Position: Beqaata Dam Technical Construction Project Manager

Project Location: Beqaata, Lebanon

Reports to: Senior Vice President

Summary of Position: Support construction activities by planning, organizing, and implementing the following: project controls systems, engineering interface, subcontract and materials management, purchasing, scheduling. Responsible for total project administration. May manage other technical and administrative staff members depending on size, scope and complexity of project.

FLSA Status: Salaried/Exempt

Languages: Fluent in English. French and Arabic language knowledge is a plus.

Candidate must have extensive experience with dam and water resource construction projects and RCC dams.

Mission:

• Must be resident full time on site; proper visa will be provided.

• Responsible for some technical aspects of the project.

• Supervising the proper execution of all aspects of the project and being responsible for the complete laboratory on site and of the materials engineer.

Key Activities:

• Oversee the installation, testing and commissioning of the RCC plant and conveying system.

• Able to interview, select, hire and evaluate local personnel for staffing of RCC operation.

• Capability to technically follow up until Engineer/ Owner approval of the RCC mix design.

• Implementation of the mix by overseeing its implementation in the full scale RCC trial embankment until approval of Engineer / Owner, suggestions for fine tuning.

• Review of Reinforced Concrete/RCC works sequencing and implement combined procedure of formwork methodology.

• Skilled review of shop drawings before execution.

• Ability to inspect, accept and discuss with Engineer/Owner rock face acceptance prior to RCC placement.

• Oversee, guide and take responsibility for all RCC operations.

• Supervise the adjacent Reinforced Concrete operations and issue directives when necessary.

• Supervise the installation of hydro-mechanical and auscultation equipment.

• Participates in snagging, commissioning and testing of completed dam structure.

• Oversees the dismantling and containerization of the RCC Plant.

• Become thoroughly knowledgeable with the project's contract documents, drawings, specifications and scope of work.

• Develop and maintain the project master schedule using CPM techniques and appropriate scheduling software with input from other project management personnel.

• Set up and maintain the Work Breakdown Structure (WBS) and Productivity Monitoring System. Review with other project team members and supervisors.

• Manage document control, receive and log in new issue drawings and other contract documents, maintain document control log.

• Perform field estimating/change orders.

• Prepare monthly Project Status Report (PSR) and Cost and Revenue forecasts.

• Attend and support ASI internal planning and coordination meetings.

• Responsible for ensuring that the project quality/assurance control program is implemented successfully.

• Responsible for subcontract management.

• Provide supervision, mentoring and training for lower level engineers.

• Examine/inspect field conditions and identify problems, inaccuracies, and cost saving measures that arise or that may be encountered. Take corrective actions as needed.

• Identify workplace safety hazards and take all necessary corrective action to eliminate or minimize them.

• All above mentioned duties with the added talent to deal horizontally with local culture and idiosyncrasy.

• Other duties as assigned.

Preferred Qualifications and Training:

At least 15 - 20 years of industry experience in the construction of dams, RCC dams, and other water resources. Preferably with a contractor and not with a consultant/designer.

Must have proven abilities and skills in the following: leadership and management of people, communication (verbal and written), planning, organization and delegation. Must set standards of excellence in leadership, safety, quality and productivity for his/her subordinates. Must have working knowledge of CPM scheduling, unit man-hour performance, accounts payable/accounts receivable, materials control, estimating, job cost updates, equipment management and subcontracts. The Project Manager position requires an undergraduate degree in a construction management or engineering field, or equivalent experience and education. Civil engineering degree preferred.
