General Overview

The successful candidate will report to the Production Manager and is assigned to the Operations Team. The incumbent will oversee the Permit to Work Systems, Procedures and Regulations; including permit screening, training of permit issuer and ensuring compliance with requirements of the work permits. Ensure that other relevant parties are trained/briefed and able to comply with principles of the PTW, eg. Planner, Permit Applicant, Authorised Engineer, Isolating Authority & Permit Receiver.
Ensure that SLNG’s HSSER play a greater role in the PTW to ensure a safer site for all.
Conduct regular checks on the sites and ensure that all works are proceeding and in compliance with the requirements stipulated in the work permits.
Report and take actions against those who contravened the safety regulations of the site and non-compliance to the requirements of the work permits.
Participate as a member of Risk Assessment team that conduct Risk Assessment for any high risk work on site.
Direct and instruct the Day Team in their daily tasks or commissioning activities.
Coordinate with the shift teams in ensuring that brown field /construction activities do not compromise on safety or have any impact to the terminal’s operations.
Act as SIMOPS coordinator during brown field construction.

He/She will provide leadership in such projects by managing the site related developmental efforts integrating engineering, environmental and construction work packages to meet the requirements of external stakeholders including government agencies (JTC, EMA, EDB, HDB etc.), special interest groups, foreign affairs and internal stakeholders to achieve positive site selection followed by site preparation in readiness for project execution.

Lead a team to fulfil all site related requirements required to achieve FID of new LNG Terminal projects with the support of internal and external expertise.

The successful candidate will primarily be responsible for ensuring safe and efficient LNG ship berthing / unberthing and loading/reloading; assist in overseeing maintenance of marine equipments and monitoring the contractors appointed for marine activities; interface internally with Operations and Commercial team, as well as SLNG’s representative onboard ship.

Duties and Responsibilities

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

Communicate and participate in the compatibility review and marine assurance process of all prospective Vessels;
Conduct onboard safety inspections/audits, and complete the Ship-Shore Safety Checklist to ensure all safety measures are in place before cargo operations;
Ensuring all marine activities are compliant with plant Operations procedures and HSSER policies;
Liaise with the Operations team and assist if required, ensure the smooth marine services operation and smooth cool down/transfers of the cargo between the Vessel and the terminal. Act as Terminal representative while onboard;
Ensure terminal’s ship shore interface equipments are functional. Witness vessels berthing/unberthing movements. Carry and set-up the PPU onboard prior to vessel berthing.
Provide continuous updates on faulty equipment, and liaise closely with the Maintenance Department to ensure planned maintenance schedules and unplanned deficiencies are met in a timely manner so as to avoid interrupting Vessel schedules
Work Experience Requirements

At least one year (sea time) experience on a LNG ship as Cargo officer or Chief Officer directly involves in care of cargo; or
Chief Officer experience on ships carrying hydrocarbons and/or chemicals, with two years experience as Senior Navigation Officer (directly responsible to the Chief Officers for the loading, carriage and discharge of cargo) on LNG ships. Candidate with LPG experience would also be considered; or
Candidate who has previously worked on similar role in Marine Oil & Gas terminal;
Knowledge on navigational practices and limitations on manoeuvring, piloting and towage operation;

Mechanical Reliability Engineer (Jurong Island) (Ref Code: 1504OP-MRE)

The successful candidate will provide technical support to the Production and Maintenance teams in the LNG Terminal. The position is also responsible for establishing, reviewing and overseeing the relevant mechanical design elements of new build equipment / asset enhancement activities and implementation of minor mechanical engineering projects, while ensuring the overall mechanical integrity of the terminal from the mechanical engineering discipline perspective.

Lead and perform the inspection and investigation of equipment and plant structure and oversee asset integrity based reviews and evaluations at the terminal.
Manage and maintain historical information on static and rotating equipment such as calibration data statistical information on all plant shut down and loss of production events caused by mechanical systems, engineering documents and review applicable codes and standards for compliance purpose.
Responsible for all mechanical equipment such as gas engine, pumps, compressors, fans, hydraulic systems, manual valves etc.
Provide technical support and solutions for the Production and Maintenance Teams including supporting the development of maintenance strategy focusing on equipment reliability, spares inventory requirement, shutdown and inspection schedules, preventive and predictive maintenance programmes and mechanical maintenance procedures for mechanical equipment.
Perform root cause analysis on equipment failure and provide recommendations to resolve technical issues which may also arise from vibration, oil and other analysis as part of predictive maintenance programmes.
Liaise with external stakeholder including government agencies on possible gas pipeline network and mechanical and piping interfaces to ensure conformity.
Perform and support feasibility studies on mechanical packages and ensure high standards of design quality and safety in any new installation at the terminal.
Resolve technical issues during design, engineering and construction phases to ensure overall integrity.
Liaise with EPC/ contractor on equipment factory acceptance test and support operation team in equipment acceptance during mechanical completion phase.
Knowledge of IVARA reliability system to be able to provide predictive maintenance advice.

Work Experience Requirements

Minimum of eight (8) years practical experience in mechanical maintenance or technical function in an oil and petrochemical, oil tanking terminal, complex utility or power generation environment.
Conversant with local codes, regulations and standards, equipment inspection and schedule requirements. Certified in vibration and other analysis standards will be well regarded.
Good knowledge of installation, commissioning, maintenance and trouble shooting of a variety of large and complex static and rotating equipment in the oil, gas or petrochemical industry is critical.
Knowledge and experience in leading Reliability Centered Maintenance (RCM) analysis and the use of IVARA system is preferred.
Have in depth knowledge and experience in Rotating equipment is highly preferred

The successful candidate will oversee the loading and unloading of LNG cargoes from vessels and the re-gasification process of LNG to piped natural gas to meet nomination requests.

Duties and Responsibilities

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

Support the loading and unloading process for LNG cargoes between vessels and storage tanks and vice versa.
Support the gas send out process to meet gas nomination requests.
Support other production activities in relation to other business and services such as vessel cool down, cold energy transfer etc.
Maintain comprehensive unit logs with proper data of all activities occurred in the shift and to ensure proper changeover of shift including any follow-up activities requirement.
Conduct frequent routine inspections on all equipment operating conditions, liquid levels, and pressure, temperature and flow rates to ensure safe operating limits.
Take corrective action to ensure unit and equipment are operated under safe and optimum conditions. Generate work notifications and inform production supervisors accordingly.
Perform equipment monitoring routines such as vibration and temperature monitoring.
Perform Operator Basic Care routines such as changing lube oil, seal oil cooler flushing, bearing greasing, refilling of pump seal oil flush, oil gun cleaning etc and moderate maintenance support.
Replenish process chemicals / additives and trigger re-stock when necessary.
Conduct periodic fugitive emission leak detection (hydrocarbon or utilities) and executive immediate measures to minimise or eliminate such leaks.
Conduct routine process stream samples for laboratory analysis and product certification.
Secure and prepare equipment and work sites for mechanical work according to Safe Operating Procedures requirements such as equipment tag out and log out, low tension electrical de-energisation etc.
Review and ensure work permits are approved after all safety checklist is completed and ready for mechanical activities.
Supervise contractors who are executing the approved works according to the established permit to work system.
Assist in the execution of starting up and shutting down of equipment and process units based on established procedures.
The incumbent shall also support the safety and emergency response procedures of the terminal as follows:

Respond to emergency situations as a first aid specialist or fire fighter or any other assigned roles.
Participate in prevention and combat of hazardous situations dangerous to life and property.
Perform periodic safety check on work sites to ensure safety compliance enforcement such as but not limited to taking periodic gas test for confined space work.

3 - 5 years’ experience in oil, petrochemical and refinery plant, utilities and cryogenic processes would be advantageous.
Preferably with knowledge of plant instrumentation and control systems and DCS.
Practical working knowledge of mechanical equipment, heat transfer equipment, cryogenic equipment, centrifugal and reciprocating compressors, LNG tanks, fired equipment and flare systems.
Previous operations experience of LNG facilities is preferred but transferable skills from other hydrocarbon processes and LPG loading and unloading will also be considered.

The successful candidate will lead a team of process, electrical, control, instrument and mechanical engineers to ensure overall asset integrity including engineering changes, establish the approved operating envelope and have complete oversight of the technical support for terminal operations. Perform asset integrity engineering support and services to comply with statutory, regulatory and insurance requirements, codes and standards and established operating instructions.

Provide trouble shooting, optimisation and technical services to the Production and Maintenance teams.
Investigate and provide resolutions for occasions of missed nominations, gas out of specification, trips, serious operational excursions, equipment, containment or structural failures.
Support the Maintenance Manager in developing effective maintenance / inspection strategies to enhance equipment reliability including overall shutdown and inspection plan and spare part inventory review for cost and reliability optimisation.
Supervise asset integrity based reviews and assessments and ensure updates of all historical records of all plant equipment and components as required by government or insurance agencies for audit and compliance purpose.
Oversee the review and updates of terminal operation standards and policies for alignment with applicable codes and regulatory requirements and administration of process licensing contracts.

Possess sound understanding of plant operating and maintenance practices in an LNG, oil refinery or petrochemical installation, methodologies for inspection and able to read P&IDs, isometric drawings, vessel and valves mechanical drawings.
The successful candidates shall also possess the following personal attributes:
Excellent leadership and management skills with proven capability in staff development.
Good general interpersonal, communication and influencing skills.
Highly adaptable with experience working in a multinational and multicultural environment.
Ability to work well in a team.
Education Requirements

Candidate shall have a Bachelor’s Degree in Process/Chemical Engineering.
Candidates with professional accreditation or affiliation to professional bodies of chemical engineers will have an advantage.
