Job Description:

Parish Caretaker required for a minimum of 20 hours per week, flexible hours – could increase to full time at certain times of the year

Sturry is a large Parish located just east of Canterbury, Kent, with a population of over 7,000 people. As a large and varied rural community the Parish is home to a broad range of facilities at present including convenience stores, a pharmacy, a number of places of worship, a library, a farm shop, two village halls, a community centre.

The Parish is made up of three main villages, Sturry, Broad Oak and Hersden.

The Parish Council is a Local Authority, made up currently of seven councillors who make decisions regarding the community. We are also responsible for the assets that we hold and the maintenance of these, through our Parish precept and Canterbury City Council funding.

We are looking for a Parish Caretaker who will take pride in Sturry Parishes environment, improving its appearance, safety and efficiency and have a passion for this role. We require someone who is willing to work a flexible working week including some weekends and evenings, and who can work alone or as a team player.

Employees are required to participate in regular risk assessment and training relating to the activities within the role and to ensure their compliance at all times with safe systems of work, including, but not limited to, operating, maintaining and storing equipment in accordance with manufacturer’s instructions and the use, care and maintenance of personal protective equipment.

The post holder must have a current and valid driving licence for manual gear box vehicles; the licence must be valid in the UK and they must keep a valid licence. There is a community minibus that the Parish Council will want you to be a driver for. The applicants must be between 25yrs and 70yrs of age for insurance purposes. You must either have D1 on your licence or hold a current bus or minibus certificate, we would consider sending the successful applicant on a minibus driving course to fulfil this criteria.

The successful applicant will also be subject to on-going DBS (Disclosure and Barring Service, the old CRB), checks, these will be paid for by Sturry Parish Council.

To be considered for this role you must be able to demonstrate in your application:

-Some experience in residential and/or parks and gardens maintenance and/or property maintenance.

-Proven track record of complying with safe systems of work in areas accessible to the general public and the use of personal protective equipment.

-A proven track record of working as a team player.

-Some experience of working within a customer focused environment.

-Be at ease in a working environment where the priorities and tasks allocated change, sometimes at short notice, on a day to day basis;

-Some experience in the safe operation of commercial electrical and mechanical grounds maintenance equipment.

Desirable considerations are:

-You will have successfully completed a level 2 NVQ in a relevant topic or have a relevant vocational qualification in either horticultural/landscaping or building maintenance related subject.

-You will have achieved level 1 in functional maths and English.

The hours of work will be flexible. There will be a minimum 20hrs a week, but the hours could be extended at any time, subject to seasons, events, bookings and amount of work that needs doing.

The employee will be given 20 annual leave days a year, plus paid bank/public holidays.

PPE equipment will be supplied by the Parish Council as well as tools and equipment to carry out the role.

Pay will be discussed at interview, and how much will depend on experience of applicant. It will be paid on an hourly basis, monthly and by cheque on the third Wednesday of the month. A fuel allowance of 40p a mile will be paid for business mileage only, not for travel to and from work.

Employees in the role of Parish Caretaker:

· Are required to participate in regular health surveillance, risk assessment and training relating to the activities of the role.

· Must Have, and maintain, a valid vehicle driving licence for the UK. Your own vehicle required with business use insurance on it.

· Are subject to on-going review of the findings of a standard DBS check, the findings of which must be to acceptable to the reasonable requirements of the Council.

· May reasonably be required to engage in relevant vocational learning and development programmes from time to time.

Full job description

The Parish Caretaker will take pride in Sturry Parishes environment, and improve its appearance, safety and efficiency. The Caretaker will work co-operatively with other people and organisations that serve Sturry Parish. He or she will be responsible for the following tasks, and any other duties as directed by the Parish Clerk and will have regular communication with her:
General appearance and cleanliness of the parish:

· Keeping the parish pavements, verges and gutters free from litter and debris (including leaves and weeds) by sweeping/vacuuming. The Caretaker will use and maintain machinery provided for these tasks by the Parish Council after appropriate training, but will have to attend to some areas manually. The areas to be done will be directed by the Parish Clerk, but will include High Street Sturry, Sturry Hill, CB59 Public right of way, Hoadeswood Road parade of shops area, The Avenue Hersden.

· Checking publicly owned litter bins and emptying them (or skimming their contents). Co-ordinating waste collection with the removal contractors.

· Reporting gullies and manhole covers that flood or malfunction or are blocked by leaves or debris.

· Reporting all graffiti. Removing this with the cleaning kit provided wherever possible, if it occurs on parish owned fixtures and fittings.

· Reporting any evidence of drug taking, underage alcohol abuse, criminal damage and rubbish dumping directly to the Community Warden or the Parish Clerk.

· Display and remove public notices on and from appropriate street furniture etc., ensuring all loose ends of cable ties are clipped and removed immediately after fastening: as directed by the Parish Clerk.
Safety inspecting and cleaning the play areas in the parish:

· Inspecting the children’s play areas daily for deterioration and safety in Sturry and Hersden, including the MUGA courts and BMX track. Preventing the use of unsafe play equipment with appropriate signage.

· Reporting any faults/damage/risks to the safety or welfare of children immediately to the Parish Clerk, and undertake basic maintenance e.g. tightening bolts and keeping a weekly inspection log.

· Keeping the impact surfaces level and clear of contamination, hazards and obstructions.

· Removing litter and dog waste from the Park View playing field, dog walking area, MUGA and Hersden play area, MUGA’S and BMX track. Emptying litter bins (but not dog waste bins).
General gardening and cleanliness of the cemetery, and churchyard:

· Sweeping and picking litter. Emptying litter bins (but not dog waste bins).

· Weeding and pruning of grounds, including grave plots in the cemetery where directed by the Parish Clerk only.
General maintenance of Centenary Woodland in Sturry:

· Litter pick the woodland and clear any rubbish dumped, reporting any fly tipping to the clerk.

· Carry out strimming to keep weeds down and pathways clear.
Light gardening:

· Weeding or spraying (subject to acquiring the necessary training and licence) pavements, gutters, walls and under public seats

· Watering planters in the centre of the villages, during the summer months, which Sturry Parish Council are responsible for.
General maintenance tasks:

· Daily maintenance checks for the street cleaning machinery e.g. fuel, oil, water, lights, tyre pressures and consumable parts e.g. brushes bags and strimmer line.

· Clear and clean dirty street furniture, signs and bollards. Washing and re-staining public seats. Painting/treating any parish owned fittings e.g. seating, play equipment, fencing.

· Keeping the Parish Council’s storage unit clean/secure. Clearing snow from the pavement outside the office and gritting areas as directed by the clerk i.e. cemetery.

· Keeping clean the two Parish owned bus shelters including any re-painting.

· Minor property maintenance to be carried out when needed to the parish assets e.g. parish office, public toilets and the cemetery in regards to painting, repairing, and renewing.
Other tasks:

· To assist the parish council with planned events, including the setting up and clearing away.

· Drive the Parish minibus taking residents on trips e.g. supermarket, outings, hospital.

· To assist the Parish Clerk with the maintenance of the minibus.

· To assist the Parish Clerk in putting notices up on the noticeboards, and with any other directed request from her.

· Comply with the Parish Council’s Code of Conduct, Equality & Diversity and the Health & Safety policies.

· To cover cleaning the public toilets when cleaner on leave or sick.

· Duties can include heavy lifting and moving.
