The Requirements

Background

Finance Technology owns all of the technology that supports the Finance department within RBS, and is undertaking a number of multi-year investments to maintain, enhance and replace Finance system platforms. The Financial Accounting Technology team has ownership and responsibility for the technology used to store and generate core Financial data, including the core General Ledgers (GL) and related components that support the GL’s. Oracle products form a core part of the technology platform managed by Finance Technology, including the rollout of strategic components.

Role

The role of Technical Product Manager is to be the senior technology leader of the IAM (Identify Access Management) component within the Financial Accounting Technology team. The role encompasses working with cross functional strategic change initiatives that are going on within the Oracle estate, and includes the requirement to build a component roadmap, and manage technical delivery for the component to a number of stakeholders across a technical team.

The role will include the following:

To lead the IAM technical resources in the design/build/test of the IAM system

To assist with the planning and execution of IAM build tasks.

To assist with the planning of IAM testing.

To assist with the creation of the release and configuration management of the IAM solution.

To assist AM and FMW Support team in the triage and resolution of IAM system problems.

Liaison with RBS TS with regard to infrastructure problems that are not directly related to the Oracle components.

Assist in the impact assessment of solution changes.

To assist with planning and patching of the IAM solution.

Ensure that the team develops and delivers software that is robust, maintainable and supportable.

Support continuous delivery of the Finance Technology Calculation Engine Platform through the Software Delivery Lifecycle: As required, define functional requirements, input to high level design of solution, specify technical solution and configure or write software.  Define and execute unit tests and construct software, perform integration and regression testing.  Plan deployment and execute post deployment checks.

Meet and improve technical engineering standards: Be aware of and follow development best practices.  Where you can see improvements, challenge and continuously improve practices and processes.

Operating Disciplines and Controls: Follow information security and privileged access standards.  Follow the relevant parts of the Finance methodology for project deliveries, demonstrating the relevant DX principles have been met.  Provide clear recorded evidence to support passing the relevant Quality Gates in PMX and evidence requirements of DX.

Ensure team adheres to best practices and process including driving compliance to the clockwork framework, resilience and capacity planning.

Technical and architectural standards:  Understand what technical and architectural standards are relevant and adhere to them.

Risk Culture: Demonstrate appropriate business and risk aware behaviours and comply with all statutory and regulatory requirements and RBS Group policies, including completion of all GPL modules each quarter.

Business Continuity: Contribute to <Global/Regional> <Product> <Front/Middle/Back> Platform Business Continuity Plans and participate as required in Disaster Recovery Tests.

Essential Experience: (Must have skills)

Experience of working on the complete Software Development Lifecycle.

Experience of source control tools – preferably with Subversion.

Development, design & admin skills in:

Oracle Identity Manager

Oracle Access Manager

Oracle Identity Federation

Oracle Internet Directory

Java design & development Skills.

General Oracle DB & SQL skills.

LDAP Directory design and admin skills.

Web Logic design & admin knowledge (including Clustering knowledge).

Oracle ‘Applications’ Security Model knowledge (e.g. EBS, Hyperion, OBIEE, SOA, OFSAA, etc..).

Basic Network Security skills.

Experience of working in a dynamic environment often with shifting priorities.

Front to back awareness of processes within an investment bank (from sales to back office).

Naturally takes into account the control and compliance requirement in everything he/she delivers.

Experience in Finance platforms.

Supplementary Experience: (Useful additional skills)

Experience of working in geographically dispersed teams.

Worked in Agile and Test Driven Development environments.

Good understanding of investment banking especially in the Finance area.
