The Requirements

We're hiring a Senior Resourcing Manager, specialising in Technology, Lean and Change recruitment, to join our in-house Resourcing team in either Edinburgh or London.

You'll be working with a business going through significant change on a number of levels; organisational change, investment in technology to support our customer focus and continuously innovating how technology will change the face of modern banking.

Managing a team of approximately 10 Resourcing Managers and Consultants across both locations, you'll be a people leader inspiring your team to deliver great results.

Purpose of the role:

End to end holistic accountability for allocated role type / business within the segment, responsible for the delivery of the resourcing demand plan for relevant candidate segments providing second to none candidate and client experience.

A key member of divisional matrix management teams and relationship manage designated role type / business area.

Support  the development and delivery of the resourcing strategy for the segment, working with stakeholders to ensure attraction, selection and delivery of best quality candidates for role type / business area.

Support the creation of and drive a high performing, flexible and cost effective team to ensure delivery and the provision of effective business relationship management.

Drive direct (non-agency) recruitment in the team.

Manage the end to end proposition to candidates and business stakeholders in partnership with Heads of Resourcing.

Provide consultative resourcing expertise, support and advice to senior internal business clients in relation to resourcing.

Understand, report and manage all business/resourcing risks, issues, trends and assurance activity for allocated role type/business area that will impact on the segment/division and share that knowledgeincluding regulatory requirements.

Identify, lead and drive cost efficiency initiatives across all resourcing process.

Provide input and deep technical knowledge to help shape future projects / programmes for Resourcing and lead programmes and associated implementation in own segment.

Provide deep market intelligence to shape segment plans and resourcing strategies as appropriate.

Manage implementation of resourcing policies and products to ensure compliance.

Raise bench strength of key roles within business by creating pipelines / aquiring talent and promoting internal channels.

Utilise MI and analysis as required to inform strategic resourcing decisions and continiously improve delivery.

Deliverables:

Develop and deliver resourcing strategy for allocated role type / business area in partnership with Heads of Resourcing.

Overall delivery of the segment hiring plans in line with SLA’s.

In partnership with Divisional Heads of Resourcing provide recommendations for, and implementation of, optimal operating model to support future growth and flexibility for allocated role type / business area.

Drive up delivery of scorecard metrics to SLA’s (e.g. vacancy fill rates).

Support the development of infrastructure to enable the delivery of the correct number of suitable candidates within agreed timeframes through appropriate use of resources and skills.

Hold overview of demand and resourcing activity for allocated role type/business area and wider segment with a view to:

Inform prioritisation debates

Identify future capability requirements

Prevent duplication and maximise synergies

Share best practice and knowledge

Develop and manage strong sustainable relationships with key stakeholders.

Manage delivery of elements of the Redeployment & Outplacement proposition as required.

Experience:

Essential:

Resourcing professional with a strong track record of successful delivery and management, ideally with inhouse experience and the ability to work in matrix environment.

Experience of recruitment market for specified role type / business area.

Experience of hiring in multi-disciplined organisations over multi-sites and ideally with more than one brand.

Proven track record of translating resourcing strategies into workable and commercially focussed plans.

Experience of stakeholder management at a senior level.

Detailed working knowledge of recruitment market dynamics.

Understanding and practical application of a variety of selection methods.

Deep understanding of resourcing and supplier models.

Desirable:

Commercial experience outside of HR and ability to develop commercial focus within resourcing.

Previous responsibility for setting and managing budgets.

Desirable Qualifications:

Graduate – Honours or equivalent Commercially orientated Post graduate qualification.

Other Significant Role Requirements:

Work with Divisional Heads of Resourcing and stakeholders to set and ensure delivery of segment resourcing strategy.

Review and continuously improve the resourcing proposition:

Identify and manage opportunity for collaboration and synergies between different divisions, segments and teams.

Develop the end-to-end process, agreeing and managing the interface between line managers, resourcing teams and Resourcing Services including use of technology.

Build and develop excellent working relationships with key stakeholders to develop a thorough understanding of business plans to identify resourcing requirements.

Influence and relationship manage internally to ensure maximum efficiency within the segment.

Point of escalation for queries and complaints from business / candidates relating to allocated role type / business area.

Provide support for resourcing related activity arising from business change.

Agree and implement resourcing related initiatives / programmes and projects within the segment.

Develop effective internal and external network of key contacts and attend relevant industry events to create a detailed understanding of competitor practices and build RBS’s profile.

Manage, where appropriate, resourcing projects across the RBS Group to implement innovative, leading edge practices.

As a Resourcing leader, drive initiatives across the wider team and determine / deliver employee proposition and associated culture as measured by e.g. Your Feedback, pulse surveys etc., championing and reporting on activities.

Drive the continuous improvement (CI) culture and proactively seek feedback to ensure a successful climate of CI exists.

Active member of Resourcing team working collaboratively to drive wider resourcing / talent agenda across RBS.

Support the development of and implement team structure to support all segment activities and delivery.

Team management and development – e.g. coaching, development, career progression and succession.

Experience of working with sophisticatedcandidate management systems.

Knowledge of legislative requirements – related to recruitment and resourcing activity, globally.

Knowledge of cost-effective sourcing strategies to generate candidate pipelines.

Resourcing requirements will fluctuate and this role needs to be flexible to support changing levels of business activity.
