Job Title: SR. INSTRUMENTS ENGINEER (NETWORK / CONTROL)

Qualification:

B.Sc. in Instrument/Communication Engineering or equivalent, preferably with Chartered Engineering status or equivalent. A Further Postgraduate degree is desirable. Possesses very good technical skills in his discipline, as well as a thorough knowledge of industry/international standards and their application. Must have good verbal and written communication skills to interface and communicate with internal and external departments, agencies, contractors and vendors. Fully conversant with office and Engineering software applications relevant to his discipline.

Experience:

15 years post graduate experience in Engineering design, of which a minimum of 5 years will have been in the Oil and Gas industry. Experience in the Middle East is desirable.

Primary Duties and Responsibilities:

Perform the duties and responsibilities for all areas of work covered under Network and Control Engineering for assigned Onshore Engineering Projects. These include Telecommunications voice and data networks, CCTV, Public Address Systems and Control System Networks. Investigates and devises technical solutions to meet project requirements, prepares discipline input and technical documentation and supervises technical aspects during course of projects.

Provides expert technical guidance to other Discipline Engineers, Project Engineers, End Users, and Contractors/Consultants in his discipline area of responsibility. Liaises with his team members and end users to develop cost effective, inherently safe and fit-for-purpose design solutions meeting QP corporate and project specific requirements.

Reviews Project Initiation Notes (PIN) and Statements of Requirements (SOR) to assess their suitability for implementation to ensure cost effective fit-for-purpose solutions and compliance with Corporate Safety and Environmental requirements. Develops and produces alternative technical solutions to meet the End User's objectives inline with Corporate requirements. Reviews and provides technical inputs to Feasibility Study and Concept Optimization reports.

Executes studies and engineering designs to develop Scopes of Work (SOW) for tender. Prepares the Basis of Design (BoD), selects appropriate technology, philosophies, essential standards, facility safeguarding, safety and environmental and sustainable development requirements. Ensures integration to existing facilities, and addresses constructability, operability and lifecycle cost.

Reviews and evaluates technical aspects of bids including resources and endorses the Technical Bid Evaluation report for his functional area of work. Reviews and approves conceptual designs, philosophies, detailed designs, drawings, documentation related to Material submittals, Procurement, Fabrication, Factory/Site testing, Installation and Commissioning activities, submitted by Contractors and Consulting Engineers for projects.

As Collator, co-ordinates the design activities of a multi-discipline team assigned to a project during Statement of Requirements (SOR) review process, development of Scopes of Work (SOW) and Tender preparation and evaluation.

Participates as a functional member of Risk Assessments, HAZOP (Hazard & Operability), SAFOP (Safety & Operability), HAZAN (Hazard Analysis), ENVID (Environmental impact identification) and HAZID (Hazard identification) study teams as appropriate and necessary.

Visits work sites to establish existing conditions. Reviews applicability of existing drawings, Standards and Specifications and recommends appropriate changes. Carries out site survey work to enable design work to commence. Prepares scopes of work for third parties to carry out detailed site surveys as necessary.

Witnesses Factory acceptance tests (FAT), as necessary, to ensure that major equipment meets the design requirement, and complies with QP specifications. Endorses the FAT report. Contributes to the verification of project ‘Mechanical Completion’ and ‘Commissioning’ stages.

Coaches Qatari Graduate Engineers in their development to Senior Discipline Engineer positions. This includes development of Personnel Career Plans (PCP), prepares and manages engineering development, identifies training needs and field / overseas assignments.

Job Title: Lead Mechanical Engineer (Onshore)

Primary Purpose of the Job

To manage a mechanical engineering team and to provide onshore mechanical engineering related directions and inputs to the design, fabrication, construction, and installation for the Bul Hanine Re-Development Project; with the aim of ensuring appropriate analysis and selection of: (a) static equipment, rotating equipment and packaged equipment; and (b) Piping system and HVAC packages for the project.

Principal Accountabilities

Lead a team of mechanical engineers to achieve a cost effective design; with special attention to: the Design Basis, preparation for FEED and EPIC Scope of Work (SOW), FEED & EPIC execution strategy, design/safety/operations reviews, procurement of Long Lead Items, constructability reviews, SIMOPS, and timely resolution of technical and engineering issues; in coordination with Head of facilities Engineering, other discipline leads and relevant QP stakeholders.

Lead the onshore mechanical design of static and rotating equipment, packaged equipment, piping engineering and HVAC packages for the facilities and ensure that all related deliverables are in compliance with the applicable codes, standards, Project’s and Corporate requirements and procedures.

Manage the static and rotating equipment, packaged equipment, HVAC and piping analysis and studies, evaluate options and select best techno-economic solutions

Define mechanical package requirements including piping and HVAC engineering deliverables and associated Scope of Work (SOW) for inclusion in the FEED and EPIC Tenders

Review and endorse various analysis and studies related to static and rotating equipment, packaged equipment, piping and HVAC engineering

Participate in Tender preparation and technical bid evaluation and provide necessary guidance for selecting the FEED and EPIC Contractors

Review and resolve technical matters related to design, specifications and drawings submitted by Contractors

Provide technical mechanical including piping and HVAC related support to the project during FEED, detailed engineering, procurement, fabrication, testing, installation, commissioning and start-up stages of the project and monitor the implementation of QA/QC processes, in order to achieve deliverables and facilities that meet project requirements

Supervise team members and support the development of Qatari Nationals by ensuring that they receive proper job training and development

Support handover planning and execution in consultation with key stakeholders to ensure timely completion of the project.

Qualifications/Knowledge/Skills/Experience

B.Sc. in Mech. Engineering from of a recognized University; higher degree would be advantageous

A minimum of 15 years of relevant mechanical engineering design experience for major offshore projects in Oil & Gas Industry with an Oil & Gas Company or Consultant/Contractor.

Job Title: Lead Process Engineer (Offshore)

Qualification:

B.Sc. in Chemical Engineering from an internationally recognised University.

Experience:

Minimum of 15 years experience in process design as well as engineering management of oil & gas major offshore processing related projects (from project initiation to, Concept, FEED, detailed Engineering, construction and commissioning) Preferable with strong experience in FEED.

Primary Duties and Responsibilities:

Supervise; provide technical direction and leadership to, a team of process engineers associated with the Onshore project scope, with special attention to: Design Basis, preparation for FEED and EPIC, FEED & EPIC execution, design/safety/operations reviews; in coordination with Head of Facilities Engineering (offshore).

Supervise the execution of Engineering Design scope and ensure that all deliverables are in compliance with the applicable Codes, Standards, as well as corporate requirements and procedures in coordination with Discipline Lead Engineers.

Retain approval authority of technical matters associated with the offshore process engineering scope including activities related to AGR, SRU, NGL, Sulphur Granulation and Export facilities.

Communicate with QP stakeholders and the Pre-FEED study team in the areas related to the process engineering aspects of the Offshore project scope, communicate and coordinate with the Lead Process Engineer (Onshore), Lead Engineer (Safety and Environment) and Lead Engineer (Standards and Technical interface) to ensure alignment.

Guide and assist the Process Engineers in undertaking Process Licensing Agreements activities.

Support FEED execution and procurement of Long Lead Items, review and provide input to Technical Deviations, support Tendering activities (including tender preparation, pre-qualification, bid evaluation and award) for FEED & EPIC contracts

Support Gate Approval, Risk Management, Change Management and Commissioning activities, handover planning and project completion and provide input to the Project Execution Plan for the Offshore project scope

Lead various formal process design reviews (eg. HAZID, HAZOP and P&IDs) and ensure effective and timely resolution of technical and engineering issues

Participate in implementing project HSE and QA/QC processes/procedures and activities in close coordination with PMT and in consultation with QP stakeholders; with the aim of achieving safe and successful execution of the project, with products that meet project requirement.

Support Qatari development activities by ensuring that Qatari Nationals receive proper job training and development, in order to realize the full potential for local talents, and maximize contribution to project success.
