Job Summary: (position maybe remote)

The Business Analyst works as a liaison among stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems. The Business Analyst understands business problems and opportunities in the context of the requirements and recommends solutions that enable the organization to achieve its goals.

In addition to being accountable to direct line Management, the Business Analyst will be accountable to and take direction from the VP, IT Clinical improvement. The Business Analyst will directly interface with IT"s internal customers at the Manager and Director levels.

EHR Position Purpose

The Charge Services Business Analyst will provide expertise in the design, implementation and evaluation of patient financial information systems in the area of charge services. This position is accountable for activities classified within the broad categories of design, implementation, testing and validation, and training toward the deployment of Dignity Health"s Enterprise Clinical Information System in Healthcare facilities.

The successful candidate for this position must: thrive in a team environment; and will have significant interaction with hospital and enterprise technology leaders engaged in planning, design and conversion activities. They should be able to demonstrate great customer service; have an understanding of project management skills; and a broad knowledge of new technology and various applications within a typical Charge Services department.

The skilled individual filling this position should have a strong background in charge services including, department operations, insurance verification, Medicare, Medicaid, third party payers and commercial insurance requirements and associated regulatory and medical-legal requirements. An understanding of the registration functional requirements, and access methodology within different clinical care settings, audit and peer review activities is important to support context validation in design decisions affecting usability. The Charge Services business analyst must engage colleagues in multiple facilities, and other patient care environments to insure continuity in Registration processes. Finally the transformation of Registration workflow and the modeling of system functionality and usability to support workflow will be an important part of this position.

Accountabilities:

Design

* Support the charge services design team to develop sound design and standards relative to workflow, vocabulary, content, user interface, and methodology

* Insure the integrity, reliability, consistency and efficiency of integration between processes such as transcription, clinical notes, orders and other professional annotations across multiple departments, disciplines and processes including those involved in electronic signature, chart completion and chart reconstruction

* Work with other Clinical/ Business/ Technical Analysts and Leads to address interface and domain overlap issues and conflicts and resolves disputes

* Serve as the final authority to insure patient safety standards relative to record integrity, charge services department workflow and processes

Implementation Support

* Provide oversight for continuity of the clinical computing environment and application functionality in accordance with the intended design as deployed from facility to facility

* Assist facility Nurse informaticist, local Charge Services leadership and Site Operation Leads at each facility in coordination of all project resources

* Assist the Solutions Manager Business with compliance to the project plan, relative to charge services components, manages risk and the escalation of issues until effective resolution is achieved. Is able to demonstrate the functional capabilities and benefits of the application

* Assist the Solutions Manager Business with the implementation of redesigned registration processes toward seamless integration, and effective interdepartmental communications and workflow

Testing And Validation

* Lead the site project team in testing efforts, including test scenario development, execution of test scripts, and documentation of results

* Perform and document scripted software validation to insure patient safety and privacy both pre-production and immediate post-production. Meets or exceeds regulatory requirements (if any) relative to required third party oversight of like clinical software

Training

* Assess and document training needs

* Lead the development of a training plan, training materials, and initiation of training for the end user training in the Charge Services department

Benefits Realization

* Is intimately familiar with the committed benefits expectations relative to the charge services application and process design

* Identify and enables the collection of appropriate metrics associated with benefits documentation

* Insure that charge service process design and logic drive benefits relative to patient safety, efficiency, and resource management

Major Responsibilities

* Assess and interpret business and user needs and requirements and translates specific portions of business requirements into system requirements, revising existing system logic difficulties as necessary

* Assists with the transition of new application systems to support ensuring that any unique requirements are incorporated into the EHR Alliance program

* Document the business impact of system issues

* Assist in formulating and defining requirements, design, testing, implementation, training, and support through research and fact-finding, combined with a basic understanding of business systems and business unit requirements

* Act as liaison between vendor, Patient Access management and Patient Access Department end-users

* Define and manages the scope of a business solution to meet the goals of the organization as they relate to the site

* Provide on-going support including resolution of application system incidents, root cause analysis of problems, impact analysis, and planning of proposed system upgrades and patches, analysis and development of enhancements to meet changing customer business requirements

* Ensure all enhancements, upgrades and patches are thoroughly tested and planned before implementation in the production environment

Specifications:

Experience

Minimum Required:

* 3 years in a hospital Change Services Role

or

* 3 years with a Healthcare IT Vendor support Change Services Systems

Minimum Required:

* Bachelor"s degree or equivalent professional experience

Special Knowledge, Skills, Abilities

* Understands and employs fundamental concepts, practices, and procedures relating to systems analysis and design

* Knowledge of Health Information Management concepts including chart assembly and maintenance, release of information, coding, and HIM Compliance

* Strong understanding of process redesign including documentation of current state IT and Business processes. Ability to facilitate future state workshops with end users

* Ability to understand IT projects and concepts as they relate to high-level business objectives, and ability to present those concepts to both IT and non-IT audiences in a concise and easily understandable manner

* Possesses a structured, process-oriented, problem solving mentality

* Strong knowledge of MS programs e.g. Word, Excel, Access, PowerPoint, and VISIO

* Demonstrated knowledge of the entire revenue cycle in a Healthcare organization

* Ability to understand how to apply IT for solving business problems; knowledge of revenue cycle applications and ability to apply that knowledge in a Business Analyst role

* Strong analytical and problem-solving skills required

* Possess thorough understanding of business analysis techniques and tools as they relate to revenue cycle applications

* Proven abilities in problem management, process analysis and root cause analysis

* Strong communication skills (written and verbal) for information gathering and the ability to interact with various client groups

* Ability to work in a complex and matrixed team environment

Travel

* Significant travel will be required to IT Corporate Operations in Phoenix and various Dignity Health hospitals.

Travel may occupy as much as 60% to 80% of the time spent in this position.
