Proposal Executive

Selangor

Responsibilities:

Responsible for the compilation of services, materials, buyouts, and other proposal components pricing, payment terms, cash flow analysis, commercial compliance and proposal basis terms and conditions.

Provide assistance in the development of the commercial proposal strategy that mitigates project commercial risk exposure and best positions the execution team to allow scope and profitability growth.

Work with the Technical, Legal, Procurement, and the Technical Manager to ensure all proposal related information is incorporated into the proposal submission documentation.

Work pack/Discipline Engineers

Responsibilities:

Onshore stage

Assist and support Project Manager and Work pack Team Leader in preparation of Detail Work-Package, Offshore Man-Power Planning, Construction Equipment Planning, Construction Consumable Planning, etc.

Compile all necessary AFC drawings, Construction Procedures, Work Instructions, etc. for the Work Pack Preparation.

Prepare Detail Offshore Scope of Works based on the Detail Design Delivery for preparation of job cards in each activity level.

Identify all special tools & 3rd party vendors support requirements for offshore HUC Activities.

Compile all construction related MTO and ensure to arrange purchase timely for offshore mobilization.

Review Detail Design MTO and amend as necessary for offshore requirement and arrange for purchasing any extra items.

Responsible for the preparation of Piping Hydrotest Packages and Hydrotest Consumables MTO and arrange for timely purchase.

Responsible for preparation of Re-instatement Packages and ordering for all necessary MTO.

Prepare Man-Power breakdown list for each Trade / Discipline and for the entire offshore duration based on planning package man-power distribution histogram.

Offshore Stage

Assist and support Project Manager/Workpack Team Leader for Offshore Daily Technical Matters.

Assist HU Superintendent for supervising the contractors for the discipline installation and construction / hook up engineering works in order to ensure all activities are being performed as per project requirement and schedules during the detailed engineering.

Responsible for Scheduling, follow-up of Daily Progress and Reporting Offshore HU Activities.

Monitor and verify the daily progress of Job Cards and expended Man Hours.

Daily update of Construction Progress monitoring S-Curve and analyze for any variances from the Original Plan.

Ensure Hook-Up Material readiness on-site and report as necessary for any shortage / missing items that will hinder the progress.

Requirements:

Piping QC Inspector

Responsibilities:

Provide leadership direction and guidance to motivate and nurture potential qualified leaders in engineering & construction project management team members for breakthrough performance to take MEBto greater heights.

Develop, review and approve procurement standard of operation (SOP) focusing on tendering process and sub-contracting strategy.

Preparation of master procurement plan (MPP), global sourcing and approved vendor list (AVL) compliance approval.

Senior Executive, Contract Admin

Responsibilities:

Assure implementation of project procedures and alignment of Project Services Activities particularly contract administration tasks to project Level.

M&E and Instrument - QA/QC Manager

Responsibilities:

Responsible to manage a team of QA/QC Engineers, QC Inspectors and Document Controllers, and ensure the quality of incoming materials, in process work and services, final products quality and final documentation.

Responsible in implementing and maintaining ISO 9001:2008 Quality Management Systems in related projects as per the Group's Quality Management implementation guidelines.

Responsible to develop and train the QA/QC staff in the project to meet the quality requirements of the projects as stipulated in the contracts or specifications.

Requirements:

Bachelor's degree in Mechanical, Electrical & Instrumentation Engineering from a recognised university.

A minimum of fifteen (15) years or more experience in M, E & I disciplines and process piping in oil and gas related projects in Malaysia and overseas.

Hands-on knowledge in QA/QC systems in oil and gas projects.

Auditor / Lead Auditor qualification with exposure to ISO 9001 QMS or ISO / TS 29001 Oil & Gas is essential.

Strong command in English both written and oral.

Responsibilities:

Responsible to facilitate the company's implementation and administration of Safety and Health framework and related initiatives.

Conduct safety orientation and induction for new staff, workers and sub-contractors.

Integrate the Occupational, Health and Safety into action plans and activities at project sites and company's subsidiaries.

Perform random and periodically inspection audits as to ensure its compliance with Company's Safety & Health Policies and Procedures.

Responsibilities:

Monitor welding and piping construction activities at fabrication and construction area,

Ensure that proper and approved welding consumables; electrodes, filler metals & gas are the right consumables being utilized for the welding works, pre-heat temperature requirement prior to any welding and tack welding activities comply with approved procedures and WPS.

Verify that issuance of electrodes and filler wires from Electrode Site Store comply with project requirement and records of issuance shall be maintained, proper identification of electrodes thru color coding, proper segregation of electrodes is maintain,

Performing visual inspection of piping installation including:

Verifying piping material identity (pipe, valves and fittings) and its conformance to the installation drawings

Verifying that welding inspection has been performed and joints have been released

Verification that dimensions and alignment tolerances of the piping systems are as per constructs specification

In-process surveillance to verify compliance with specified piping erection procedure including flange alignments, torquing, cleanliness etc.

Performing piping line walk inspection and completing punch lists. Verifying that punch list items have been dealt with in accordance with the contractual arrangements, prior to testing, pre-commissioning and reinstatement activities.

Reviewing and verifying completeness of piping test packages (hydro or pneumatic) prior to testing.

Witnessing final piping tests.

Completing and endorsing all inspection records from initial inspection till final acceptance of the piping systems

Carry out inspection activities as per approved project ITP and RFI system

Review all non-conformances raised against sub-contractors and ensure corrective actions are taken.

Prepare and maintain QA/QC records as necessary for tracking of all inspection activities and material traceability

Review purchase orders for inspection material requirements as needed.

Develop QA/QC databases as necessary to track documentation and critical data

Perform other duties as assigned

Requirements:

Minimum academic qualification is a Technical Engineering Diploma.

Should at least have five (5) years of working experience in a Petrochemical EPC environment in welding inspection or fabrication of piping, structure, rotating equipment and vessels to international codes (ASME, AWS), which at least 3 years as Piping QC Inspector in oil, gas and petrochemical projects.

CSWIP 3.1 or 3.2 or CWI/PCN or Its equivalent.

Strong self-started having a working knowledge of petrochemical industry construction.

Must be experienced and effective in enforcing applicable Codes and Standards such as ASME Sec VIII, XI, V, B31.3, AWS, API, PTS and other piping system installation related codes and standards.

Must be able to communicate effectively at all levels of the organization.

Must possess the ability to write reports, develop forms, speak effectively and communicate with co-workers and handle multiple tasks.

Must have a demonstrated capacity to write coherent technical reports.

Must have a working knowledge of MS Office with competency in MS Excel and MS Word.

Senior Executive, Contract Admin

Responsibilities:

Assure implementation of project procedures and alignment of Project Services Activities particularly contract administration tasks to project Level.

Prepare contract administration plans and procedures for each contract prior to tender and serve as focal point for implementation and evaluation of Project Coordination procedures in the ITT and during the technical evaluation of project Services activities.

Oversees the major components of an erection, including budgetary concerns, time management, supply cycles, and safety regulations.

Responsibilities:

To prepare budgetary reports for the project.

To assist the project team to call, collect, compare & evaluate, interview and award tenders accordingly to the company policies and procedures.

To assist the project team to evaluate & process vendor’s claims and submit claims to client accordingly to the company policies, procedures and time frame.

To lead the Contract, QS, Procurement and Purchasing teams in all aspect in order to have awards vendors in time before the physical construction on site. To evaluate the scope of works in order to prevent overlapping and grey areas in contract of works.
