ADA COORDINATOR/ DISABILITY SERVICE FACILITATOR

JOB RESPONSIBILITIES: The ADA Coordinator/ DISABILITY SERVICE FACILITATOR is responsible for developing and managing comprehensive approach to disability services within the agency and ensuring compliance with the Americans with Disabilities Act (ADA) and all relevant city and state regulations.

Accessibility: The ADA Coordinator is responsible for coordinating all activities related to ensuring accessibility of all Board facilities and poll sites. Duties include but are not limited to:

Ensuring that sufficient funds from the Capital and Expense Budgets are reserved for ensuring accessibility of Board facilities.

Conducting regular field visits to make on-site determinations, assessing community impact of any alterations and monitoring corrective action

Providing technical expertise and assistance in resolving ADA-related accessibility complaints and coordinating with third-party surveyors to remove accessibility barriers.

Review facility lease agreements to ensure compliance with the accessibility provisions of the NYC Building Code.

Addressing accessibility grievances and complaints as ordered under Title II of the ADA.

Maintaining a centralized location on the BOE website or data base for all programs related to disabilities.

Interagency Coordination: The ADA Coordinator/ DISABILITY SERVICE FACILITATOR serves as the liaison on all ADA and disability services matters to the Mayor’s Office for People with Disabilities, relevant state and federal agencies and disability advocacy groups.

EEO and Inclusion: The ADA Coordinator/ DISABILITY SERVICE FACILITATOR should serve as an advocate for the creation of an inclusive workplace for BOE employees with disabilities. Related duties includes:

Working with senior leadership to increase awareness and understanding among staff of issues related to disability.

Encourage involvement of people with disabilities in the decision-making process in projects, programs and policies and creating accountability mechanisms for monitoring, complaint and feedback.

Develop trainings and programs related to disability that will foster an understanding and inclusive workspace

Working with the Office of Personnel to ensure compliance with EEO rules and regulations as related to the ADA, including Title I.

Ensuring that all BOE publications, notices and meetings are disability accessible.

Providing mediation in complaint resolution under Title II of ADA.

SALARY: Salary commensurate with experience.

Preferred Skills and/or Special Requirements
Education and Experience Requirements:
1. A baccalaureate degree in architecture from an accredited college and one (1) year of full-time experience in planning, design, research, investigations and/or studies related to urban design, development programs; or
2. Education and /or experience equivalent to “1” above.  However, a baccalaureate degree in architecture is required for all candidates.  Graduate work leading to an advanced degree in architecture, urban design or city planning may be substituted for the one year of experience described above.

Significant experience working with people with disabilities and a keen sensitivity of the issues faced by the community

Working knowledge of the NYC Construction Code and Zoning Resolution

Knowledge of the Americans with Disabilities Act (ADA).

Knowledge of physical accessibility and reasonable accommodations for employees and the public.

Knowledge of the City Capital Budget process.

Ability to facilitate the resolutions of employee grievances and public complaints.

Ability to establish and maintain effective working relationships within NYC government

Ability to communicate effectively both verbally and in writing.

Negotiating skills.

Training skills.
