Mobile Technical Project Manager - Associate Director

Summary:
The Mobile Technical Project Manager enables our client to deliver on core Assurance mobile commitments and helps manage the external vendor(s) that will perform all the development and testing activities. The Assurance IT team is multi-disciplined, consisting of Business Analysts, Product Owners, Data Modelers/Developers, QA testers and SCRUM Masters.
The candidate should possess a thorough understanding of the Agile Methodology and have extensive experience managing technical aspects of web and mobile projects. The Mobile Technical Project Manager is responsible for delivering IT projects in schedule, budget and quality. The role requires a mastery of technical knowledge of project management inter-related process stages, ie, initiate, plan, execute, monitor and control and close, and the supporting processes eg, scope, cost, time, issue, risk, resource, communication, stakeholder management. The Project Manager must have excellent stakeholder relationship management skills to successfully lead and manage the project team and project stakeholders.
Responsibilities:
Perform relevant project management processes - ie, initiate, plan, execute, monitor and control and close, and the supporting processes eg, scope, cost, time, issue, risk, resource, communication, stakeholder management
Lead technical project teams consisting of cross- functional, global groups, directly supervise staff, assign responsibility to members and monitor progress
Partner with Mobile Delivery Manager, Mobile Technical Lead, Mobile Testing Lead and other technical resources on overall project execution
Plan the project based on a defined need - results in detailed scope/budget/schedule baseline
Monitor and control the work to ensure that the project remains on track and in control
Plan for and manage change. Report on variances to the approved project baseline
Interface and communicate with AT project team, management and stakeholders
Ensure that quality project standards are met as prescribed by IT Services through the effective implementation or use of approved processes, methodologies and deliverables
Perform gate reviews and quality assurance reviews with all aspects of IT organization and business sponsors
Review and approve technical roadmap and project milestones, timeline and resources
Facilitate joint application development and testing activities that involve upstream and/or downstream parties and have cross-functional dependencies
Prioritize development resources to focus on the activities of high risks and that are on project's critical path
Review and escalate technical development related issues and risks that impact overall project execution and success
Oversee all technical project activities and resources
Manage stakeholder expectation and communication
Provide leadership, mentorship and PM expertise to development team and other cross-functional teams
Responsible for recruitment and on-boarding of new team members
Assist others in estimating work effort and managing key issues, risks and dependencies
Develop and maintain strong working relationships with other cross-functional teams
Qualifications:
A Bachelor's Degree (Preferably in Computer Science or Information Systems)
Minimum of 10 years of software development experience with strong hands-on skills in the Agile methodology. Knowledge and experience in managing and delivering web and mobile applications
Experience in a professional services industry preferred
Minimum of 10 years of corporate IT experience. Can operate effectively in a Matrix or a projectized environment. Demonstrated experience working for large organizations on complex projects
5 to 10 years' experience in project management, specifically with Microsoft technology based projects. Hands-on experience managing mobile applications for both smartphones and tablets
Leader in the use of IT methodologies, processes and standards for project management
Mastery of AT project management methodology, tools and templates (includes project planning, schedule development, scope management and cost management)
Analytical skills and problem solving skills needed to manage multiple factors on a project simultaneously
Experience across the systems development life cycle with experience in all project phases - plan, initiate, elaborate, design, build, test, implement
Relevant experience in application development, deployment/implementation and infrastructure
Strong team working skills across client, supplier and geographically dispersed virtual teams
Demonstrated ability to build strong working relationships
Ability to facilitate change management with teams
Extensive experience of delivery that includes the use of supplier and off-shore resources
Experienced in managing to contract; ensuring clients and suppliers alike perform in accordance with original agreement
Excellent communication skills (verbal and written)
Project Management Professional (PMP) (desired)
Certified ScrumMaster (CSM) (desired)
