SENIOR MANAGER – SCHOOL DISASTER MANAGEMENT (SDM)

ROLE PURPOSE: The position is will provide technical and managerial leadership in developing, testing and institutionalizing School Disaster Management (SDM) technical guidelines and resources under DIPECHO VIII. S/he will lead a team in developing resources to support SDM in the Primary and Secondary education system in Bangladesh, and will oversee three field demonstration sites implemented with national partner NGOs. S/he will work closely with selected government agencies in primary education, secondary education and disaster management, to support the incorporation of SDM into planning, resource allocation, and monitoring systems. The position will work with the project team, the Education Cluster, ECHO partners and other actors to help develop a shared strategy to strengthen School Disaster Management, Disaster Risk Reduction in Education (DRREd) and Education in Emergencies (EiE). S/he will facilitate shared learning across actors and identify opportunities to further mainstream and operationalize School Disaster Management in the education system.

Staff directly reporting to this post: Deputy Program Manager (Primary Education) , Deputy Program Manager (Secondary Education), partner NGO field implementation sites (in coordination with SHIKHON)
KEY AREAS OF ACCOUNTABILITY: Key Area 1: Programme development, implementation and monitoring
Provide technical and managerial leadership in developing and testing School Disaster Management (SDM) technical guidelines and resources at the primary and secondary education level.
Guide and support field staff, partner NGOs, and relevant government colleagues to ensure quality implementation and learning from field demonstration sites
Ensure through coordinating with NARRI consortium and other DiPECHO partners that Community Based Disaster Preparedness (CBDP) model is followed while implementing SDM.
Help develop and ensure adherence to detailed implementation plan for DIPECHO 8 project.
Monitor progress through field visits, review of indicators, and meetings with staff, communities, point persons of selected government agencies NGO partners, and other stakeholders.
Key Area 2: Advocacy and Strategic Intervention
Develop advocacy strategy in cooperation with Education Cluster, ECHO partners and others, focused on institutionalizing SDM in the selected government agencies.
Provide technical assistance to selected government agencies to incorporate SDM into existing planning, resource allocation, and monitoring systems.
Advocate for SDM to include promoting strengthened coordination and standardization among SDM actors and greater inclusion of SDM in current and upcoming education sector-wide programs, policies, and legislation
Maintain a concrete, up-to-date understanding of the school disaster risks reduction and vulnerability factors affecting children and communities in Bangladesh, and use these to inform the development of country program strategies as well as various sectors to incorporate DRREd/EiE in their programs/projects.
Develop and modify tools to integrate DRREd and EiE into SC’s partner NGOs projects. .
Key Area 3: Coordination/Representation
Support and coordinate with Education Cluster co-leads and members, to maximize cluster as an advocacy platform.
Build a productive working relationship with relevant government agencies under Ministry of Primary and Mass Education, Ministry of Education and Ministry of Disaster Management and Relief.
Maintain regular functional relationship with ELCG, HTTM etc. to get donor agencies support in favour of institutionalization of SDM into the government and non-government systems.
Maintain productive relationship with SC’s Humanitarian Unit to work collaboratively as this unit has schools programs in education institutions.
Maintain regular, productive communications with SC’s DRREd and EiE technical advisors and regional specialists.
Key Area 4: DRREd and EiE Capacity Development
Help build and maintain the capacity of Save the Children staff and partners on DRREd and EiE
Provide technical support to GoB education authorities in revising the national curriculum and capacity-building for education administrators, teachers, and school leadership groups to better plan and implement SDM activities.
Coordinate DRREd/EiE capacity building activities with other organizations.
Key Area 5: Budget Management
Work with finance and grants department, to ensure effective management of project budget for SDM component, with full compliance to donor’s regulations.
Identify potential variances of expenses vs. budget, and recommend appropriate adjustments.
Key Area 6: Reporting and Documentation
Support to PD in preparing project progress reports of SDM components for donor
Contribute SDM content to other agency reports, submitted to SC headquarters, government, and other interested stakeholders.
Document case studies of successes, challenges, and other DRR project experiences to assist organizational learning

QUALIFICATIONS AND EXPERIENCE:Academic:
Masters Degree, preferably in Social Sciences, candidates having professional certificate or diploma in disaster management, climate change or education in will get preference.
Work Experience:
At least 8 years experience with DRREd/EiE, with particular experience working with government’s education and/or disaster management ministries and actors. Experience with capacity building and/or community development. At least 3 years in management position.
Job related knowledge:
Knowledge on key disaster risk and vulnerability factors that affects children
Knowledge of ‘best practices’ in EiE and DRREd, including both theoretical and practical knowledge.
Practical knowledge of Bangladesh education system, including roles and responsibilities, structures and decision making processes
Skills:
Excellent oral and written communication skills in both English and Bangla, including report writing
Strong team leadership/supervisory skills
