The Wheatstone LNG Project is a multi-train Liquefied Natural Gas (LNG) and domestic gas (DomGas) plant which will be constructed Onslow Australia. Bechtel is honored to participate in the engineering, procurement, construction, and start-up of this LNG plant. The project is supported by three module yards located in China, Indonesia and Malaysia. The ISBL Module Yard located in Lumut, Malaysia will deliver process modules for installation at the Onslow location. The ISBL Module Yard is a Construction Management project operating within an Integrated Management Team formed with the subcontractor.

Role Overview:

This position will report to the Area Field Engineer with technical guidance and supervision for the Lead Structural Field Engineer. The role will entail nightshift work and the successful candidate will be responsible for structural steel fabrication and welded structural steel erection for modular construction.

Position Duties/Responsibilities:

1. Reports directly to the Area Field Engineer.
2. Experienced Bechtel Piping Field Engineer required that is very familiar with the Bechtel Standard Work Process Procedures (SWPPs) and BSAPs including TEAMWorks, INFOworks, BPS, PTR and Smart Plant Review.
3. Able to provide input on employee reviews of assigned subordinate personnel.
4. Mentors and provides advice and technical direction to the less experienced Piping Field Engineers.
5. Actively leads and participates in the “People Based Quality (PBQ)” and the “Build it clean program.”
6. Completes training as required pertaining to Standard Work Process Procedures, Project Specifications and Inspection and Test Plans.
7. Assists construction superintendents in planning and assembling of work packages using the proper construction methods and procedures. Coordinates and resolves engineering or construction problems with superintendents as required ensuring the work packages are clearly understandable.
8. Executes field take offs from IFC drawings and provides input for quantity tracking.
9. Provides technical assistance to the Piping Superintendents and Supervisors. Must be familiar with internationally accepted piping codes and standards (e.g. Australian Codes and Standards, ASME, ASTM standards, particularly ASME B31.3)
10. Monitors installation of materials and equipment to assure conformance with drawings, specifications and quality standards.
11. Verifies installed quantities and reports installed quantities to Project Controls.
12. Tracks commodities on quantity tracking systems or other computer database programs as required.
13. Maintains records of costs and quantity information, evaluates data and prepares applicable reports as requested by project management utilizing established, standardized automation tools.
14. Reviews the construction progress of project controls documents.
15. Performs inspections of all piping work in progress on a continuing basis, witnesses tests and completes final P&ID check prior to turnover. Develops punch lists and monitors completion of punch items. Assists in securing the necessary client acceptance documentation for record. Prepares and has full responsibility for managing piping QC records to ensure that they are fully completed and properly submitted in a timely manner to Document Control.
16. Provides input to constructability and lessons learned.
17. Prepares work orders and back charge notices.
18. Coordinates and documents client and vendor required verifications of piping and mechanical installations and tests.
19. Prepares cost estimates and reviews project design and engineering bills of materials to ensure their completeness.
20. Establishes procedures on testing of piping systems. Responsible for the development of pneumatic and hydro-test packages and responsible for verifying and witnessing acceptance of tests.
21. Provides liaison with the design engineering group in home office. This includes preparing and ensuring the dispositioning of Requests for Information (RFIs) and Field Change Documents (FCDs.)
22. Reviews design drawings, related vendor drawings and installation instructions and studies interference problems.
23. Responsible for As-Built drawings. Verifies record prints with as-built information are being maintained.
24. Coordinates with the design office to establish permanent materials to be ordered by the field, establishes cut off dates for Jobsite material requisitioning and issues field piping material requisitions as required. Prepares or directs preparation of field material purchase requisitions, including estimating the quantities and material takeoffs of the field purchases.
25. Monitors onsite spool fabrication delivery schedules to coordinate the proper priority flow of spools to site.
26. Coordinating with Flange Management sub-contractor for flange inspections and boltups.
27. Assists the Field Procurement Supervisor in the inspection and receipt of piping material and in the setting up of jobsite controls for storage and protection of piping materials.
28. Assists the Subcontract Administrator and Project Field Engineer in the quality control and final check out of Subcontractor piping work. BS in Mechanical Engineering or related field experience. Must have a good working knowledge of Teamworks and how it applies to construction and relates to design. Familiarity with Bechtel Standard Application Program (BSAP) standards and other automation tools which are used on Bechtel projects. Must be computer literate in word processing, spreadsheet and database applications in accordance with current BSAP standards, and familiar with current industry quality standards. Must have strong experience in working with subcontractors and possess strong supervision and leadership skills including the ability to lead and manage change.

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)

Field Welding Engineer – NDE Coordinator, Lumut (ST)

The Wheatstone LNG (WSLNG) Project is grass roots 2 Train Liquefied Natural Gas Facility that will be constructed near Onslow in Western Australia.

The project is employing a modular approach to its execution which includes the assembly of large, complex and heavy Process Modules as well as simple and relatively light Yard Rack Modules. Some of the modules will be assembled at the Kencana fabrication yard in Lumut, Malaysia by an integrated team of Bechtel and Kencana and Chevron staff. Applicants for this construction position shall have heavy industrial (DH or CM) module construction experience commensurate with the type of work to be undertaken and the requirements identified below.

A successful candidate will be assigned to the project team as a representative of the Construction Welding functional group. Provides engineering assistance to superintendents, directs assigned personnel in meeting cost and time schedules, verifies materials, equipment, and quality and assures results meet design requirements.

The employee must be able to perform duties under minimal direction by management and develop and apply construction procedures, which may be unique and innovative in nature, to resolve complex and difficult problems which may arise, functions as a lead discipline engineer, coordinating related discipline activities and interfacing with other areas/disciplines on the jobsite.

This individual will support the execution planning for the structural and piping module work packages (ISBL). Responsibilities will include evaluating and oversight of the module subcontractor’s scope of work and associated lower tier subcontracts, input to and support of the project schedule. Employee must also provide problem resolution leadership to module team.

This position is located in the module yard in Lumut, Malaysia.

The Module Yard Field Engineer is responsible for the module welding assembly installations. This includes, but is not limited to, the following:

- Foster and promote safety as a core value in all works which includes participating, holding and attending daily and weekly safety meetings. Ensure safety toolbox is incorporated into daily pre-starts. Attend safety walks with HSE leads and Area Superintendents.
- Support the creation of work environment that fosters trust, communication, teamwork and satisfaction.
- Liaise with Construction Superintendent’s to ensure all technical supports are provided and all technical queries have been attended.
- Work includes oversight and monitoring of Contractor Welding Program and NDE Subcontractor. Work may include climbing ladders, scaffold, and work on elevated platforms, permanent ladders, work on uneven surfaces and work in confined spaces.
- Provide oversight of welding and NDE reporting results to the Area Field Engineers and Project Supervisor.
- Assists the Contract Administrator, Material Coordinators, and Administration, and provide assistance to the project in meeting cost and time schedules, verifies materials, equipment, and workmanship and assures results meet design requirements.
- The Welding Inspector will be required to travel extensively and may be required work extended work week schedules, and night shift, in order to support the Project Execution plans and schedules.

The NDE Coordinator is responsible for reviewing, monitoring and reporting on the Contractor Welding Program. This includes, but is not limited to the following duties:

1. Verifying Subcontractor has Bechtel W&NDE Services reviewed and accepted procedures, as required.
2. Verifying Subcontractor is using personnel qualified to the process being used.
3. Verifying personnel are qualified to the appropriate code (SNT- TC-1A), (API 1104), (B31.8) (Eng. Spec).
4. Observing NDE applications for RT, UT, MT, and PT against Bechtel approved NDE procedures.
5. Reviewing Radiography set ups, against project approved NDE procedures.
6. Reviewing Subcontractor accepted UT, RT, MT and PT reports for correct interpretations.
7. Reviewing Subcontractor accepted radiographic films for correct interpretations.
8. Understand, monitor and report, as required, automatic UT techniques and Digital Radiography.
9. Provide Welding and NDE assistance to Area Construction Manager, as necessary.
10. Verification of materials, workmanship and specification/code requirements.
11. Assists Project Welding Supervisor on monitoring and reporting on the site welding program, as directed.
12. Implementation of Project Quality System.
13. Implementation of Project Safety and Project Environmental programs.
14. Verify and monitor calibration of NDE equipment.
15. Work with Contractor and Subcontractor to ensure required reports are completed in a quality manner and on time.
16. Writing Nonconformance Reports on nonconforming items (work, reports, activities).
17. Assisting in the resolution of Corrective Action Reports (CARs) issued by Project Quality Assurance.
18. Perform Contractor/Sub Contractor Surveillance Reports
19. Review film to project specifications.

Basic Requirements:

- Bachelor’s degree preferred with 10+ years welding/NDE or 15+ years of piping welding/NDE experience.
- Thorough knowledge of ASME, AWS, API, NFPA, AWWA, ASTM and ASNT codes, specifications and standards.
- Must be certifiable by written examination to Bechtel's nondestructive examination requirements as NDE Level III in Radiographic, Magnetic Particle, Liquid Penetrant and Visual Examination or ASNT Level III certification.
- Strong technical background and knowledge of all phases of welding applications and methods, and non-destructive examination relating to construction activities.
- Proficient in the development of technical presentations.

Position will be located in the module yard in Lumut Malaysia.

The Module Yard Welding Superintendent has construction management duties for a number of module assembly operational requirements. This includes, but is not limited to, the following:

- Foster and promote safety as a core value in all works which includes participating, holding and attending daily and weekly safety meetings. Ensure safety toolbox is incorporated into daily prestarts. Attend safety walks with HSE leads and Area Superintendents.
- Coordinate with Subcontractors and Discipline Superintendents to validate manpower requirements.
- Review weekly scheduled work plans for pipe commodities and validate adequate amount of work is scheduled/performed and actualised in accordance to plan.
- Ensure that scheduling concerns and constraints are higlighted and escalated to module yard construction management team.
- Provide imput to weekly production meetings to ensure progress is on target by area.
- Supervise and coordinate daily with subcontract representatives on pipe construction activities. Included but not limited to fabrication team, assembly team, insulation team, painting/coating team, heavy lift team, heavy haul/transport team, AQIS and materials management team.
- Responsible for ensuring the welding commodities in assigned areas are maintained according to the project house keeping, preservation, pipe cleanliness and AQIS procedures and standards. Ensure validation of AQIS records and check sheets as per sub contract procedures.
- Prepare weekly/monthly reports and job manpower forecasts as required.
- Assist with the fabrication processes of welding spools as required.
- Participates in development of constructability log issues/ideas.
- Works/ interfaces with the Subcontractor, Engineering, Procurement and Construction to assist in delivering work packages as defined to support module fabrication.
- Assist in the development and implementation of hydro and pnuematictesting as required.
- Review subcontractor proposals and documention to ensure subcontractor is operating within the contractual procedures.
- Knowledge of the subcontractors responsibilities contained in subcontract documents.
- Interface with Design and Field Engineering teams as required
- Ensure current revision documents are utilized for installation.
- Responsible for the implementation of corporate/project policies, procedures and instructions within assigned operation position of Area Superintendent.
- Coordinate activities with subcontractors and clients' resident representative as instructed by module yard construction management team.
- Ensure that all Bechtel, State and Federal safety codes, requirements, and standards are being complied within assigned area of responsibility.

- Experience in Modular project execution and fabrication, pipe spool fabrication, shop steel fabrication, shop supervision and construction management processes are essential.
- Must have knowledge and understanding of Bechtel's SWPP 4MP-T81-03502 U/G Pipe, 03503 A/G Pipe, 03504 Pipe Supports, 03505 Pipe System Cleanliness, 03506 Pressure Testing of Pipe, 03510 Insulation, ASME B31.1 and Boiler Code Pipe.

- Candidate with multi language, both written and verbal would be highly desirable.
