JOB TITLE: Chief Operating Officer (COO)

REPORTS TO: Chief Executive Officer (CEO)

Position Summary:

Reporting to the Chief Executive Officer (CEO), the COO is responsible for the strategic and operational functions of AxessPointe Community Health Center, Inc.'s (API) operational programs and services. The COO is responsible for enhancing the internal organizational processes and infrastructure that will allow AxessPointe to continue to grow and fulfil its mission. The incumbent will provide oversight to assigned senior Supervisors of API. The COO serves as the spokesperson and leader of the organization in the absence of the CEO.

Principal Duties and Responsibilities:

Provides leadership and guidance to senior management to ensure that programs and service operate at optimal levels and are closely aligned with the mission and vision of the organization.

Directs internal operations to achieve budgeted results and other financial criteria, and to preserve the capital funds invested in the enterprise.

Develops and establishes operating policies consistent with the CEO's broad policies and objectives and ensures their adequate execution. Appraises and evaluates the results of overall operations regularly and systematically, and reports these results to the CEO.

Ensures that all activities and operations are performed in compliance with local, state, and federal regulations and laws governing business operations.

Develops and maintains a sound plan of organization. Establishes policies to ensure adequate management development and to provide for capable management succession for those functions/business units falling under his/her responsibility.

Directs and supervises the work of Site Administrators and their direct reports in the Health Center.

Directs the development and establishment of adequate and equitable personnel policies throughout the organization, including compensation policies and employee benefit plans. Ensures that the interests and welfare of employees as individuals are preserved and protected.

Conducts strategic business planning to ensure Health Center programs and services meet the needs of community and are in line with funding regulations/requirements, and explore opportunities for expansion into new markets as appropriate.

Assists in expanding revenue generating and fundraising activities to support program operations, including building strong external relationships to leverage new opportunities.

Attends and actively participates in meetings of the senior leadership team, the Board of Directors and its committees as needed, and acts as staff liaison to relevant board committees.

Knowledge, Skills and Abilities:

Required: MBA or Master's degree in Business, Public Health, Public Policy or related field.

Required: 3+ years progressive senior leadership experience in an FQHC, hospital or health center (Preferred: 5+ years progressive senior leadership experience in an FQHC, hospital or health center)

Demonstrable success in managing Clinical Services, Behavioral Health Services, Community Health Services, Research, Pharmacy Services, and Practice Support Services.

Experience working in a socially responsible organization or not for profit.

Excellent organizational development, personnel management, budget and resource development, and strategic planning experience and knowledge.

Demonstrated success developing and monitoring systems to manage both operational and programmatic work that involve high levels of collaboration across multiple departments/divisions

Action-oriented, entrepreneurial, adaptable, and innovative in their approach to business planning.

Advanced skill level in Microsoft Office and other relevant technologies.

This position requires compliance with API's written standards, including its Compliance Program and Standards of Conduct and policies and procedures. Such compliance will be an element considered as part of the regular performance evaluation.

Failure to comply with API's Written Standards, which may include the failure to report any conduct or event that potentially violates legal or compliance requirements or API's Written Standards or, for managers and supervisors, fails to detect non-compliant conduct where reasonable efforts would have resulted in detection, will be met by the enforcement of disciplinary action, up to and including possible termination, in accordance with API's Compliance Program Policy and Procedure: Addressing Instances of Non-Compliance through Appropriate Disciplinary Actions.

Candidate Profile:

In addition to the above requirements, the successful candidate will be an experienced health center/hospital administrator with a demonstrable record of having developed and implemented successful, measurable strategic and operational initiatives for clinical, community, pharmacy, research, and practice support services.

Working Conditions:
