Director, Human Resources

Trillium Gift of Life Network (TGLN) is an agency of the Ministry of Health and Long Term Care responsible for the coordination of organ and tissue donation and transplantation in Ontario. Our mandate includes increasing public awareness of the importance of organ and tissue donation, education of health care professionals, and ensuring a safe and effective donation and transplant system in Ontario. TGLN is currently seeking a highly motivated and experienced individual to fill the new role of Director, Human Resources. Reporting to Chief Operating Officer, the Director, Human Resources delivers HR solutions to business needs by working directly with the HR team and management.  Key areas of responsibility include: HR policy development, competency management; human capital management; human resources operational management; employee engagement and employee relations; performance planning and development; compensation and benefits; recruitment, selection, and retention; orientation and onboarding; employee recognition and celebration; occupational health and safety; absence and disability management; leading change; HR data integrity and privacy; HR benchmarking and service delivery.  Over time, responsibilities will include talent management/succession planning; coaching and mentoring; leadership, talent and organizational development; and, organizational design and effectiveness.

The Director, Human Resources actively works at strengthening and maintaining positive relationships between the management team, colleagues and employees.

Duties & Responsibilities:

Develops organization-wide HR strategies and participates and contributes HR related information, analysis and recommendations to organizational strategic thinking and direction in the development of TGLN’s annual business plan.

Establishes a multi-year HR plan, together with annual HR objectives in line with organizational objectives; develops and manages the approved departmental financial budget and aligns HR process and structure, roles and accountabilities to support the accomplishment of identified goals/objectives.

Supports/guides management and employees by providing HR advice, counsel and/or direction for identified human capital needs/issues through the development of policies, procedures, guidelines, frameworks and behavioural competencies ensuring communication, alignment, consistency in application/administration, accountability and desired organizational outcomes.

Ensures an integrated approach to managing talent to maximize organization and individual alignment, contribution, performance and success.

Identifies, recommends and supports organization and/or individual practices: for a healthy and productive work environment that leads to organizational, occupational safety and personal excellence; for positive employee-employer relationships that promote a high level of employee morale, motivation and productivity; for a safe, supportive and open work environment that is built on respect, trust and credibility with all employee groups.

Supports the organization in establishing/coordinating its recruitment and selection practices, compensation philosophy/practices, performance management process, and employee recognition and celebration initiatives, to ensure that the organization is able to attract, select, engage, recognize and retain high performing/high potential talent to meet the business objectives of TGLN.

Remains current in market trends, legislation and best practices, recommending new approaches to HR practices to keep the organization current in its approach to managing talent.

Ensures effective, efficient and timely human resources service delivery and outcomes through the sharing of knowledge on best practices; coaching, mentoring and developing others (within or external to the HR department); the measurement and the analysis/reporting of HR metrics; recommending and implementing solutions both organizationally and departmentally.

Manages relationships and HR related service contracts/delivery with external providers/insurers and partners.

Acts as the representative/spokesperson for the organization on HR related matters as determined by TGLN.

Performs other duties consistent with role profile, as required.

Qualifications & Experience:

Required Skills and Knowledge:

Thorough understanding of employment-related legislation and how it relates to the implementation of policy and process in an organizational setting; knowledge of other relevant legislation including ESA, PSOA, LRA, AODA, OHSA, Privacy, Human Rights, Pay Equity, etc..

Able to manage detail, micro-oriented work and also large scale, macro-oriented projects.

Must be a participative leader; sense of urgency and service orientation are essential.

Seasoned communication skills (both written and verbal including the ability to deliver presentations effectively);

Exceptional interpersonal skills with a high level of tact and discretion, sound judgment and diplomacy in dealing with sensitive and confidential matters.

Proven track record of leading change; must be flexible and capable of providing leadership in a fast-paced, 24x7 and ever changing environment;  able to work well under pressure, individually/independently and collaboratively as part of a team.

Strong team player, able to build strong, successful and trusting relationships with key internal and external clients/partners.

Proven coaching and counselling skills to provide guidance to individuals at all levels within the organization;

Able to translate strategic initiatives into operational plans.

Able to think analytically, conceptually and systematically to resolve problems.

Proven conflict resolution and negotiation skills.

Knowledge of MS Office (Word, Excel, Outlook, Power Point) and previous experience working with/ implementing an HRIS.

Demonstrated commitment to privacy and ethical conduct.

Education and Experience:

University degree in Human Resources, Business or related field required; Master’s degree preferred.

CHRL designation required; CHRE preferred.

Ten (10) plus years of progressive Human Resources experience in a generalist role with a minimum of five (5) years of management experience leading an HR function and team.

Previous experience working in a public sector, healthcare related field an asset.

Experience in dealing with and influencing senior executives.

Well versed in strategic planning, change management, client management, and have a track record of success in helping to solve significant business problems and be driven to produce results.

Demonstrated strong business acumen with the ability to contribute to the development and execution of strategic plans.

High level of creativity in developing and implementing organizational programs; demonstrated ability to analyze processes, enact change and improvement, and think operationally and strategically to achieve goals.

Excellent verbal and written communication skills in order to work with, and present to all levels within the organization; flexible and exhibits personal capacity to perform effectively during times of uncertainty and change.
