JOB DESCRIPTION
Basic Function:
The Cementing Operations Manager is responsible to plan, direct and oversee the overall operations of the Cementing Business Unit (PPS BU) in the assigned Countries of Operations.. The Operations Manager is also responsible for planning, implementing and maintaining work systems, procedures, and policies that enable and encourage the optimum performance of people, equipment and other resources within the Cementing BU whilst ensuring continual compliance and alignment with Regional and Corporate requirements. This job description in no way states or implies that these are the only duties to be performed. They will be required to follow any other instructions and to perform any other duties requested by senior Management.

DUTIES AND RESPONSIBILITIES:
QHSSE
Demonstrate a personal commitment to Quality, Health, Safety and the Environment.
Responsible for all QHSSE matters related to their operation, facilities and their staff.
Ensure compliance with Weatherford, and where appropriate Client’s, Quality, Health, Safety & Environment Policy and Safety Management Systems.
Human Resources Management
Work with Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees.
Provide oversight and direction to the employees in the Cementing BU in accordance with the organization's policies and procedures.
Ensure all Cementing BU staff have objectives set and performance reviews completed in accordance with HR directions and timelines.
Coach, mentor, and develop staff, including providing career development planning and opportunities.
Empower employees to take responsibility for their jobs and goals. Delegate responsibility and expect accountability and regular feedback.
Foster a spirit of teamwork and unity throughout the Cementing BU that allows for disagreement over ideas, conflict and expeditious conflict resolution, as well as cohesiveness, supportiveness, and working effectively together enabling each employee and the department to succeed.
Lead employees to meet the organization's expectations for productivity, quality, and goal accomplishment.
Financial Management
Manage the overall operational financial responsibilities and activities of the Business Unit.
Assist Country and Regional Management in creating annual budgets
Make business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with organization policies, procedures and goals.
Liaise with Country and Regional Management to assure financial metrics are met.
Ensure “Profitable Growth” through cost/value improvements, market penetration, differentiation, market development, introduction of new products and services and value proposition positioning.
Identify opportunities to introduce goods or services to new clients and opportunities for growth within existing clients and develop and implement clear and coherent strategies for realizing revenue generating opportunities.
Contribute in the development of tenders submissions or proposals including opportunity assessment, development of bidding strategies and tactics and assisting with the formulation of tender submissions.
Maintain an in-depth knowledge of Cementing BU products and services
Keep abreast of competition, competitive issues, and products related to Cementing BU
Monitor industry developments relating to potential business opportunities
Identify and develop relationships with key customer influencers and stakeholders
Plan and implement systems that perform the work and fulfil organizational and PPS BU goals efficiently and effectively.
Plan, evaluate, and improve the efficiency of business processes and procedures to enhance quality, efficiency, and output.
Establish and maintain relevant controls and feedback systems to monitor the operation of the department that will ensure compliance with organizational requirements as well as contractual obligations.
Review performance data that includes QHSE, financial, capital efficiency and utilisation reports and spreadsheets, to monitor and measure departmental productivity, goal achievement, and overall effectiveness. Take action to address any potential performance issues.
Manage the preparation and maintenance of reports necessary to measure and drive the functions of the PPS BU. Prepare periodic reports for management, as necessary or requested, to track performance, trends and department direction.
Representation of Weatherford in all Client safety initiatives / meetings.
Periodic safety audits and daily visits to Client in field and reporting back to the CPLM
Ensures that all activities are conducted safely and in full compliance with approved work instructions, product line procedures and guidelines, Weatherford local and corporate policies, Countries legislation and Client policies.
Ensure operational integrity through the availability of competent personnel and equipment and timely arrival to perform service.
Implementation of product line operational project management systems
Ensure that any necessary incident or non-conformance (CPAR or NCR) is documented and reported through the use of WPTS and involved in any investigations and required improvement plans.
Customer focal point for all in field related activities and issues. Will have daily contact with customer to ensure operational efficiency.
Forecasting of personnel requirements, fixed asset needs and operational schedules.
Supervision of all operational Senior personnel. Train, guide and motivate direct and indirect reports to achieve optimal performance. Handles personnel actions including performance appraisals and salary recommendations reporting up to the country operations manager.
Perform site visits as per Country Quality plan.
Ensure training and competency objectives are achieved.
Ensure regional scorecard for Cementing is updated and the objectives are achieved.
Obtain relevant passes for field visits along with relevant safety courses.

Required Skills:
Essential
English Language: Has fully operational command of the spoken and written language. Handles complex detailed argumentation well.
Comprehensive knowledge and operational understanding of PPS (Cementing Stimulation and Coiled Tubing) Services and Equipment.
Demonstrated knowledge of basic economic, budgeting, and accounting principles and practices.
Demonstrated knowledge of basic “Quote to Cash” process.
Possess strong customer service skills, i.e. listening, follow-through, willingness to help
Good interpersonal relationship building and employee coaching and development skills
General knowledge of employment laws and practices and employee relations
Proven track record in Asset and Inventory Management and experience with ERP software.
Good understanding and knowledge of QHSE Management systems.
Good computer skills in a Microsoft Windows environment. Must include knowledge of Excel and Word.
Ability to adapt positively to changes in policies, procedures, priorities or work environments
Good presentation, analytical and problem-solving skills with the ability to resolve complex issues
Basic working knowledge surrounding occupational health and safety and corporate regulatory compliance.
Preferred
English Language: Has fully operational command of the language: appropriate, accurate and fluent with complete understanding
Possess excellent project planning and project management skills with the ability to develop both short-term and long-term plans/goals
Good understanding and knowledge of web based ERP systems (J D Edwards).
Required Education:
Essential
High School Diploma or equivalent.
Preferred
Internationally recognized Degree Qualifications in Mechanical, Electronic, Petroleum engineering or relevant discipline
Required Experience:
Essential
Minimum of 5 years of direct experience within oilfield operations.
Minimum of 3 years with supervisory/management responsibilities.
Minimum of 4 years related working experience in Pressure Pumping Services (cementing/Stimulation/Coiled Tubing)
Preferred
At least 6 years related working experience in Pressure Pumping Services with 3 years in a senior management role.
