives, and researchers to initiate and obtain innovative IT solutions;
Lead and guide the IT division to ensure the provisioning of effective support services enabling the use of technology by a diverse audience engaged in the advancement of teaching, learning, and outreach activities of the university and those NDUS services for which the division is responsible;
Oversee compliance with regulatory agencies and their requirements and policies;
Foster a comprehensive approach to IT security that balances with the need for academic and scholarly innovation as well as advancements in business operations for the university;
Ensure that the universitys information systems comply with relevant privacy and acceptable use regulations;
Encourage and support staff diversity.
In Business Operations:
In support of the universitys mission, provide guidance in the development of policies and best practices to ensure that the academic, research, and administrative information platforms are delivered and sustained in a cost effective manner;
Identify and secure alternative sources of funding through grant participation and other collaborative measures;
Lead and provide guidance to the Student Technology Fee Advisory Committee to assure its investment recommendations of the student technology fee funds result in quality support and services to the students in a transparent and accountable way;
Plan, develop, and implement the IT division budget as outlined by the fiscal guidelines set forth by the university administration, NDUS Office, and the state of North Dakota;
Ensure that all NDUS and NDSU fiscal policies are adhered to and that staff is actively made aware of ongoing additions and alterations to these policies.
In Collaboration:
Work collaboratively with the CIOs of the NDUS to improve the efficiency and effectiveness of IT services;
Work collaboratively with NDSUs export control officer on security related to data and network items;
Pursue, develop, and maintain effective collaborative relationships with government/research agencies, technology vendors, business organizations, and focus groups that can facilitate and grow current technology as well as participate in a visionary process to map and integrate future innovative technologies;
Create a work environment that is conducive to collaboration and teamwork;
Articulate the need for critical resources enabling the division of IT to be successful;
Develop affiliations and collaboration with private research groups, federal research agencies, health organizations, and/or national laboratories to provide cyber-infrastructure;
Communicate and collaborate extensively with the faculty as they grow the research enterprise and engage in instructional and service activities;
Support primary investigators in their management of data;
Communicate and collaborate extensively with all university units;
Collaborate and communicate with students, student government and student organizations;
Collaborate with the Center for Computationally Assisted Science and Technology [CCAST], the high performance and advanced computing unit within NDSU.
In Planning and Vision:
Establish a comprehensive IT strategic plan/vision that encompasses all four phases of IT: a) core services; b) infrastructure development; c) sustainability; and d) application development;
Articulate a vision and complex technology concepts clearly and concisely to both technical and non-technical audiences;
Promote an effective professional development environment, continually developing staff that can meet or exceed operational and service goals;

Maintain a knowledge and understanding of current technology trends and innovations in information technology;
Provide leadership in developing division goals, institutional IT policies, procedures, and standards that support the universitys mission and the mission of the NDUS; and
Respond proactively to problems and opportunities emerging from anticipated significant system and industry changes.
Promote goals and objectives that advance the use of innovative information technologies.Minimum Qualifications: Masters Degree in a related field
At least five years of experience in IT field
Significant budget and personnel management experience
Demonstrated leadership in developing and supporting an IT governance structure, plans and initiatives
