Context: Under the overall supervision of the Chief of Mission (CoM) of IOM Nigeria, and under direct supervision of the Program Officer for Data and Policy and in close collaboration with the Labour Migration Officer, the successful candidate will contribute to the implementation of the 10th EDF European Union funded project, “Promoting Better Management of Migration in Nigeria”, with particular focus on the Federal Ministry of Labour & Productivity (FMLP) as a key IOM partner. The overall objective of the project is to enhance the capacity of the Government of Nigeria to manage migration in order to maximize its developmental potential. The specific objectives are to improve the governance of migration through the use of evidence-based instruments, strengthen national capacity to manage organized labour migration and mobilize diaspora for national development and to strengthen national capacity to deter irregular migration. The NELEX Technical Assistant/Job Prospection Assistant to the FMLP is expected to contribute to improving the capacity of the FMLP/ILMD to manage labour migration thereby contributing to the achievement of the project’s overall objective.

Objective: The NELEX Technical Assistant/Job Prospection Assistant will contribute to enhancing the capacity of the FMLP specifically the International Labour Migration Desk (ILMD) to deliver services for job seekers, would-be migrants and return migrants through the management of the National Electronic Labour Exchange (NELEX) as an employment facilitation platform. The Assistant will carry out research in job prospection and other related activities and ensure quality in the implementation of project activities of the EU-funded project “Promoting Better Management of Migration in Nigeria’’.

Core functions / responsibilities:

1. Assist identified external expert(s) and FMLP staff members on the upgrade of NELEX portal and the set up of the migrant workers database.

2. Support ILMD to reach out to potential employers to promote the registration of job offers in NELEX and provide guidance and support in posting of vacancies.

3. Support liaison with relevant Ministries, Department and Agencies for the purpose of integrating public service offers into the NELEX system.

4. Support in the collation of professional profiles of potential migrant workers for the purpose of their pre-selection and possible placement in the countries of destination within the framework of bi-lateral dialogues/agreements.

5. Support the design and implementation of procedures for maintaining a high level of confidentiality of job seekers, employers and migrants’ information, records and statistics.

6. Support the Federal Ministry of Labour and Productivity to carry out international job opportunities prospection activities and analysis of international labour market trends to identify potential countries of labour exchange with Nigeria and provide advice to FMLP/ILMD on labour market dynamics to guide decision making.

7. Assist FMLP in monitoring activities in NELEX portal to identify skill gaps and provide information to job seekers on the potentiality of each sector in terms of providing employment opportunities.

8. Assist with in house coordination among ILMD team members in state offices to ensure the provision of effective placement services to both job seekers and employers.

9. Assist in carrying out capacity building activities in job prospection and the management of the NELEX portal and labour database, while ensuring that implementation are in line with IOM standards and operating modalities.

10. Support in the monitoring and evaluation of job prospection activities in FMLP’s national office in Abuja and the state offices, identify challenges in job prospection and propose recommendations.

11. Assist in the development of marketing strategies to raise the professional profile of Nigerians in destination countries to produce information materials describing their successful migration experiences; also provide support in creating visibility and promote communication activities related to the project.

12. Assist in timely implementation and reporting on project activities according to IOM and donor formats as required.

13. Assist in the planning, preparation and implementation of seminars, conferences, workshops, meetings, presentations and missions related to the project and undertake duty travel when necessary.

14. Any other such duties that may be assigned.

• Technical: a) strong IT background possessing proficiency in MS Office, web-based applications and ability to assist in research on emerging labour migration issues.

• Desirable Qualifications and Experiences: a) University degree in Information Technology/Social Sciences/Humanities or related field school degree/ diploma; b) five years of relevant experience in IT related field. c) ability to keep confidentiality of clients information; d) must be respectful and possess cultural awareness and sensitivity; e) demonstrate flexibility and sound work ethics; f) must have strong communication skills, excellent drafting and reporting skills; g) knowledge of social and development issues in Nigeria, particularly related to labour issues, migration and diaspora.

• Language: Thorough knowledge of English (both written and spoken). Working knowledge of other IOM official languages (French & Spanish) will be an advantage. Knowledge of one or more Nigerian languages is a plus.
